This is an urgent project to solve the flooding problem in residential areas, while ensuring the safety of many technical infrastructure works.
Only achieved more than 40% of the plan
In order to overcome the frequent flooding caused by heavy rains in Long Binh, Long Binh Tan, Phuoc Tan and An Hoa wards (Bien Hoa city), in 2016, the Provincial People's Council passed a resolution approving the investment policy of the 3 Stream Flood Control Project. The project had not been implemented yet, so the resolution was adjusted in 2018 and the Provincial People's Committee assigned the Provincial Construction Investment Project Management Board as the investor.
According to the original plan, the project was to start construction at the end of 2018 and be completed in 2020. However, due to the incomplete site clearance work, the project could not start construction as planned.
According to the 2021 adjustment resolution of the Provincial People's Council, the 3 Stream Flood Control Project has a total investment of more than 267 billion VND, of which the site clearance cost is more than 210 billion VND.
In July 2021, the Provincial People's Council continued to pass a resolution to adjust the investment policy with two notable adjustments: implementation time and total investment. At that time, the investor planned to start the project at the end of 2021, but continued to be stuck with land issues, so it could not be implemented.
It was not until January 2023 that the Three Stream Flood Control Project officially started, with the goal of completion by the end of 2024 to minimize flooding during the 2025 rainy season. However, to date, the project has only completed about 40% of the volume.
Explaining the delay, in a recent report sent to the Bien Hoa City People's Committee, Deputy Director of the Provincial Construction Investment Project Management Board Do Bao Nam said that the project needed to reclaim more than 14.2 hectares of land, affecting 506 households and organizations, of which about 88 households had to be cleared. Up to now, the Bien Hoa City Land Fund Development Center has handed over the land to 499/506 households. There are 7 households that have not agreed to hand over and 29 households have agreed to hand over but have not yet dismantled the constructions and architectural objects.
“Because the land has not been handed over completely, the handover is not continuous and is interrupted, the construction according to the design is facing many difficulties. If dredging and widening the stream bed continues in the condition of the land not being continuous, when it rains heavily, the drainage will be affected, possibly causing landslides on the stream banks, even washing away the houses of households that have not been relocated” - the report of the Provincial Investment and Construction Project Management Board clearly stated.
Need to complete the site in May
Deputy Director of Dong Nai Construction Engineering Consulting Co., Ltd. (project contractor) Nguyen Xuan Song said that in areas where the site has been handed over, the unit is currently focusing on construction machinery to temporarily ensure the flow of water during the 2025 rainy season. However, scattered areas that have not been cleared continue to affect the drainage capacity and cause difficulties in transporting equipment and synchronous construction, thereby affecting the progress of the entire project.
“We are focusing all our efforts on construction at locations where the land is available. If the entire remaining land is handed over this May, the construction unit commits to completing the project and handing it over to the investor in December 2025,” Mr. Song affirmed.
Mr. Pham The Hai, Deputy Head of Technical Department 2, Provincial Construction Investment Project Management Board, said that difficulties in site clearance forced the investor to adjust the completion schedule to the end of 2025, instead of the end of 2024 as planned. This not only affects the overall progress, but also affects the disbursement of public investment capital for the project, especially the drainage work in many wards. Therefore, the Provincial Construction Investment Project Management Board proposed that the People's Committee of Bien Hoa city direct the Land Fund Development Center and the authorities of related wards to urgently handle cases that have not yet handed over the site in May 2025.
Regarding this content, Vice Chairman of the Provincial People's Committee Ho Van Ha recently assigned the Department of Construction to advise the Provincial People's Committee to develop a plan requiring localities to dredge the stream and canal systems in the area to ensure drainage during the rainy season. Particularly for the 3 Stream Flood Control Project, the provincial leaders requested Bien Hoa city to complete the handover of the site in May 2025. The Provincial Construction Investment Project Management Board must register the progress and commit to take responsibility before the Provincial People's Committee if the project is not completed as planned.
The representative of the Bien Hoa City People's Committee said that the locality is making efforts to speed up the site clearance work, not only for the 3 Stream Flood Control Project, but also for a number of other key projects. The goal is to complete it before the end of the district-level administrative unit's operations.
