From the direction and orientation of the district and the Department of Education, the policy of universal preschool education for 5-year-old children quickly received the response and high determination of authorities at all levels, all classes of people and was implemented synchronously and drastically in schools. Currently, the classrooms, equipment, and toys in the general classes, and the 5-6 year old classes in particular of Ha Ninh Kindergarten are all equipped synchronously and modernly to meet the needs of teaching and learning 2 sessions/day. According to the representative of Ha Ninh Kindergarten, after only 1 year of implementing the policy of universalizing preschool education for 5-year-old children according to Decision No. 239/QD-TTg of the Prime Minister , Ha Ninh Kindergarten has completed universalizing preschool education for 5-year-old children. This result has been maintained and sustained by the school and departments, branches, organizations, and local authorities throughout the past school years with the rate of 5-year-old children attending class always reaching 100%.
According to the Department of Education and Training of Ha Trung district, in 2012, 17 preschools in Ha Trung district reached the target of universalizing preschool education for 5-year-old children. In 2013, 8 more schools completed universalizing preschool education for 5-year-old children. With this result, in 2013, Ha Trung district was recognized by the province and relevant agencies as meeting the standards of universalizing preschool education for 5-year-old children. Up to now, after more than 10 years of recognition, schools in the district have maintained and maintained the achieved results.
Similarly, in order to maintain universal preschool education for 5-year-old children, in recent years, Hoang Phong Kindergarten (Hoang Hoa) has always promoted propaganda, mobilization, and raised awareness of organizations, political groups, people, and parents about the role and significance of universal preschool education for 5-year-old children. In addition, in classes 5-6 years old, the school board proactively assigned teachers with solid expertise to take charge of the class and required teachers to actively innovate teaching methods, constantly improve the quality of nurturing and caring for children to create the best premise for children to enter higher education.
According to the assessment of the Department of Education and Training, with the attention of local Party committees and authorities and the consensus of all classes of people, not only schools in Lang Chanh, Ha Trung or Hoang Hoa districts, the work of universalizing preschool education for 5-year-old children in other localities in the province such as Quang Xuong, Hau Loc, Ngoc Lac, Cam Thuy, Ba Thuoc... has always been maintained and sustained through each school year. In particular, the results of universalizing preschool education for 5-year-old children not only contribute to raising awareness of Party committees and authorities at all levels about the role of preschool education in the cause of educational development in particular and socio-economic development in general, but also create motivation to increase investment in facilities, teaching equipment, ensuring rights, regimes and policies for the teaching staff. From there, each cadre and teacher strives and makes efforts to improve the quality of care and education, helping children to be best prepared physically, intellectually, emotionally, aesthetically, and psychologically ready for higher education. The results of universalizing preschool education for 5-year-old children are also considered an important premise for the education sector to promote universal education at all levels, contributing to improving the quality of comprehensive education, meeting the requirements of fundamental and comprehensive educational innovation.
