On June 3, the Office of the Investigation Police Agency of Nghe An Province Police announced that the unit had just issued a decision to temporarily detain Tran Tuan Anh (28 years old, residing in Hamlet 11, Nghi Kim Commune, Vinh City, not 32 years old as initially reported) for the act of Disturbing public order.
Hung was the one who assaulted a female nurse at Nghe An General Friendship Hospital on the evening of May 31.
At the police station, Tran Tuan Anh expressed remorse, apologized to the nurse and admitted that he was so worried about his father's condition that he could not control his actions.

According to initial investigation, late at night on May 31, the Emergency Department received Tuan Anh's father with symptoms of abdominal pain. After the patient entered the department, the doctor on duty examined the patient, explained the patient's condition, prescribed medication, performed paraclinical indications, and instructed the family to go to the counter to complete procedures for the patient.
At the check-in counter, the 29-year-old nurse asked Tran Tuan Anh to provide the patient's health insurance card and citizen identification card to complete the hospital admission procedures. However, because the family forgot the patient's worker identification card, the nurse told Tuan Anh: "When you bring all the necessary documents, complete the hospital admission procedures according to regulations."
A moment later, when his family brought him his ID card, Tran Tuan Anh took it and went to the reception counter to complete the hospital admission procedures according to regulations.
After receiving all the documents, the nurse told Tuan Anh: "You and your family go outside." However, Tuan Anh did not comply, showed an uncooperative attitude and used insulting words, reached over the check-in counter, and slapped the nurse in the face, causing her glasses to break.
According to the hospital report, the nurse suffered from swelling of the left cheek, pain, dizziness, lightheadedness, nausea, blurred vision and panic, and had to be hospitalized for treatment.

After the clip of the incident appeared on social media, the leaders of Nghe An Department of Health issued a document directing the hospital to report the incident, and directly went to the hospital to grasp the situation and visit and encourage the medical staff on duty, especially the female nurse who was assaulted. The Department of Health also issued an official dispatch requesting the Provincial People's Committee to direct Nghe An Provincial Police to promptly investigate, verify the reported information, and promptly handle violators according to the provisions of law.
Also on June 2, the People's Committee of Nghe An province sent a document to the Provincial Police; Department of Health: Department of Culture, Sports and Tourism about this incident. The leaders of the Provincial People's Committee said that this is an illegal act that needs to be condemned by society and strictly handled by the law. The above incident has disrupted order and safety in the hospital, affected emergency care, medical examination and treatment, affected the spirit, health, and threatened the lives and motivation of the team of doctors and medical staff.
To strengthen the work of ensuring security and safety for medical examination and treatment facilities, the Provincial People's Committee requested the Provincial Police to direct professional units to investigate, promptly resolve and strictly handle the above incident in accordance with the provisions of law. The Provincial People's Committee also requested the Department of Health to pay attention to and promptly encourage the health and spirit of medical staff and patients affected by the above incident; Direct medical examination and treatment facilities to comprehensively review the medical examination and treatment process, security and order work at the units, especially urgently verify information reflecting the incident that occurred at the Emergency Department - Nghe An General Hospital. The Department of Culture, Sports and Tourism was assigned to direct local press agencies to promptly inform about the above incident so that public opinion can have a complete and objective view of the incident; coordinate in investigating and handling cases of assault on medical staff, ensuring that information is provided fully and accurately to the public.
According to Ms. Le Thi Hoai Chung - Director of Nghe An Department of Health, immediately after the incident at Nghe An General Hospital, leaders of the health sector directly went down to review the security work in the hospital, to direct and adjust the work of ensuring security and order at this hospital in particular and medical facilities in the province in general. The health sector also requested all levels and sectors to actively coordinate and support to help medical facilities ensure security and order. In addition to the requirement to strictly handle the perpetrator, the Director of the Department of Health also requested medical examination and treatment facilities to review, consolidate and deploy measures to ensure security and order according to regulations; proactively develop plans to prevent and respond to situations of causing disturbances and assaulting medical staff; urgently review, install and maintain security camera systems and increase security personnel in key areas such as the Emergency Department, Examination Department, etc.
At the same time, medical examination and treatment facilities must publicize, increase consultation and explanation of rules and regulations in medical examination and treatment, the number of patients' relatives allowed to enter when taking relatives for examination and treatment; professionalism in the behavior of medical staff, hospital workers as well as patients, patients' relatives... Directors of medical examination and treatment facilities must report promptly (immediately by phone) when problems occur.
“The leaders of the health sector also requested that units continue to thoroughly educate medical staff and employees on good medical ethics, good behavior, and full explanations to patients’ families. Along with that, the health sector also expressed the desire for patients’ families to share with the work environment and nature of the work, creating all conditions for medical staff to perform their duties in the best way,” Ms. Le Thi Hoai Chung shared.
Recently, there have been a series of cases of doctors and nurses being assaulted by patients' relatives. In March, a doctor in Gia Lai was assaulted by a patient's family, causing psychological trauma. On May 4, a medical staff at Nam Dinh General Hospital was pushed and hit in the face by a family member. This person was later prosecuted for disturbing public order. The Ministry of Health requires hospitals to implement security measures and have plans to prevent and respond to situations of disturbance and assault on medical staff.
