Improve leadership and direction effectiveness
Right from the beginning of the year, the District People's Committee organized a conference to sign a commitment between the Chairmen of the People's Committees of 22 communes and towns with the Chairman of the District People's Committee on strengthening the role and responsibility in resource management and environmental protection. Directed the Chairmen of the People's Committees of communes and towns to organize the signing of commitments with village chiefs, heads of residential groups, households, production, business and agricultural processing establishments in the area on environmental protection.
Issued 727 documents on state management of natural resources and environment; developed coordination regulations in state management of land, water resources, minerals and environmental protection in the district.
In each specific field, the district land use planning until 2030 and the 2023 land use plan have been announced and made public on the District People's Committee's electronic information portal and at the People's Committees of communes and towns. Over 81,000m2 of land have been recovered to implement 6 projects; land recovery plans have been developed, investigated, surveyed, measured, and counted to clear the site of 24 state land recovery projects for socio -economic development.
Organize activities to respond to environmental holidays; review and summarize facilities expected to process fresh coffee beans in the 2023-2024 crop year. Issue 9 environmental licenses to production and business establishments in the district; develop a plan to overcome shortcomings, limitations and shortcomings after the inspection of the Provincial Party Committee's Propaganda Department on leadership and direction of the implementation of Conclusion No. 56-KL/TW dated August 23, 2019 of the Politburo on proactively responding to climate change, strengthening resource management and environmental protection.
Coordinate with the Provincial Center for Natural Resources and Environment Monitoring to collect samples for the first phase of district environmental quality monitoring at some potential pollution risk points; take random samples to analyze water quality and soil quality according to feedback and recommendations from people in Hat Lot, Muong Chanh, Chieng Mung communes, etc.
Review and provide information on the situation of mineral exploitation and processing activities according to approved plans; inspect and grasp the mineral situation in Chieng Luong and Chieng Ve communes...
Focus on completing key tasks
According to the leaders of Mai Son District People's Committee, in recent times, Mai Son has made many efforts to effectively implement the task of state management of natural resources and environment, meeting the needs of socio-economic development. Land management has had positive changes, improving the efficiency of land use, overcoming wasteful and improper land use. State management of environmental protection, water resources and minerals is closely monitored, and illegal activities are resolutely handled.
In the last 3 months of 2023, Mai Son district is focusing on completing the 2024 land use plan to submit to the Provincial People's Committee for approval. Receiving and implementing administrative procedures on land, land registration dossiers, granting first-time land use right certificates, changing land use purposes, ensuring the correct time according to regulations.
Strengthening the direction of People's Committees of communes and towns to implement state management of land, focusing on monitoring, inspecting and handling land violations such as land destruction, illegal change of land use purpose; illegal mineral exploitation, etc.
Strengthen propaganda, education , and raise awareness of compliance with environmental protection laws. Maintain and implement activities for the entire population to protect the environment through movements such as the Day of returning to the base to build new rural areas launched by the District Party Committee; Green Sunday of Mai Son youth... Propaganda and guide people to classify solid waste at source, prevent plastic waste; collect and treat household waste, packaging of plant protection chemicals; propagate and mobilize households raising and processing animals to move out of residential areas.
Receive, check, and appraise applications for environmental licenses from production and business establishments and projects that generate waste in the area. Review and isolate objects that are at risk of polluting the environment and water sources in the area to take measures to control and prevent pollution risks from the beginning, to avoid hot spots and serious environmental pollution.
In the first 9 months of 2023, Mai Son District People's Committee inspected and handled 32 cases of administrative violations in the fields of minerals, environment, water, and land, with a total fine of nearly 900 million VND. Submitted to the Provincial People's Committee Chairman to handle 1 case of violation in the field of land with a total fine of 178 million VND.
