
50% of households with agricultural land hand over the land
These days, Hong An ward has been urgently coordinating with relevant departments and units to implement many measures to speed up the site clearance progress to serve the groundbreaking ceremony of Nomura Industrial Park Project Phase 2 invested by Hai Phong International Industrial Park Joint Stock Company.
The project must reclaim 197.16 hectares of land with more than 1,200 households having agricultural land, 67 households having land for construction and housing, and about 900 graves to be moved. The project implementation progress is no more than 24 months from the date the State hands over the land to the investor.
To do a good job of site clearance, great efforts are needed from local authorities to create consensus among the people. From March 2025, the steps to count assets and structures to serve the planning, compensation and support for households whose land is recovered will be urgently implemented. The procedures for calculating support for agricultural land recovery will be implemented by Hong Bang district (old). By June 2025, the project will have specific land prices approved when the State recovers land.
Since July 1, after merging communes, wards and local government organizations at two levels, Hong An ward - the project implementation area - has taken on the task of actively implementing site clearance. Up to this point, the inventory and compensation calculation for agricultural land has been completed. 50% of households with agricultural land have handed over the site.
To achieve this result, Hong An ward has actively implemented propaganda and mobilization work. Vice Chairwoman of the Ward People's Council Nguyen Thi Thuy said that propaganda and mobilization work must go ahead and be done one step ahead to create a high level of spread, consensus and unity among the people. The Ward People's Council has strengthened supervision activities to take care of, stabilize the lives and ensure the legitimate interests of the people before, during and after site clearance.

Hong An Ward focuses on understanding people's thoughts, clearly distinguishing groups to have appropriate forms of propaganda and mobilization. Propaganda forms are deployed in a variety of ways such as through common activities of residential groups, party cells, associations, through loudspeakers, Zalo groups, and directly from house to house for propaganda and mobilization.
During the process of inventory and compensation calculation, people's questions and suggestions are answered or their opinions are forwarded to superiors for timely resolution. During the inventory, there is always the participation of representatives of residential groups and people, creating objectivity, democracy and trust among the people.
Ms. Nguyen Thi Lien, Head of the Front Work Committee of the Doai residential group, Hong An ward, said that members of the Front Work Committee sent members to each household to propagate and mobilize. Information about the project, land acquisition policies, compensation, and support were specifically communicated to each family through documents and papers sent directly, through meetings of the residential group. All households agreed and hoped that the project would be implemented soon. Since July 2025, more than 300 households with agricultural land in the Doai residential group have handed over the land for project implementation.
Pay attention to resolving people's complaints

To complete the site clearance, there are still many tasks for the local government and related departments and agencies. These include determining the resettlement locations for 67 households whose land and houses must be recovered and moving a large number of graves, including many ownerless graves.
Ms. Bui Thi Bieng in Bac residential group, Hong An ward expressed her concern: "My family has 3 members with 3.6 sao of rice fields, my husband's parents have 2.4 sao within the land acquisition boundary for the project. My husband's parents have passed away, I hope the local government will calculate compensation for this part of the rice fields, ensuring the legitimate rights of the family."
Mr. Trinh Van Thi, Secretary of the Bac residential group Party cell, said that recently, households have actively cooperated with authorities to declare and calculate compensation and hope that authorities will soon complete the procedures for land recovery and payment of compensation costs. Support people to change to suitable jobs after their land is recovered, such as working in industrial parks. People request that local authorities and authorities soon arrange a centralized cemetery to relocate the graves.
According to the previous 1/2000 planning of Hong Bang district, in Hong An ward there is no suitable land location for planning the construction of a cemetery to move graves. Based on listening to and understanding the people's thoughts, Hong An ward asked the city for permission to expand and renovate the current cemetery area under the green space planning to move graves. The ward coordinated with functional agencies to determine suitable resettlement locations for households whose land was recovered.
The Nomura Industrial Park Infrastructure Construction and Business Project Phase 2 is built according to the ecological industrial park model, aiming to create a modern working and production environment, protect the environment and optimize resources. With the active participation of Hong An ward and the high consensus of the people, the project will soon be completed, contributing to the socio-economic development of the locality and Hai Phong city.
