Deputy Prime Minister Tran Hong Ha emphasized that regional planning is an important management tool of the regional coordination council, a basis for synchronous and unified implementation, avoiding conflicts and overlapping of local planning, sectoral and field planning. In recent years, the Party and State have always paid special attention and invested resources, but the Northern Midlands and Mountains region is still a low-lying area. Therefore, regional planning needs to have a scientific and methodical approach, properly assessing the role and position of the region in the overall development of the whole country; thereby, identifying inter-local, inter-regional, national issues... that need to be resolved, in order to create new momentum, mobilize resources on the basis of natural, economic , social, cultural advantages... for the Northern Midlands and Mountains region to develop.

The planning of the Northern Midlands and Mountains region must specify the contents, goals and tasks stated in the Politburo 's resolution, the Government's action program on the direction of socio-economic development, ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045, the National Master Plan, and national specialized plans; at the same time, review and re-evaluate the reality, current status, and implementation status of previous strategies, plans, and development plans.

In addition, the Planning needs to identify and fully evaluate the potential of rich natural resources and minerals; the traditional values of culture, history, climate, and unique natural landscapes; the strategic role and position in ensuring national security and defense, protecting water resources and upstream forests; and the country's gateway connecting with dynamic regional and global economic regions. "Think about sustainable regional development, not hastily, carefully calculate overall benefits, preserve and conserve the values of landscape, climate, culture, and history," the Deputy Prime Minister requested.

Along with that, the Deputy Prime Minister requested to carefully study different modes of transport (road, waterway, rail, air) on the socio-economic efficiency gained when forming economic corridors, belts, value chains through intra-regional and inter-regional connections. In developing rural areas, it is necessary to arrange into concentrated residential areas, with synchronous and systematic investment in transport, economic and social infrastructure, convenient for people to live and produce, and to be fully cared for in terms of health and education, to ensure security and safety in border areas.

The Deputy Prime Minister suggested a change in thinking about sustainable hydropower exploitation, water resource protection, combining solar power with pumped storage hydropower; developing the forestry economy in the direction of comprehensive and sustainable exploitation of forests and conservation areas associated with models of natural, community, cultural, historical, and agricultural tourism with state support in training, infrastructure construction, etc.; choosing deep and clean mining industries; the midland region is where industrial parks are relocated from the Red River Delta.

“Mechanisms and policies for remote, mountainous and border areas must be given special priority, along with solutions and resources for synchronous implementation to ensure people's lives and protect national sovereignty and border security,” the Deputy Prime Minister noted.

The Deputy Prime Minister requested to study and promote education and human resource training. In the immediate future, promote universal education and career orientation; propose scientific criteria on natural geography, politics, economics, culture and society when determining sub-regions and economic corridors; and advocate opening more roads to the sea. "The planning of the Northern Midlands and Mountains region must reveal hidden values, promote the potential of green resources, invaluable cultural and historical values, and have highlights in each sub-region to attract and attract businesses to invest with a long-term vision," the Deputy Prime Minister requested.

According to the previous report, the Regional Planning has set out tasks and development orientations to effectively divide zones, create close development links, optimize infrastructure systems; strengthen intra-regional and inter-regional links; develop tourism associated with ecology, culture, history and links between sub-regions; develop green organic agriculture, specialties and industry with appropriate scale and nature; develop human resources, ensure social security; seamlessly connect the environmental resource management ecosystem, creating a green development foundation.

Along with the construction and upgrading of North-South traffic routes, the role of East-West routes is important in increasing the ability to connect agricultural value chains, access markets and tourism ecosystems; expanding and connecting industrial belts to seaport systems and logistics centers. Connecting traffic routes play an important role in developing advantageous economic sectors according to ecosystems and value chains. In particular, industry needs to prioritize the application of high technology, environmentally friendly, focusing on the processing industry. Agriculture forms areas for the production of safe, organic, green, clean, specialty, high-value goods. Forest economy focuses on exploiting the potential of forest ecosystem services including carbon credits and biodiversity conservation, water security protection, etc.

Tourism is developed comprehensively to promote the advantages of wild, majestic natural landscapes, biodiversity, unique historical and cultural values, seamless and continuous connections. Regional social infrastructure will form regional and sub-regional centers to promote the value of indigenous knowledge and community culture in the education and health systems; promote digitalization to increase accessibility for difficult areas.

The urban space of the region is organized on the basis of developing urban-industrial and service belts, connecting with important corridors. The rural areas of the region are associated with the model of organizing agricultural, forestry, mineral exploitation, tourism production and the terrain and ecological characteristics of each area in the region.

At the meeting, delegates suggested that the Planning should focus on a number of key tasks such as developing the economy in a green, sustainable, and comprehensive direction to escape poverty, reduce poverty, and narrow the gap in development levels between localities and other regions; protecting the environment, especially forests, water resources, ecological safety, biodiversity, and handling well the relationship between conservation and development.

Some opinions suggested that the Planning should clearly state the exploitation, economical and effective use of land funds; arrange and organize the urban system and rural residential areas in a sustainable, green, smart and clear-identity direction; develop synchronous, modern and sustainable infrastructure; select breakthrough projects and form areas that play a driving role in regional development; supplement solutions to connect transport infrastructure with China to develop multinational economy and trade; ensure water security...
