The project to upgrade the section Km18 - Km80 of National Highway 4B is over 62 km long and is located in Loc Binh and Dinh Lap districts with a land acquisition area of 80.87 hectares and 1,802 households affected. Specifically, Loc Binh district acquired 49.35 hectares with 818 households affected, Dinh Lap district acquired 31.52 hectares with 984 households affected.
The project is divided into 2 construction packages including: package 7 for construction of Km18-Km43 in Loc Binh district; package 8 for construction of the section from Km43-Km80 in Dinh Lap district; the total number of contractors on the route is 9 units. The investor is the Department of Construction, the project management unit is the Lang Son Traffic Infrastructure Construction and Maintenance Management Board.
Speed up site clearance
The site clearance work was carried out by the People's Committees of the two districts from the beginning of December 2023. After more than 1 year of implementation, by the beginning of April 2025, the People's Committees of the two districts had handed over 99% of the route to the investor. There are still 5 cases of housing construction on agricultural land on the route and some locations that need to relocate technical infrastructure.
To completely resolve the site clearance, the People's Committees of the two districts have reviewed the remaining cases, developed a persuasive mobilization plan, and urged units to urgently move technical infrastructure locations out of the construction area.
Mr. Nguyen Van Tuyen, Deputy Director of the Land Fund Development Center of Loc Binh District, said: Currently, on the route in Loc Binh District, there are still some fiber optic cable lines hanging on the 0.4kV electric pole system. The District People's Committee has worked with the network operators and the units have completed the relocation on April 20, 2025. For 3 households with houses located within the area of land clearance, the District People's Committee has persuaded and the households have agreed to comply. Currently, the households are building temporary houses and will move by the end of April 2025.
In Dinh Lap district, there are 2 households that are building houses on agricultural land. The People's Committee of Dinh Lap district has reviewed the documents, coordinated with the investor to persuade and consider support in the spirit of the most beneficial for the affected people. By the end of April 17, 2025, 1 household has complied with the relocation and handed over the site; 1 household is requesting to be arranged suitable temporary housing and resettlement because there is no other place to live.
Ms. Nguyen Thi Huyen, Director of the Land Fund Development Center of Dinh Lap district, said: For cases requiring temporary accommodation, the center is coordinating with specialized departments of the district People's Committee to review and advise the district People's Committee to coordinate with the investor to consider a reasonable and appropriate solution, to be completed in April 2025. Currently, the district People's Committee has arranged temporary accommodation for households and the investor is ready to support moving furniture to temporary accommodation, while the family waits to be assigned to resettle and build a new house.
Mr. Nguyen Anh Tuan, Director of the Traffic Infrastructure Construction and Maintenance Management Board, Deputy Head of the Project Management Board for upgrading the section Km18 - Km80 of National Highway 4B, said: By mid-April 2025, the construction site of the two packages was basically clean, some locations were still stuck but did not have a big impact on the construction organization. The investor will coordinate with the People's Committees of the two districts to support the settlement of some stuck locations as soon as possible.
Overtime, extra shift
The clean site for basic construction has been resolved, contractors are increasing equipment, adding more crews, and working overtime to speed up construction progress in each package.
Mr. Luc Van Hong, Commander of Xuan Quang Construction Joint Stock Company, the unit in charge of constructing more than 14 km of Package 7 in Loc Binh district, said: The workload is still very large and the time to complete the project is not much, on the basis of the clean site handed over, the unit has redesigned the construction plan, increased machinery and equipment, opened more production points and required the teams to increase working hours to speed up the progress.
"In order to implement the construction supervision consultancy contract for package No. 7 with a length of 25 km, from Km18 - Km43, the company has established a supervision team in accordance with the contract signed with the investor to supervise the construction of the route. Accordingly, the team has developed a plan, divided into 3 groups to closely follow the site to perform the role of helping the investor supervise, manage the quality and progress of construction and installation of items according to the design. From the practice of closely following the site, the Chief Supervision Consultant acknowledged that the contractors have followed the instructions of the investor in developing a detailed construction plan, mobilizing synchronous machinery for production, ensuring labor safety and environmental sanitation to meet the requirements. At the same time, the supervision consultant has reported and proposed solutions to handle the difficulties and progress of the contractors if there is a risk of not ensuring the plan". |
Specifically, if at the end of March 2025, the unit mobilized 100 vehicles and machines of all kinds for production, from the beginning of April until now, the unit has added 20 vehicles including: 10 trucks; 4 excavators, 5 vibratory rollers and 1 spreader to speed up construction.
Thanks to that, the output value has doubled from 3,500 m3 of excavation/day to 7,000 m3 of excavation/day. With the current favorable weather conditions, completing the roadbed by the end of June 2025 is completely feasible, creating momentum to move to the asphalt concrete pavement construction phase to be completed in September 2025.
At the construction package No. 8 in Dinh Lap district, contractors are also operating machinery and equipment at full capacity at the construction site for production. Mr. Nguyen Van Phong, Site Commander (TVT Thinh Vuong Joint Stock Company, the unit in charge of constructing 10.3 km) at the project said: Thanks to the clean site being handed over on time, the unit has mobilized 40 vehicles, taking advantage of favorable weather to speed up construction and installation. The unit is completing the construction of crushed stone pavement for 9.5/10.3 km and asphalt concrete pavement for 4.5/10.3 km. The unit strives to complete the section in June 2025, finishing 3 months ahead of schedule.
According to the report of the Department of Construction, as of mid-April 2025, contractors have mobilized 253 vehicles and machinery of all kinds, set up 40 teams and 603 production personnel at the project. By mid-April 2025, the total construction and installation value of the project was 650/1,609 billion VND, reaching 40% of the plan. The volume of asphalt concrete pavement was 20/62 km, equivalent to 32% of the plan.
Mr. Duong Cong Vi, Director of the Department of Construction, said: To focus on directing and accelerating the project's completion in September 2025, the Board of Directors has assigned a Deputy Director to direct the construction, remove obstacles, contractors must report construction results weekly; conduct periodic meetings between the investor and contractors.
With the strong direction of the investor; contractors have increased construction capacity and the project site clearance work in the districts has been effective, we believe that the project will be completed on time in September 2025, thereby helping the province's transport infrastructure system to continue to be consolidated, contributing to promoting production and economic growth of the province in 2025.
