Promote endogenous strength from emulation movements

Through emulation movements, the number of advanced models and good people and good deeds in the system of the People's Credit Fund is increasingly discovered.

This is also what the Vietnam Bank for Social Policies (VBSP) has been doing over the past years to fulfill the political tasks assigned by the Party and the State in implementing social policy credit. Even more importantly, it continues President Ho Chi Minh's call for patriotic emulation to realize the goal of "People's happiness" that the entire Party and people have implemented since 1948.

Overcoming difficulties

Quang Son is a particularly difficult commune of the poor and particularly difficult district of Dak Glong ( Dak Nong ). Not only is the terrain complex, divided by streams and hills, and the roads are difficult to travel, especially in the rainy season, Quang Son is also the commune with the largest area in Dak Glong district with 45,176.4 hectares, 21,896 people, and 23 ethnic groups living together. These difficulties are challenges in implementing policy credit for even male cadres, not to mention a "weak-legged, soft-handed" female cadre like H'Loan.

However, after 15 years working as a credit officer of the Social Policy Bank of Dak Glong district and in charge of Quang Son commune, H'Loan's will has never wavered. Because the solid foundation behind H'Loan is her love for her fellow countrymen and is increasingly reinforced by her full awareness of emulation and reward work, to guide herself in the goals she strives to achieve.

When working in credit, H'Loan applied her fluency in three languages: M'Nong, Ma, Kinh, and being close to the people by participating in savings and loan group activities, bringing her knowledge and experience in the production field to the people, helping them use the loan capital for the right purpose and effectively.

H'Loan's persistent efforts have brought the outstanding debt in Quang Son to more than 201.5 billion VND as of April 30, 2025, with 3,875 households with outstanding debt, an increase of nearly 111 billion VND compared to 2020.

Credit capital has helped more than 3,000 poor households, near-poor households, and households that have escaped poverty have capital for production and business, gradually escaping poverty; 48 households have eliminated temporary and dilapidated houses; 1,179 clean water and sanitation works that meet standards have been built; 227 students with difficult circumstances have received loans to study; 220 workers have received loans to support job creation... contributing to the successful implementation of national target programs, social security, new rural construction, and political and social stability in the locality.

For the Hanoi branch of the Vietnam Bank for Social Policies, emulation movements are the driving force contributing to the excellent completion of political tasks assigned by the Central Government and the City. In the period of 2020-2025, the branch launched 38 emulation movements associated with important events of the unit, the city, the industry and the economy such as: Emulation to effectively implement the work of preventing and fighting the COVID-19 pandemic, striving to excellently complete assigned political tasks; emulation to excellently complete tasks, contributing to the successful implementation of annual socio-economic development tasks and the 5-year Plan (2021-2025) according to the Resolution of the 13th Party Congress; emulation to excellently complete tasks, implementing Resolution No. 11/NQ-CP dated January 30, 2022 of the Government; emulation to excellently complete tasks...

Along with transparency to promptly reward and commend the right people for the right work, emulation movements have created a foundation for the branch to always excellently complete the tasks assigned by the Central and the City every year, and be recognized by the Social Policy Bank as the best unit in the system for 10 consecutive years from 2015 to 2024.

In the period of 2020-2025, the total operating capital of the Hanoi branch of the Vietnam Bank for Social Policies increased by more than VND 9,226 billion, with an average annual growth rate of 15.8%, of which the capital entrusted from the city budget increased by an average of VND 1,647 billion per year, bringing the total entrusted capital to date to VND 11,198 billion, accounting for 63% of the total capital. Total outstanding credit increased by VND 9,240 billion, with an average annual growth rate of 15.8% and has now reached VND 17,654 billion, the highest compared to other provinces and cities in the country, contributing to promoting the rapid, green and sustainable development of the capital.

Those are just a few slices of the relentless emulation journey of the People's Credit Fund over the past 5 years.

Effects of emulation movements

Imbued with President Ho Chi Minh's ideology of patriotic emulation, the People's Credit Fund has always created a vibrant competitive atmosphere throughout the system, from the Head Office to the grassroots units. In all units in the system, we can see the imprint of the emulation movements launched by the Prime Minister, the Central Council for Emulation and Commendation, and the Governor of the State Bank.

In addition, there are separate emulation programs including "Excellent completion of the tasks and plans of the VBSP in implementing Resolution No. 11/NQ-CP dated January 30, 2022 of the Government"; annual emulation movements, thematic emulation, striving to excellently complete the tasks and goals of the Action Program to implement the VBSP Development Strategy to 2030. Units in the system always actively respond to emulation movements launched by all levels, sectors and localities,...

Every year, through emulation movements, the number of advanced models and good people and good deeds in the system of the People's Credit Fund is increasingly discovered; many advanced models, good people and good deeds that are honored and promoted are direct workers, working in difficult areas, mountainous areas, remote areas.

The timely honoring and rewarding, and extensive propaganda about advanced models have created a good spreading influence and become a strong driving force to promote the patriotic emulation movement in the entire system of the People's Credit Fund.

The effects of emulation movements are clearly shown in the picture of activities of the VBSP, which is the fulcrum for the VBSP to overcome difficulties, especially the COVID-19 pandemic, storm No. 3 (Yagi)... to support the poor and vulnerable beneficiaries of social policy credit to develop the economy and improve their lives.

In particular, the VBSP has responded quickly to the implementation of the tasks assigned by the Government in implementing Resolution No. 43/2022/QH15 and Resolution No. 11/NQ-CP on the Socio-Economic Recovery and Development Program, with the completion of 100% of the lending plan of VND 38,400 billion of socio-economic recovery and development capital assigned by the Government in the two years of 2022-2023.

The 2020-2025 period also witnessed a transformation in both quality and quantity of the VBSP through the special attention of the authorities at all levels from the central to local levels. This is reflected in the methodical and comprehensive implementation of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW dated June 10, 2021 on continuing to implement Directive 40-CT/TW on strengthening the Party's leadership over social policy credit.

By April 30, 2025, the capital entrusted by localities at all levels reached 60,374 billion VND; increasing the proportion of local entrusted capital compared to before Directive No. 40-CT/TW from 3% to 14.6% of total credit capital. Total policy credit capital reached 411,812 billion VND, an increase of 94.3% compared to the beginning of the period (2020).

This is the foundation for the 2020-2025 period, policy capital will continue to promote its role as an important economic lever of the Party and State to help the poor and other policy beneficiaries have access to preferential credit capital to develop production and business, create jobs, increase income, and improve living conditions. Looking back at 5 years, policy capital has been effectively invested in 100% of communes, wards, and towns nationwide, with more than 11.8 million poor households and policy beneficiaries receiving loans and total lending turnover reaching VND 541,498 billion, focusing on priority for ethnic minority and mountainous areas, remote areas, extremely difficult areas, border areas, and islands.

Not only competing in expertise, officers and employees in the Social Policy Bank system always enthusiastically respond to participate in social charity activities with a total amount of 242 billion VND in the 2020-2025 period.

The People's Credit Fund has been recognized and awarded many emulation titles and noble forms of commendation.

The efforts of each VBSP officer in effectively implementing social policy credit, contributing to the goal of sustainable poverty reduction, new rural construction, socio-economic development, and political security stability have been recognized by the Party, the State, and ministries and branches, and awarded many emulation titles and noble forms of commendation.

In particular, in 2020, the People's Credit Fund was honored to be awarded the title "Hero of Labor" in the renovation period by the President.

Long-term stable development

The emulation journey of the Social Policy Bank does not stop at today's achievements, but will continue to be promoted in the coming period with the guiding principle of developing the Social Policy Bank into an organization capable of autonomy and long-term stable development; maintaining the role of a public financial institution implementing the Government's social policies, focusing on areas that financial institutions operating on market principles cannot meet or can only partially meet, contributing to the realization of the country's socio-economic development goals.

Under the leadership of the Party, the direct guidance of the Government, the determination of the VBSP collective with the emulation spirit of the "lotus warriors" "Understanding the people's hearts, serving wholeheartedly" and the joint efforts of the whole society, the journey of "Leaving no one behind", economic growth coupled with social progress and justice will continue to be realized, bringing the country firmly into the era of rising up, developing richly, civilizedly and prosperously.
