'Agriculture, forestry, fishery' in sustainable new rural construction

This resolution not only creates a "push" for agricultural development but also encourages farmers to innovate their thinking and working methods, promoting their role as the main subject in sustainable agricultural and rural development and new rural construction.

People Promote the Role of the Subject

Implementing the National Target Program on New Rural Development, the appearance of the province's rural areas has improved, especially the quality of life of the people has been improved. To achieve that result, there is a great contribution from the people.

People play a leading role in the process of building new rural areas in many areas. People are the human resource for developing agriculture, rural areas, and service activities; increasing income, stabilizing life, contributing to improving the appearance of rural areas. People build, protect and benefit from rural infrastructure; maintain security and order; build cultural life; bring the Party's guidelines and policies, the State's policies and laws into life.

Binh Tinh Commune, Tan Tru District was recognized as meeting NTM standards since 2016. Starting from a low point, with weak infrastructure, but with the determination and consensus of the entire political system, especially the support of the people, the commune has made new progress, the infrastructure has been invested synchronously, the rural appearance has been renewed and more spacious.

Party Secretary and Chairman of Binh Tinh Commune People's Committee - Nguyen Thanh Hai said: With the motto "people are the root", the Party Committee and the Commune People's Committee direct the sectors, organizations, and hamlets to promote propaganda to raise people's awareness of New Rural Construction. When implementing any work, the Party Committee and the Commune Government openly solicit opinions so that people understand and proactively participate in the New Rural Construction movement.

Mr. Bui Van Dau (Binh Hoa hamlet, Binh Tinh commune) shared: “My family voluntarily donated land and crops to build rural roads. Now, being able to travel on a wide concrete road, I am proud and happy to have contributed a part of my efforts with the local government to build a new rural area.”

In addition, farmers in the province have also changed their thinking and production level, increasingly willing to learn and master science and technology. From all over the rural areas of the province, there are examples of farmers who are good at production and business, implementing many economic models that bring high income. Farmers have gradually shifted from agricultural production thinking to agricultural economic thinking, focusing on product quality and value, producing products according to market demand. The most obvious change is the change in farming practices, farmers have gradually overcome fragmented, small, and spontaneous production, knowing how to cooperate to produce to reduce costs and increase profits.

Go Gon Agricultural Cooperative (Hung Thanh Commune, Tan Hung District) is cooperating with 5 enterprises to supply input materials and purchase agricultural products for members, with a total area of over 460 hectares. Cooperative members are closely connected in production, participating in large fields linked with enterprises to purchase products.

According to Director of Go Gon Agricultural Cooperative - Truong Huu Tri, since participating in the large field, members have realized the benefits of reducing the amount of seeds, fertilizers, and pesticides used in cultivation, thereby reducing production costs and increasing product value. Up to now, the entire production area of the cooperative uses certified seeds, with rice productivity reaching 7-8 tons/ha.

Rural appearance is improving

According to Director of the Department of Agriculture and Rural Development - Nguyen Thanh Truyen, implementing Resolution No. 19-NQ/TW of the Party Central Committee (13th tenure) on agriculture, farmers, and rural areas to 2030, with a vision to 2045, contributing to promoting rural economic development, creating a new look for rural areas. The Party Committee, government, and mass organizations of the province identified New Rural Development as a key and important task in implementing socio-economic development tasks.

After more than 13 years of implementation, the New Rural Development Program has become a widespread movement throughout the province with the participation of the entire political system, especially the response and consensus of the people. According to statistics from the Provincial New Rural Development Coordination Office, the total capital for implementing the New Rural Development Program in the 2021-2025 period is estimated at about 171,845.785 billion VND, of which the central government directly supports the program with over 1,101.285 billion VND, the rest is provincial budget capital, integrated capital, credit capital, and mobilized contributions from people and businesses.

From the mobilized capital, localities invest in building rural transport systems, irrigation, electricity works, cultural facilities, schools, medical stations, etc., creating favorable conditions for people to develop production and business, contributing to improving life.

Up to now, the province has prioritized investment in rural infrastructure, especially rural transport, most of the intra-commune and inter-hamlet road systems have been completed and hardened according to the regulations of the new rural commune. The electricity system has been expanded and upgraded, the national grid has reached remote, isolated and border areas. Rural people have access to social services and enjoy culture. People's lives have improved, contributing to shortening the gap between urban and rural areas.

From the Resolutions on developing “three agricultures”, the New Rural Development Program has become a movement with strong spreading power. People have become the main actors in the process of implementing the New Rural Development Program. When the Party’s will and the people’s hearts are in harmony, it creates an endogenous strength to transform poor rural areas into modern, livable rural areas./.
