(Baothanhhoa.vn) - Since 2014, 100% of communes, wards, and towns in the province have completed universal preschool education for 5-year-old children. To date, this result has been maintained and upheld by localities and the education sector, contributing to a strong transformation in preschool education, helping 5-year-old children to be well-prepared in terms of skills, physical fitness, and mindset before entering higher levels of education.

Identifying universal preschool education for 5-year-olds as a crucial task in improving the quality of early childhood education , creating a foundation for higher levels of education, is essential. Therefore, immediately after the policy on universal preschool education for 5-year-olds was introduced, the Lang Chanh district education sector conducted a comprehensive survey and review of conditions, standards, and assessed the current situation against the standards for universal preschool education for 5-year-olds. They then advised the District People's Committee to approve the plan for implementing universal preschool education for 5-year-olds in the district. With the guidance and direction from the district and the education department, the policy of universal preschool education for 5-year-olds quickly received strong support and determination from all levels of government and the people, and was implemented synchronously and decisively in schools. Consequently, after only a short period of implementation, many schools in the district achieved their goals ahead of schedule. Typical examples include Lang Chanh II Town Kindergarten; and kindergartens in Dong Luong, Tan Phuc, and Tri Nang communes...

In Ha Trung district, observations show that Ha Ninh Kindergarten in Yen Son commune is one of the units that completed the universalization of preschool education for 5-year-old children early in the district. It is known that to successfully implement the universalization task, in addition to strengthening care and protection to help children develop well both physically and mentally, the school's management actively advised the local government to invest in building school facilities according to the criteria of being green, clean, beautiful, and safe, meeting the learning and playing needs of children. Currently, the classrooms, equipment, and toys in all classes in general, and the 5-6 year old classes in particular, at Ha Ninh Kindergarten are all equipped with modern and comprehensive facilities, meeting the needs of teaching and learning for two sessions per day. According to representatives from Ha Ninh Kindergarten, just one year after implementing the policy of universal preschool education for 5-year-old children as per Decision No. 239/QD-TTg of the Prime Minister , Ha Ninh Kindergarten has completed universal preschool education for 5-year-old children. This achievement has been maintained and upheld throughout the past school years through the cooperation of the school and relevant departments, organizations, and local authorities, with the enrollment rate of 5-year-old children consistently reaching 100%.

According to information from the Department of Education and Training of Ha Trung district, in implementing the policy of universal preschool education for 5-year-old children, 17 preschools in Ha Trung district achieved the goal in 2012. Following that, in 2013, an additional 8 schools completed universal preschool education for 5-year-old children. With this result, in 2013, Ha Trung district was recognized by the province and relevant agencies as having met the standards for universal preschool education for 5-year-old children. To date, more than 10 years after this recognition, schools throughout the district continue to maintain and uphold the achieved results.

Similarly, to maintain universal preschool education for 5-year-olds, over the years, Hoang Phong Kindergarten (Hoang Hoa district) has consistently promoted and raised awareness among political organizations, associations, and the public, including parents, about the role and significance of universal preschool education for 5-year-olds. In addition, before the start of each school year, the school's management board conducts a review of children of school age in the commune to develop a plan for universal education. They also advise the local government to prioritize investment in infrastructure, equipment, and teaching materials, with a focus on the 5-6 year old classes. Furthermore, in the 5-6 year old classes, the school's management board proactively assigns teachers with strong expertise to each class and requires them to actively innovate teaching methods and continuously improve the quality of childcare and nurturing to create the best foundation for children to enter higher levels of education.

According to the Department of Education and Training's assessment, with the attention of local Party committees and authorities, and the consensus of all sectors of the population, not only schools in Lang Chanh, Ha Trung, and Hoang Hoa districts, but also other localities in the province such as Quang Xuong, Hau Loc, Ngoc Lac, Cam Thuy, and Ba Thuoc... have consistently maintained and upheld the universalization of preschool education for 5-year-old children year after year. In particular, the results of universalizing preschool education for 5-year-old children have not only contributed to raising awareness among Party committees and authorities at all levels about the role of preschool education in the development of education in particular and socio-economic development in general, but also created motivation to increase investment in facilities and teaching equipment, ensuring the rights, benefits, and policies for the teaching staff. From there, each official and teacher strives to improve the quality of care and education, helping children to be best prepared physically, intellectually, emotionally, aesthetically, and psychologically for higher levels of education. The achievement of universal preschool education for 5-year-old children is also considered an important prerequisite for the education sector to promote universal education at all levels and grades, contributing to improving the overall quality of education and meeting the requirements of fundamental and comprehensive educational reform.
