Ho Chi Minh City will survey English proficiency of teachers of all subjects and levels.

Accordingly, implementing Plan No. 1879/KH-SGDĐT dated April 15, 2025 of the Department of Education and Training of Ho Chi Minh City, the English proficiency and competency assessment for teachers at all levels will be held from April 23-29.
The Ho Chi Minh City Department of Education and Training said the core purpose of the survey is to assess the current situation, not to test individual proficiency. This survey is conducted to assess the overall picture of the English proficiency of teachers in the entire industry. The survey results are important and necessary input data for Ho Chi Minh City to have a realistic and scientific view of the current situation.
The survey is important because it will be the foundation for the city to build a development plan. The collected data will be the basis for building the Project "Gradually bringing English to become the second language in schools", an important goal to improve the quality of education and international integration.
From the overall results, the Department of Education and Training will calculate, develop a plan and roadmap to train and support the improvement of foreign language skills for the team in an appropriate, effective and feasible manner, meeting the requirements of educational innovation according to Conclusion 91-KL/TW.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, affirmed that the department is committed to the confidentiality and purpose of using the information results of this survey.
"The Department of Education and Training would like to emphasize that this is not an exam to evaluate or classify the capacity or expertise of each teacher. The results of the English proficiency survey will absolutely not be used for any other purposes such as competition assessment, salary consideration, discipline or other personal purposes. The results of each individual will be kept confidential. Only the teachers themselves and the support team of the Steering Committee for project development (a specialized department assigned to synthesize and analyze data to serve the development of the general plan) will have access to it."
As Thanh Nien reported, on April 15, the Ho Chi Minh City Department of Education and Training announced that teachers will take an online survey in the form of an objective test lasting 90 minutes at the address: https://englishsurvey.hcm.edu.vn. The Department will organize the survey in shifts for each district from April 23 to 29.
The content of the English proficiency test is designed and standardized by Cambridge Assessment English, ensuring objectivity, science and high reliability in assessing teachers' English proficiency. It includes listening, reading and writing skills to assess English proficiency according to the European standard reference framework CEFR (from A1 to C2).
