Lack of referral sources for the Party
The number of young people being considered and admitted to the Party is decreasing day by day, the reason is determined to be the lack of resources. Many local youths after finishing high school often go to big cities to study, start a business, and leave their hometown. A part of the youth stay at home, attached to their hometown but mainly focus on family economy , rarely participate in movement activities, unions... Therefore, the Youth Union organization in the village has few members, leading to difficulties in training and introducing outstanding members to the Party organization.
Besides, many members admitted to the Party have not yet promoted their pioneering role, and the awareness of the youth about joining the Party is not yet complete, which affects the propaganda for young union members to strive to join the Party.
H'A, a member of the Youth Union who is participating in the Youth Union activities in Tuy Duc district, said: "I like to participate in local Youth Union movements with everyone for fun and want to contribute a part of my youth to build my hometown and help my fellow countrymen. I have never thought about joining the Party because I am religious, stay at home and do farming, and have no intention of participating in government or union work."
Regarding the Youth Union of civil servants and public employees, in recent times, due to the streamlining of the apparatus and staffing, most state agencies have rarely recruited more young cadres and employees. Many agencies and units now even have to combine union members to have enough numbers for activities. This also means limited resources to supplement the union organization, and a lack of union members to nurture and introduce to the Party.
Implement multiple solutions simultaneously
In the 2022-2027 term, the Provincial Youth Union set a target of introducing at least 5,000 outstanding members for the Party to consider admitting.
At the Party Committee of the Agencies and Enterprises of Dak Nong province, the Party development work among the youth has always been of interest to the Party Committee of the Block, directing the affiliated youth organizations to carry out well. In particular, the Party Committee and the Youth Union of the Block strengthen political and ideological education for the young generation to build a class of excellent union members, creating a source for the Party to guide excellent union members to practice and strive.
The entire Party Committee of the Bloc has over 3,400 party members, of which the proportion of party members who are young union members accounts for about 35%. Comrade Bui Hong Men, Permanent Deputy Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc, said: “In the past time, the Party Committee of the Bloc has always paid attention to, actively reviewed and directed the Party Committees and grassroots organizations to strengthen the review, discovery, training, and creation of sources for recruiting new party members among the young union members. The Party Committee assigned the Bloc Youth Union to strengthen the work of gathering the masses, promote education work so that the young union members can see their role and position in the revolutionary cause of the Party, and effectively carry out the Campaign “Union members strive to become members of the Communist Party of Vietnam”.
According to Mr. Le Xuan Nghia, Secretary of the Provincial Post Office Youth Union, in order to introduce outstanding union members to the Party Committee at the unit to ensure quantity and quality, every year our Youth Union Executive Committee actively responds and organizes activities to gather and create conditions for young union members to promote their youth.
Based on the Party Committee's Party admission quota, our grassroots Youth Union Executive Committee develops a plan, reviews outstanding members, and examines their capacity and qualities. From there, we assign tasks to test, evaluate, and recommend them to the Party for consideration of admission into the Party."

To overcome difficulties in recruiting young party members and doing a good job in developing the Party among young party members, first of all, there must be coordination and shared responsibility from many sides: grassroots party organizations (directly party cells), grassroots union organizations and each young party member, especially young people who directly work and produce in rural areas.
In particular, grassroots party organizations and grassroots youth organizations need to pay attention to helping young party members have the opportunity to contribute to the common movement at the grassroots level. Youth organizations have solutions to innovate the activities of youth unions to attract and gather young union members as well as to propagate and educate to raise awareness for young union members to strive to become party members.
Identifying and promoting the recruitment of young people into the Party will increase the quality of Party members, promote the core role, Youth Union chapters at all levels in the province continue to propagate and raise awareness for young people; foster beliefs and lifestyles so that young people have strong political will, knowledge and qualifications.

For each youth union member to be able to join the Party, they must improve their political awareness, build ideal goals, and have the right motivation to strive. At the same time, each person must regularly cultivate their moral qualities, lifestyle, and awareness of self-study, self-cultivation, and training; promote the vanguard spirit of youth in carrying out political tasks of the locality, unit, and union and association movements. From there, it creates a basis for organizations to discover, nurture, and introduce to the Party for consideration and admission.
Speaking at the 4th Congress of the Ho Chi Minh Communist Youth Union of Dak Nong province, term 2022-2027, comrade Luu Van Trung, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Council emphasized: "In the coming period with many new features and changes, the Youth Union at all levels needs to strengthen political and ideological education, diversify solidarity models, and gather young people. The Youth Union organization should further improve the effectiveness of movements and action programs so that in the period 2022 - 2027, young people must be the core force, pioneers in digital transformation, start-ups, and effectively participate in the implementation of national target programs on new rural construction, sustainable poverty reduction, social security, etc.
Party committees at all levels, authorities, departments, branches and organizations pay attention to and create conditions for young people and youth organizations to participate in local political, economic and social tasks, so that young people can promote their talents and creativity, contribute and mature, worthy of the expectations of the Party and the affection of the people of Dak Nong."
