Building consensus on land clearance for the Nomura Industrial Park Project Phase 2

The Nomura Industrial Park Phase 2 project is expected to commence in September, with the hope of creating numerous job opportunities and boosting the socio-economic development of Hai Phong city.

50% of households with agricultural land have handed over the land.

These days, Hong An ward is urgently coordinating with relevant departments and units to implement various measures to accelerate the land clearance process for the commencement of the Nomura Industrial Park Phase 2 project, invested by Hai Phong International Industrial Park Joint Stock Company.

The project requires the acquisition of 197.16 hectares of land, affecting over 1,200 households with agricultural land, 67 households with land for construction and housing, and the relocation of approximately 900 graves. The project's implementation schedule must not exceed 24 months from the date the State hands over the land to the investor.

To successfully carry out land clearance, significant efforts are needed from local authorities to create consensus among the people. From March 2025, the process of inventorying assets and structures to prepare compensation and support plans for households whose land is being acquired will be carried out urgently. The procedures for calculating compensation for agricultural land acquisition are being diligently implemented by the former Hong Bang district. By June 2025, the project will have specific land prices approved for land acquisition by the State.

Since July 1st, following the merger of communes and wards and the reorganization of local government at two levels, Hong An ward – the project area – has taken on the responsibility and actively implemented land clearance work. To date, the inventory and compensation calculation for agricultural land has been completed. 50% of households with agricultural land have handed over the land.

To achieve this result, the Hồng An ward actively implemented propaganda and mobilization efforts. According to Ms. Nguyễn Thị Thủy, Vice Chairwoman of the Ward People's Council, propaganda and mobilization work must be proactive and proactive to create widespread support, consensus, and unity among the people. The Ward People's Council strengthened its oversight activities in ensuring the care, stability of life, and protection of the legitimate interests of the people before, during, and after land clearance.

Hong An Ward focuses on understanding the sentiments of its residents, clearly categorizing them into groups to implement appropriate forms of propaganda and mobilization. The methods of dissemination are diverse, including through community meetings of neighborhood groups, Party branches, and associations, via loudspeakers, Zalo groups, and direct door-to-door outreach.

During the inventory and compensation calculation process, questions and suggestions from residents are addressed or forwarded to higher authorities for timely resolution. Representatives from neighborhood committees and residents participate in the inventory process, fostering objectivity, democracy, and public trust.

Ms. Nguyen Thi Lien, Head of the Front Committee of Doai residential area, Hong An ward, said that members of the Front Committee sent representatives to each household to disseminate information and mobilize support. Information about the project, land acquisition policies, compensation, and support was specifically communicated to each family through documents and written materials sent directly, as well as through meetings of the residential area. All households agreed and hoped for the project to be implemented soon. Since July 2025, more than 300 households with agricultural land in Doai residential area have handed over their land for the project.

To complete the land clearance work, many tasks remain for the local government and relevant departments. These include determining resettlement locations for 67 households whose land and houses need to be acquired, and relocating a large number of graves, many of which are unclaimed.

Ms. Bui Thi Bieng, residing in Bac residential area, Hong An ward, expressed her concern: "My family of three owns 3.6 sao (approximately 360 square meters) of rice fields, and my parents-in-law own 2.4 sao (approximately 240 square meters) within the land acquisition boundary for the project. My parents-in-law have passed away, so I hope the local authorities will calculate compensation for this portion of land, ensuring the legitimate rights of my family."

Mr. Trinh Van Thi, Secretary of the Party Branch of Bac residential area, said that in the past, households have actively cooperated with the authorities in declaring and calculating compensation and hope that the authorities will soon complete the procedures for land acquisition and payment of compensation. They also request support for people to transition to suitable jobs after their land is acquired, such as working in industrial zones. The people also request that the local authorities and relevant agencies soon arrange a centralized cemetery to relocate the graves.

According to the previous 1/2000 planning of Hong Bang district, there was no suitable land in Hong An ward for the construction of a cemetery to relocate graves. Based on listening to and understanding the concerns of the people, Hong An ward is requesting permission from the city to expand and renovate the existing cemetery area, which is designated as green space, to relocate the graves. The ward is coordinating with relevant agencies to determine a suitable resettlement location for households whose land is being acquired.

The Nomura Industrial Park infrastructure construction and operation project, phase 2, is being built according to the ecological industrial park model, aiming to create a modern working and production environment, protect the environment, and optimize resource utilization. With the active participation of Hong An ward and the strong consensus of the people, the project will soon be completed, contributing to the socio-economic development of the locality and Hai Phong city.
