The conference was held in person and online to the People's Committees of provinces and cities. In Dong Nai , authorized by the Chairman of the Provincial People's Committee, Provincial Party Committee member, Director of the Department of Agriculture and Environment Nguyen Tuan Anh chaired the conference.
The conference introduced an overview of decentralization, delegation of authority, and determination of authority in the land sector; procedures for registration and issuance of certificates of land use rights and ownership of assets attached to land; procedures for land allocation, land lease, and permission to change land use purposes; procedures for land recovery, compensation, support, and resettlement; procedures for construction and adjustment of land price lists; specific land valuation, etc.
Delegates at the main hall and the bridge also discussed and proposed specific regulations and instructions for communes to facilitate the implementation of procedures such as: land allocation, lease, and change of land use purpose; land recovery, compensation, support, and resettlement; land valuation, and issuance of land use right certificates for the first time.

Deputy Minister of Agriculture and Environment Le Minh Ngan said that this conference contributed to realizing the major policies of the Party and State in institutional reform, improving the effectiveness of state management of land, and at the same time creating a solid foundation for implementing the two-level local government model.
The conference was broadcast online to more than 3,400 locations nationwide to fully and consistently convey the contents related to decentralization, delegation of authority, and determination of authority in the land sector to officials from the central to communal levels. Thereby, it will contribute to improving the capacity of state management of land, promoting the process of decentralization and delegation of authority, creating a solid legal foundation for the sustainable development of localities and the whole country.
