Thanh Nien Newspaper has just received questions from some candidates about waiting for university admission but being required by local authorities to submit student certificates to postpone military service.

A candidate wrote: "I am waiting for universities to consider my application, but the local authorities require me to submit a military service deferment certificate (student certificate). The deadline is August 31. I submitted it once before in September when I started 12th grade, so why do I have to submit it again now?"

Candidates are confused because they cannot currently apply for a student certificate because they have left high school but have not yet become students.

Discussing this issue, Master Vo Ngoc Nhon, Deputy Director of the Admissions Center of Ho Chi Minh City University of Technology, said that every year many candidates fall into this situation and still contact the school for advice.

According to Master Nhon, Clause 1, Article 41 of the Law on Military Service 2015 is amended by Point c, Clause 1, Article 49 of the Law on Amendments to 11 Laws on Military and National Defense 2025, students studying at general education institutions; being trained at the full-time university level at a university education institution, and at the full-time college level at a vocational education institution during a training course of a training level are eligible for a temporary deferment of military service.

"Based on Article 40 of the 2015 Law on Military Service, amended by Clause 16, Article 4 of the Law on Amendments to 11 Laws on Military and National Defense 2025, the health examination period is from November 1 to December 31 every year. Article 33 of the 2015 Law on Military Service also stipulates that every year, citizens are called to join the army and perform their duty to join the People's Public Security once in February or March," Master Nhon informed.

Thus, the 2026 military service health examination period will take place from November 1 to December 31, 2025. At the same time, if citizens are eligible for a temporary deferment from military service, they can submit a military service deferment certificate before the military service health examination period or submit it according to the local notification period (if any).

"During this time, candidates who have graduated from high school and are waiting for university admission results, have not yet become official students, if the locality requires submitting a student certificate, candidates need to submit an application for deferment of military service with Official Dispatch 2457 of the Ministry of Education and Training on University and College Admissions Guidelines", shared Master Vo Ngoc Nhon.

According to Master Nhon, in this document, there are time milestones in sections 6, 7, 8 (Part I: For candidates) proving that candidates are in the valid admission period. At the same time, candidates can take a screenshot of the account to register their wishes, take a photo of the registered wishes, print them out and attach them to the application.

"You also need to emphasize two points in your application: 1. This is still the time for university admission according to the regulations of the Ministry of Education and Training, candidates are being admitted, the deadline for the first admission round is 5:00 p.m. on August 30. And 2. Candidates commit to providing additional valid documents to postpone military service such as admission notice or student confirmation to postpone military service according to regulations," Master Nhon added.
