On September 26, 2025, the Minister of Justice issued Official Dispatch No. 6051/BTP-BTTP on strengthening the management of notary public staff.
Accordingly, the Official Dispatch of the Ministry of Justice stated that in recent years, the notary public in our country has made significant progress in both quantity and quality, gradually meeting the notarization and certification needs of people and businesses. However, in addition to the achieved results, the quality and professional awareness of a number of notaries have not yet met the requirements, violations by notaries still occur in some places, especially violations of the code of ethics for practicing notary public, violations of regulations on procedures for notarization, certification or related legal regulations during the practice, some cases have been prosecuted for criminal liability.
To overcome the above situation and promote the representative and self-management role of the notary's social and professional organization, the Ministry of Justice recommends that the Vietnam Notary Association focus on implementing the following tasks:
Organize specific and practical activities to carry out assigned tasks according to the provisions of the 2024 Notary Law, focusing on the task of providing professional guidance to members; conduct annual quality reviews and assessments of the notary team; provide guidance on key content of annual notary training and organize training according to authority, update newly issued legal regulations, deploy electronic notarization to improve professional qualifications, practice skills, and notary ethics for notaries...
Properly perform the role and responsibility in proposing and participating in perfecting the institutions on notarization, certification, credit, land, housing, etc., ensuring a complete and solid legal basis for notarization and certification activities.
Proactively guide and closely monitor the organization of the Congress of Notary Associations of provinces and cities; well prepare for the organization of the 3rd National Congress of Notary Delegates, ensuring compliance with the provisions of law and the Charter of the Vietnam Notary Association.
Organize supervision meetings of the Association and Notary Association on compliance with the law, code of professional ethics, the Association's Charter and internal rules and regulations for notaries; direct the Notary Associations to coordinate with the Department of Justice and competent authorities in the locality in managing the notary team; in case of detecting violations, handle them strictly and promptly according to the Association's Charter and recommend competent authorities to handle them according to the provisions of law.
