Strengthening propaganda, preventing human trafficking and online property fraud

According to statistics from 2024 to present, the Provincial Police have received and coordinated with the Criminal Police Department of the Ministry of Public Security, the Vietnamese Embassy in Southeast Asian countries to successfully rescue 16 victims who were lured and deceived into leaving the country to Cambodia, the Philippines, Myanmar, controlled by international criminals, forced to commit fraud and property appropriation on cyberspace, forced into forced labor, prostitution... for foreign companies.

Among the subjects tricked into going abroad, there were many cases where they could not meet the demands of the gang and were brutally beaten, demanding large ransoms; currently, the agency is coordinating with relevant agencies to request verification and rescue of 12 victims.

The main reason is that the propaganda and dissemination of methods, tricks, and consequences of human trafficking crimes are still limited, lacking in depth, and not regular or continuous. Some people with gullible, trusting, and greedy mentality have been lured and lured by bad guys to leave the country and then become victims of human trafficking and cybercrime. State management in the field of immigration management to detect victims of human trafficking and criminal activities is not high. Illegal immigrants operating in fraudulent companies are deported and rescued back to the country but cannot be criminally prosecuted, so the deterrence andeducation effect is not guaranteed.

In order to proactively prevent and combat crimes of human trafficking and illegal entry and exit activities suspected of fraudulent appropriation of property in cyberspace in the coming time; on May 29, 2025, the Provincial People's Committee issued Official Dispatch No. 2411/UBND-TCD requesting departments, branches, sectors, organizations, agencies, units and localities to continue to effectively implement Plan No. 825/KH-BCĐ dated February 27, 2025 of the Steering Committee for Crime Prevention and Control, Social Evils and Building a Movement for the Whole People to Protect the National Security of the Province (Steering Committee 138 of the province) on Crime Prevention and Control, Prevention of Human Trafficking in 2025; strengthen propaganda work to prevent and combat crimes of fraudulent appropriation of property in cyberspace.

Regarding specific tasks, the Provincial People's Committee assigned the Provincial Police to preside over and coordinate with the State Bank of Region 10, the Department of Culture, Sports and Tourism, the Department of Justice, the Department of Health , the Department of Ethnic Minorities and Religions and related departments and branches; telecommunications and internet service providers in the area to promptly detect and quickly handle cases and immigration cases related to human trafficking; fraud and appropriation of property using high technology, on cyberspace to proactively prevent, combat, stop, recover property, rescue victims, and soon stabilize social order and safety in the area.

Strengthen propaganda and dissemination of methods and tricks to entice and entice victims of human trafficking to go abroad to commit crimes; instruct people on how to identify and prevent themselves from becoming victims of human trafficking and property fraud on cyberspace; regularly summarize difficulties and obstacles in the fight against these types of crimes to advise and propose to competent authorities to strengthen social management and improve laws in various fields, especially in the fields of finance, banking, telecommunications, and e-commerce.

Continue to implement propaganda activities such as: Organizing rallies and communication activities in response to "National Day against human trafficking July 30" according to Decision No. 793/QD-TTg dated May 10, 2016 of the Prime Minister and " World Day against human trafficking July 30" in accordance with the international message on preventing and combating human trafficking in 2025. Organizing communication campaigns on preventing and combating human trafficking among students in educational institutions for union members, youth, and union and association officials at the grassroots level to build community awareness in preventing and combating human trafficking crimes.

Implement well the professional prevention work, speed up the progress of handling denunciations and reports of crimes, recommend prosecution, investigate and discover cases and incidents related to fraud and appropriation of property, buying and selling of people, especially cases of buying and selling of people for the purpose of fraud on cyberspace, buying and selling of organs, human bodies, etc. Organize inspections, surveys and evaluate the situation, implementation results and apply science and technology in the work of preventing and combating crimes of buying and selling of people in units and localities.

For the State Bank of Region 10, regularly inspect and urge commercial banks in the province to accelerate the identification and biometric authentication of bank accounts according to Decision No. 2345/QD-NHNN dated December 18, 2023 of the Governor of the State Bank of Vietnam (on implementing safety and security solutions in online payments and bank card payments), resolutely eliminate accounts that are not in the owner's name and accounts with incorrect information. Strictly carry out biometric verification when opening new accounts, changing information on identification documents, phone numbers to receive OTP codes, and devices for performing Mobile banking transactions. Proactively identify and detect bank accounts with signs of fraud, property appropriation, and human trafficking to warn people to be vigilant when transactions arise. Coordinate with the Provincial Police, relevant departments, agencies and sectors in supporting the verification, blocking of accounts, and suspension of transactions to promptly prevent withdrawals and transfers of money related to violations of the law; proactively detect, exchange and provide the police with information about payment accounts and e-wallets with suspicious transactions related to fraudulent activities of appropriating property and human trafficking according to the provisions of law. Strengthen the control of transactions related to "virtual" money; strictly prohibit bank employees from assisting fraudsters and human traffickers. Strengthen inspection and examination work to promptly detect and overcome loopholes and shortcomings in banking operations and regularly propagate the prevention of crimes of buying, selling people and fraudulent appropriating property against customers.

The Department of Culture, Sports and Tourism directs and coordinates with local news agencies and newspapers to strengthen and innovate appropriate methods and content of propaganda about methods and tricks of crimes of buying and selling people for commercial purposes, forced labor and fraud in cyberspace so that people can raise their awareness and proactively prevent this type of crime. Regularly scan information on social networks, websites of departments, branches, sectors and localities to promptly detect, prevent and delete content, websites, links, applications, associations, groups and accounts on cyberspace related to enticing and enticing illegal exit to buy and sell people and fraudulently appropriate property; coordinate with the State Bank to have a plan to match legal account holder information with mobile subscriber information according to the mobile phone number registered in the application for opening a payment account or e-wallet. Manage network operators well, tighten the issuance of SIM cards, eliminate junk SIM cards and SIM cards without owners; promptly provide information on phone subscribers used by criminals to commit crimes to the police when requested.

The Department of Industry and Trade shall promote the dissemination of laws, knowledge and skills for businesses and consumers to identify methods and tricks of crimes of buying and selling people, fraudulent appropriation of property in the field of e-commerce, multi-level marketing and labor export. Strengthen management of the activities of e-commerce platforms and related individuals and businesses; promptly inspect and evaluate the compliance with legal regulations of e-commerce platforms; protect the rights and legitimate interests of domestic enterprises.

The Provincial Border Guard Command resolutely deploys all aspects of human trafficking prevention and control; crime prevention and control and law violations on the sea route according to its authority; strengthens patrols and controls to proactively prevent and stop all types of crimes and illegal entry and exit activities; propagates and mobilizes people and fishermen to comply with the law, actively denounce crimes, and maintain security and order on the sea route. Promotes the effectiveness of coordination in investigation, prosecution, and trial with law enforcement agencies to ensure timeliness and strictness in order to deter criminals.

Ninh Thuan Newspaper and Radio and Television in coordination with the Provincial Police, the Department of Science and Technology, relevant departments, branches and localities regularly publish news and propaganda articles on methods, tricks, consequences of crimes and violations of the law related to buying, selling people, and fraudulent appropriation of property on cyberspace; prevention and handling results of functional forces so that people can raise their vigilance, promptly provide information and denounce crimes of buying, selling people, and fraudulent appropriation of property to the police. Increase broadcasting time and frequency during peak hours when many people watch to create dissemination, consensus and high vigilance.
