The Provincial Steering Committee for Grassroots Democracy assessed that, from the beginning of the year, the Provincial Party Committee directed the organization of a study session on Ho Chi Minh's ideology, morality, and style in 2025, emphasizing progress, social justice, and nurturing people's strength. Provincial and district agencies and units developed plans and launched emulation campaigns in 2025, concretizing the content of grassroots democracy, ensuring publicity and transparency in personnel work, policies, and streamlining payrolls. In addition, the Provincial Party Committee Standing Committee closely directed the arrangement and consolidation of Party agencies and organizations; the Provincial People's Committee issued a digital transformation project for the period 2025-2030, promoting administrative reform and publicizing administrative procedures throughout the province.

People agree with the policy of arranging administrative units at provincial and communal levels.

For the Provincial Vietnam Fatherland Front Committee and socio-political organizations, continue to promote the dissemination of guidelines and policies, while effectively implementing the work of supervision and social criticism. The grassroots mediation work achieved positive results, with 99/187 conflicts successfully mediated. Notably, the Fatherland Front organized social criticism on the draft resolution on marriage and family customs; guided the emulation movement "Join hands to eliminate temporary and dilapidated houses"; trade unions at all levels participated in building and supervising the implementation of democracy at the grassroots level, protecting the rights of workers.

Along with that, at the commune level, propaganda and mobilization work for people to implement the policy of rearranging administrative units has been widely deployed. The work of receiving people and handling petitions has been carried out seriously according to regulations. Movements to build new rural areas, civilized urban areas, and skillful mass mobilization continue to be promoted. At administrative and public service agencies, 79% of agencies have organized conferences for cadres, civil servants, and public employees, creating forums to promote ownership and propose improvements to the working environment. In the business sector, democracy in the workplace continues to be consolidated. 85 enterprises have organized dialogues with employees, 240 collective labor agreements have been signed and implemented...

Proactively handle emerging issues

To continue to effectively implement the Grassroots Democracy Regulations in the coming time, Mr. Dang Hong Sy, Standing Deputy Secretary of the Provincial Party Committee and Head of the Provincial Steering Committee, requested Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations, and departments, branches and sectors to focus on seriously implementing key tasks. First of all, it is necessary to continue to thoroughly grasp and fully implement the directive documents of the Party, the State and the Steering Committees at all levels, in conjunction with the 2025 theme of the Provincial Party Committee on successfully organizing Party congresses at all levels, promoting the streamlining of the apparatus, improving the effectiveness and efficiency of activities serving the people, and at the same time, disseminating and guiding the people to actively contribute their opinions to amending and supplementing the Constitution. All levels and sectors need to step up propaganda and mobilization of cadres, civil servants, public employees and workers to correctly understand the policy of administrative unit arrangement, create high consensus, and at the same time ensure publicity and transparency of related regimes and policies...

At the same time, it is required to organize inspections and supervision of the implementation of democracy at the grassroots level, especially in the implementation of key projects and works, land acquisition, compensation, support and resettlement, in order to promptly remove obstacles and speed up the implementation of projects to celebrate the 50th anniversary of the Liberation of the South, National Reunification and the 15th Provincial Party Congress. All levels and sectors must speed up the process of handling people's records and petitions, and enhance the role and responsibility of leaders in receiving citizens and resolving complaints and denunciations.

The Vietnam Fatherland Front and socio-political organizations need to urgently complete the approved social supervision and criticism contents, in accordance with the new situation, to be completed in the second quarter of 2025. At the same time, the Provincial Party Committee is assigned to strengthen the direction of relevant agencies to promptly resolve the full regime, policies, and social insurance for cadres, civil servants, public employees, and workers...
