Strengthening management and ensuring safety for students in the summer of 2025

Organize students to participate in volunteer activities

Pursuant to Official Dispatch No. 61/CD-TTg dated May 10, 2025 of the Prime Minister on organizing the High School Graduation Exam, ensuring the staffing of preschool and general education teachers and summer vacation for children and students in 2025; the Ministry of Education and Training (MOET) requests the Departments of Education and Training, universities, and vocational training institutions to carry out many important tasks.

Implement summer activities for children and students

The Ministry of Education and Training requests the Departments of Education and Training to advise the People's Committees of provinces/cities directly under the Central Government to direct agencies, units, and mass organizations in the area to coordinate with theEducation sector to implement summer activities for children, students, and continuing education students of general school age (collectively referred to as students) in the locality to ensure safety, health, and effectiveness according to Official Dispatch No. 61/CD-TTg dated May 10, 2025 of the Prime Minister; direct decentralization of management, clearly defining the roles and powers between management levels for educational institutions after the arrangement, organizing local authorities at 2 levels to ensure that management work and recreational activities of children and students in the area during the summer take place normally, without interruption.

Guide preschool, general education, and continuing education facilities under their management to effectively carry out the handover of children and students to summer activities in the locality.

Directing and guiding communication work, educating knowledge and skills on preventing school violence, preventing crimes and social evils, preventing drowning and teaching safe swimming to children and students; disseminating knowledge on nurturing, caring for and educating preschool children to parents/caregivers, encouraging and coordinating the organization of students to participate in sports clubs to exercise, improve health, develop talents and interests.

At the same time, instruct educational institutions to proactively coordinate with functional agencies, local organizations and parents in monitoring and managing students, especially those in difficult circumstances and residing locally, to ensure children and students have a safe, healthy and rewarding summer vacation.

Organize students to participate in volunteer activities

For higher education institutions and vocational training institutions, the Ministry of Education and Training requires students to participate in volunteer activities to support high school entrance exams, the 2025 high school graduation exam, and volunteer activities to build new rural areas and civilized urban areas; promote environmental protection activities and respond to climate change; organize activities to ensure social security, educate and communicate, focus on borders and islands, eliminate temporary and dilapidated houses for families with preferential policies, war invalids, sick soldiers, former youth volunteers, people in difficult circumstances and other activities during the summer to promote the pioneering role of students, connect with local movement activities and trained professions.

Coordinate the implementation of the "Digital Education for All" movement: support and guide people in using computers, smartphones, accessing the Internet, using social networks safely and basic, essential software for life...

Coordinate with police, health, and social organizations to implement communication programs on preventing social evils, high-tech crimes, and violations of the law, drug prevention, and traffic safety for students.

In addition, regularly inspect and monitor student volunteer activities to ensure the correct content, purpose and absolute safety for students. Coordinate and evaluate the results of students' participation in summer activities in conjunction with the evaluation of students' training results during the school year and course.
