Regarding the rotation of cadres, the Provincial Party Committee has specified and issued regulations on the rotation of leaders and managers in accordance with the requirements, tasks and practical situation of the province. Party committees and party organizations at all levels carry out the rotation of cadres to ensure the principles of democratic centralism, objectivity, publicity and transparency; promote the role and responsibility of the leadership and the head. From the beginning of the term to the end of 2022, Party committees and party organizations at all levels have rotated 86 cadres. Of which, the Central Committee rotated 1 comrade to the province; the provincial level rotated 11 comrades to the district; the district level rotated 3 comrades to the provincial level; 1 comrade from one sector to another; 50 comrades from the district level rotated to communes, wards and towns; 5 comrades were rotated from communes to districts; 10 comrades were rotated from one commune to another...

In July 2020, Comrade Vang A Ky, Secretary of the Party Committee of Phin Ho commune, was transferred by the Standing Committee of the Nam Po District Party Committee to hold the position of Secretary of the Party Committee of Si Pa Phin commune. Immediately after taking up the task, Comrade Ky went deep into the grassroots, understanding the aspirations of the people. With his responsibility and ability, Comrade Ky and the Party Executive Committee of the commune issued many resolutions to comprehensively lead all aspects of socio -economic development, ensure national defense and security, and resolutions on livestock development and new rural construction. Comrade Vang A Ky shared: "The experiences accumulated at the grassroots have given me more knowledge and skills in leadership, direction and communication with the people; understanding the reality of life as well as the remaining issues that need to be resolved locally".

Along with the rotation of cadres, the Provincial Party Committee has led the combination of mobilizing and rotating cadres with the implementation of the policy of arranging a number of cadre positions that are not local people. In 2 years (2021 - 2022) and the first 6 months of 2023, the whole province has arranged, assigned, mobilized and rotated 45 cadres under the management of the Provincial Party Committee Standing Committee (of which 15 comrades were rotated). Currently, the province has 10/10 district-level secretaries who are not local people; 10/10 district-level People's Committee chairmen who are not local people; the required positions have basically ensured the regulation of not being local people, currently the province is directing the completion of some vacancies after the personnel restructuring.

According to the assessment of the Provincial Party Committee's Organizing Committee, the work of rotating cadres has been implemented closely, effectively and in accordance with procedures by Party committees and organizations at all levels. The majority of cadres rotated to localities and units are confident in their work, quickly adapt to new working conditions and environments, promote their capacity and strengths, and complete their assigned tasks well. In particular, the implementation of cadre rotation and the policy of arranging a number of leadership and management positions that are not local people have helped localities and units to overcome difficulties in cadre work; overcome the situation of surplus in some places and shortage in others; and prepare a team of successor cadres both in the short term and in the long term.

In addition to the achieved results, the work of mobilizing and rotating cadres in our province still faces many difficulties. In particular, a small number of Party committees, Party organizations, cadres and Party members have not fully understood the position and importance of the rotation work and have not implemented the policy of arranging some leadership and management positions that are not local people. Some cadres when rotating to localities, agencies and units still lack practical experience, so their leadership and direction in performing tasks are not really effective. The Central's mechanism and policies for rotating cadres are still inadequate (there is still a situation where the total income of cadres in the place of rotation is lower than that of the place of work before rotation).

To further improve the quality and effectiveness of the work of mobilizing and rotating cadres, in the coming time, our province will continue to develop an annual plan for rotating leaders and managers to ensure objectivity, compliance with regulations, and the right subjects with a roadmap and specific steps, both ensuring stability and development and ensuring the requirements for innovation and improving the quality of the cadre team. Research and apply the regulations of the Party and the State to issue specific regulations on support mechanisms, policies, and appropriate remuneration regimes, creating motivation for rotated cadres to stabilize their thinking and feel secure in their work. Strengthen inspection, supervision, monitoring, support, promptly detect, correct, and overcome limitations and shortcomings, and promote the capacity and strengths of rotated cadres...
