Accelerating the completion of legal policies on science, technology, innovation, and digital transformation

On June 2, the Ministry of Science and Technology held a State Management Conference for the second quarter of 2025 with the Departments of Science and Technology across the country. The event was held in both in-person and online formats.

Strong innovation in law-making work

Reporting at the Conference, Ms. Hoang Thi Phuong Luu, Chief of Office of the Ministry of Science and Technology, said that at the 9th Session of the 15th National Assembly, the Ministry of Science and Technology reported and explained to the National Assembly 5 draft laws, including: Draft Law on Science, Technology and Innovation; Draft Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Draft Law on Atomic Energy (amended); Draft Law on Digital Technology Industry. The draft laws are being urgently completed and submitted to the National Assembly for consideration and approval in June 2025.

Minister Nguyen Manh Hung has resolutely directed the strong innovation of law-making work, requested the establishment of an internal drafting team to urgently complete the draft Decrees guiding the implementation of the above 5 Laws (16 Decrees), to be completed in June 2025 to be ready to submit to the Government as soon as requested. In addition, the Ministry has advised the Government to issue 1 Decree; 11 Resolutions; submitted to the Prime Minister to issue 5 Decisions, and issued under its authority 2 Circulars related to the industry and management fields.

In the field of scientific research and technology development, the Ministry has submitted to the Prime Minister a draft Decision promulgating the List of strategic technologies and strategic technology products; focusing on completing and submitting to the Prime Minister the Ministry's index to evaluate the effectiveness of Science, technology, innovation and digital transformation for socio -economic development.

Regarding the additional registration for 2025 and the proposed plan for 2026 for ministerial-level science and technology tasks, the Ministry's Office noted that priority should be given to task proposals for applied research and technology development: strategic technology (prioritizing the fields of atomic energy (focusing on research on nuclear power), semiconductors, quantum technology, robotics and automation, biotechnology, etc.), digital technology (prioritizing AI technology, IoT, big data, blockchain, virtual reality and augmented reality, etc.).

Providing information on some outstanding results in science, technology, innovation and digital transformation (S&T, STI and CDS) and at the local level, the representative of the Ministry's Office said: Regarding the key task of implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology and innovation development, national digital transformation, the Ministry's Office recommends that the Departments of Science and Technology proactively advise the Provincial Party Committee and City Party Committee to lead, direct and inspect the concretization of Resolution No. 57-NQ/TW; Allocate resources for science and technology development, innovation and digital transformation fully, promptly and substantially; advise on the arrangement of an appropriate proportion of cadres with expertise and experience in science and technology in the leadership team of each state agency and unit; develop plans and organize the implementation of training and fostering programs for cadres, civil servants and public employees on knowledge of science and technology, innovation, digital skills, basic digital technology to serve national digital transformation...

Also according to Ms. Hoang Thi Phuong Luu, in the second quarter of 2025, the Ministry's petition receiving and processing system received and responded to 128 petitions from 33 Departments of Science and Technology.

Responding to local recommendations

At the Conference, units under the Ministry answered many questions for representatives of the Department of Science and Technology of localities. Regarding the guidance on the functions, tasks, and powers of specialized science and technology agencies under the People's Committees of provinces and communes after implementing two-level local government, a representative of the Department of Organization and Personnel of the Ministry said that this guidance is expected to be issued by the Ministry of Science and Technology in the first half of June 2025.

The Departments of Science and Technology also raised a number of issues regarding coverage of low-frequency areas, guidance on selecting science and technology tasks; assessment and ranking of science and technology organizations; provincial total factor productivity (TFP) index; the rate of enterprises using research results from institutes and schools, etc.

Minister Nguyen Manh Hung directly discussed, answered the recommendations and immediately resolved some tasks. The Minister directed the Public Telecommunications Service Fund to quickly work with localities and network operators on the contents of surveys, bidding, signing contracts... to deploy coverage of signal depression areas.

According to the Minister, people without phone signals cannot carry out activities in the digital environment, including accessing online public services. Therefore, the units implementing this must pay attention to the people. Regarding the assessment of science and technology organizations, the Minister noted that this is one of the most important tasks of the Ministry because this criterion helps the Ministry and localities develop.

Regarding the rate of enterprises using research results, Minister Nguyen Manh Hung said that this is also an important indicator, in which 4 rates are noted, including: Enterprises with technological innovation, enterprises with new technology application, enterprises with Vietnamese research results, enterprises with research results of the previous year. "These four rates are very necessary and need to guide the Departments to monitor enterprises with innovation and use of scientific and technological results", said Minister Nguyen Manh Hung.

Minister Nguyen Manh Hung said that the policy of the State and the Ministry of Science and Technology will be to "post-audit" more for the country to develop. Specifically, the Departments must put all activities into the digital environment for post-audit. Along with that, the implementation of the two-level government model, the number of communes will increase. Therefore, the Departments of Science and Technology need to focus on providing digital tools and information technology, promoting the application of technology to reduce the workload of officials at the commune level.

“Organizational reform must go hand in hand with administrative innovation and the use of technology. The new style of administration means that some tasks are transferred to higher levels to be done centrally, some tasks are sent to lower levels, and some tasks must be socialized,” said the Minister.

The Minister noted that the arrangement of the local apparatus will affect the staff of the Departments, so there must be good policies for the staff. Department leaders need to pay attention, instead of training and forcing innovation, they must use new technology, tools, and applications such as AI to innovate, making the work of the staff easier, so that the staff will have less trouble.

Minister Nguyen Manh Hung said that digital technology, including AI technology, has impacted everything, increasing productivity and reducing the workload for officials. Previously, it took at least 6 months and sometimes up to 1 year to develop a Decree, but now, with the support of AI, this can be done in just 1 week. Local officials assigned to write projects, strategies, action programs, and various types of documents should take advantage of and increase the use of AI to serve their work. The basic knowledge of AI is quite good, just need to add more goals, requirements, local circumstances... The Ministry of Science and Technology has issued guidelines for the use of AI in state agencies. "The work of officials in the Departments has increased, but using AI will reduce the workload a lot. Department-level officials can spend time guiding the units below to deploy their work," the Minister suggested.
