Supporting the poor in many areas.
Support programs ranging from education , healthcare, and housing to preferential credit have proven remarkably effective, contributing to improved living standards, narrowing the development gap between regions, and working towards the goal of "leaving no one behind".
From 2020 to now, the whole province has supported the construction of 8,389 houses for meritorious people, poor households and disadvantaged people, with a total budget of more than 566 billion VND. Of which, the program to support solid housing for meritorious people, poor households and households affected by natural disasters under Decision No. 22-QD/TU has approved the construction of 2,475 new houses, with a total budget of 172 billion VND; the housing support program mobilized by the Ministry of Public Security under Decision No. 630-QD/TU has supported an additional 1,000 houses with a total budget of 87 billion VND.
In addition, the Provincial Fatherland Front Committee and socio -political organizations have actively mobilized socialized resources to support the construction of more than 4,900 other houses worth over 307 billion VND, contributing to helping thousands of households stabilize their housing, feel secure in their work and production, and escape poverty sustainably.

Efforts to eliminate temporary and dilapidated houses have been intensified. By early 2025, the entire province had reviewed 2,343 houses in need of new construction or repair, mobilizing over 37 billion VND from organizations and businesses. As of May 19, 2025, Ha Tinh province had completed the goal of eliminating temporary and dilapidated houses for poor households, near-poor households, and families of people with meritorious services to the revolution.
In the policy credit sector, the Provincial Social Policy Bank plays a key role in supporting livelihoods. In the period 2021 - 2024, the bank has lent capital to 145,922 poor, near-poor and policy beneficiaries, with a total turnover of VND 6,832 billion. It is expected that in 2025, the lending turnover will reach about VND 3,600 billion with more than 70,000 households borrowing. Preferential loan programs are implemented in a variety of ways, helping many households develop their economy, create jobs and gradually escape poverty.
The Provincial Fatherland Front Committee and socio-political organizations also mobilized resources to build 7,055 poverty reduction livelihood models, with a total cost of more than 16 billion VND, supporting more than 3,500 poor households and 2,100 near-poor households. Many models from livestock farming, fruit tree planting to fishing gear support and trade development have helped 1,368 households escape poverty, create jobs and stable income.
Thanks to the synchronized implementation of poverty reduction and social security policies, the poverty rate in Ha Tinh province has decreased significantly. By the end of 2024, the province had 9,236 poor households, accounting for 2.40% (a decrease of 2.28 percentage points compared to the beginning of the period, an average decrease of 0.76% per year); the number of near-poor households was 11,736, accounting for 3.04% (a decrease of 2.05 percentage points, an average decrease of 0.68% per year).
The outstanding results in implementing poverty reduction and social security policies have affirmed the determination of the Party Committee, government and people of Ha Tinh in caring for people's lives, especially vulnerable groups. Promoting the achieved results, Ha Tinh continues to mobilize resources, replicate effective livelihood models, link poverty reduction with new rural construction, digital transformation and green economic development - towards the goal of sustainable multidimensional poverty reduction, contributing to building a fair and civilized society.
Towards poverty reduction through knowledge and employment.
Ha Tinh province has actively implemented Sub-project 3 - Sustainable Employment Support, aiming to expand employment opportunities for poor and near-poor workers. This is considered a crucial link in the livelihood support chain, helping people not only acquire skills but also find employment and earn a stable income.
During the period 2021-2024, the province allocated over 28.7 billion VND, including over 26 billion VND from the central government budget and over 2.5 billion VND from the local budget, for employment support activities. Specifically, the Job Exchange Project in the former Ha Tinh city has a total investment of over 31.8 billion VND, approved by Decision No. 2539/QD-UBND dated October 2, 2023. To date, nearly 19.1 billion VND has been allocated to the project, and it is currently in the bidding plan appraisal phase. Upon completion, this will be a modern center connecting labor supply and demand, creating a foundation for the development of a transparent, flexible, and efficient labor market.

Along with that, Ha Tinh Employment Service Center coordinated with localities, units, enterprises and vocational training institutions to organize 2 job fairs and 20 mobile job transaction sessions, attracting more than 3,500 workers to participate. As a result, 2,097 people were consulted and introduced to jobs in the province; 976 people were consulted on labor export to the Japanese and Korean markets; 240 people were consulted on vocational training to improve their skills.
These figures not only demonstrate the efforts of the Ministry of Interior, but also reflect a positive shift in people's awareness: From a mentality of waiting and relying on others, many have proactively learned vocational skills, sought employment, and asserted themselves in the labor market. With support from the state, they have had more opportunities to escape poverty, improve their lives, and contribute to the community.
In 2025, Ha Tinh continues to identify vocational education development and job creation as key tasks associated with the goal of sustainable poverty reduction. The province aims for 100% of workers from poor, near-poor and newly escaped-poverty households in need of career counseling and orientation, labor market information and job search support; the rate of trained workers will reach 50%, of which 30% will have degrees and certificates; at the same time, ensuring that 100% of poor workers in need of vocational training support will be supported.
To achieve this goal, Ha Tinh province has directed relevant departments and agencies to review and update the labor database, strengthen connections between vocational education institutions and businesses, and promote the operation of job exchanges to create an effective bridge between labor supply and demand. Simultaneously, the province is promoting the socialization of vocational training, diversifying short-term, online, or on-site training programs; and supporting poor workers in accessing preferential credit sources to develop small-scale production and business.
Sustainable poverty reduction efforts in Ha Tinh are shifting from mere support to a "empowerment and opportunity" approach. This process helps people find jobs, acquire skills, and build confidence in their own abilities – the foundation for building a progressive and inclusive society. Practical experience shows that vocational training linked to job placement is the right, humane, and sustainable approach, contributing to the realization of the goal of "leaving no one behind" on Ha Tinh's development journey.
