
The Government Office issued Notice No. 43/TB-VPCP dated January 26, 2026, summarizing the conclusions of the first meeting of the National Steering Committee on Data.
The announcement stated that, over the past year, the Steering Committee has submitted 28 draft laws to the National Assembly for approval; important databases such as population, business registration, land, finance, insurance, banking, and electronic civil registration have been connected, integrated, shared, and effectively utilized; data infrastructure has been gradually improved towards synchronization, connectivity, sharing, and efficient utilization. National Data Center No. 1 has become operational; the country has nearly 40 data centers and is researching the construction of a super artificial intelligence data center...
However, several shortcomings remain, such as: a lack of institutional and policy mechanisms regarding data, insufficient legal basis for the development of core data products and services; data remains scattered and fragmented, with uneven quality, slow standardization, and inadequate sharing and interoperability; a persistent "data fission" mentality persists; and the identification of source and primary data is unclear; the progress in building national and specialized databases is slow; the reduction and simplification of administrative procedures based on digital data is slow; digitalization and process restructuring have not seen significant progress; and the rate of complete public service delivery remains low...
Data development and the data economy are key drivers contributing to double-digit growth.
According to the Steering Committee's assessment, the world is entering a phase of artificial intelligence boom, semiconductor chips and data are becoming strategic resources and "weapons" of competition among nations; cybersecurity and cyber espionage are becoming increasingly complex, threatening digital sovereignty, while the need for digital transformation and the provision of online public services domestically is urgent, requiring more substantive and effective solutions.
Therefore, digital data is the primary means of production and a crucial input for the digital economy. The development of data and the data economy needs to be pursued with stronger and more comprehensive breakthroughs and reforms so that Vietnam can catch up, keep pace with, and surpass other sectors, becoming a vital driving force contributing to double-digit growth in the coming period. Focus on five breakthroughs in digital data: (i) Breakthrough in data institutions; (ii) Breakthrough in data infrastructure linked to autonomous artificial intelligence; (iii) Breakthrough in data human resources; (iv) Breakthrough in the development of national and specialized databases; (v) Breakthrough in the development of the data ecosystem and data economy; guided by the motto: "Decisive action; results are the measure; synchronized implementation; data is an asset; data infrastructure is the foundation; the data economy is the spearhead; data security is crucial; citizens and businesses are at the center."
The Steering Committee has outlined several key tasks and solutions for the coming period.
The Ministry of Public Security is submitting to the Prime Minister for promulgation: Regulations on the organization and operation; and the operational plan of the National Steering Committee on Data, to be completed in January 2026.
Ministries, sectors, and localities shall establish a Steering Committee on Data, chaired by the Minister, Head of Sector, or Chairman of the People's Committee of the province or city, assigning tasks to ensure the "six clear" criteria, to be completed by January 2026.
完善 institutional frameworks and policy mechanisms for breakthrough data development.
The Ministry of Public Security is tasked with: 1- Researching and submitting to the Government for promulgation the following Decrees using a simplified procedure: a Decree regulating the operation of the Data Platform, to be completed in Q2/2026; a Decree regulating breakthrough mechanisms for the development of data creation and exploitation activities of the Data Creation and Exploitation Center under the National Data Center, to be completed in Q1/2026; and a Decree on the identification, authentication, and traceability of products and goods, to be completed in Q2/2026; 2- Submitting to the Government for promulgation a normative Resolution on the development of digital citizens, to be completed in Q1/2026; 3- Researching and submitting to competent authorities mechanisms and policies for the development of the data economy, to be completed in Q2/2026; 4- Chairing and coordinating with relevant agencies to promulgate a list of standards and technical regulations on data, to be completed in Q2/2026.
The Ministry of Finance, in coordination with the Ministry of Public Security, will develop a legal framework on data pricing, fees, and data exploitation costs from the National Data Center, as well as tax incentives and capital policies for businesses involved in data-related activities, to be completed in the second quarter of 2026.
The national database management agency, in coordination with the Ministry of Science and Technology, will accelerate the development and promulgation of standards and regulations according to the list to ensure common and unified application nationwide, to be completed in the second quarter of 2026.
Ministries, sectors, and localities should urgently: 1- Develop decisions promulgating the list of original data, master data, open data, and shared data; procedures and regulations for data governance implementation; technical standards on the structure of data messages exchanged between the national database, specialized databases, information systems connected to and exchanging data with the national integrated database; implement the construction of data architecture, to be completed in Q1/2026; 2- Identify, publish, and update the master data set for specialized sectors to be integrated into the Shared Data Dictionary System, to be completed in Q2/2026.
The Ministry of Justice will research and propose mechanisms and policies to strictly control the issuance of administrative procedures, ensuring uniformity and consistency from the central to local levels; only issuing new administrative procedures when truly necessary, meeting the requirements of constitutionality, legality, reasonableness, and having low compliance costs; while ensuring suitability to the specific characteristics and practical conditions of localities, to be completed in the third quarter of 2026.
Promote the construction and development of important databases.
The Steering Committee requires Ministers and Heads of Departments to directly supervise and take full responsibility before the Government and the Prime Minister; databases must ensure that they are "accurate, complete, clean, active, unified, and for common use"; and at the same time, promote the creation, connection, and sharing of data.
The Ministry of Interior is accelerating the updating, cleaning, and cross-checking of 100% of the data in the national database on cadres, civil servants, and public employees with the national database on population, to be completed in the first quarter of 2026; and is urgently building the component databases of the social security database, upgrading and integrating data from localities to the central level to officially go into operation, to be completed in the second quarter of 2026.
The Ministry of Public Security is accelerating the organization and deployment of the database for handling administrative violations, focusing on resolving obstacles in accordance with Government Resolution No. 66.9/2025/NQ-CP, to be completed in September 2026; and researching the development of a database to support the development of autonomous artificial intelligence at the National Data Center.
The Ministry of Agriculture and Environment is accelerating the completion of component databases such as those for crop production, livestock, fisheries, forestry, water resources, and the environment, and is promoting data connectivity and sharing from localities to the central government, aiming for completion in the third quarter of 2026.
The Ministry of Health needs to expedite the completion of the component databases of the health sector database, ensuring accurate, reliable, and real-time data; and linking it with the national population database, to be completed in Q2/2026.
The Government Inspectorate is urgently addressing difficulties and obstacles, accelerating the construction progress of key components, and promoting nationwide data connectivity and interoperability, aiming for completion by September 2026.
National and specialized database management agencies should urgently build, develop, and put into operation the databases assigned in Resolution No. 11/NQ-CP dated January 14, 2026, and Resolution No. 214/NQ-CP dated July 23, 2025, of the Government; during the database construction process, it must be linked to reducing and simplifying administrative procedures and online public services based on digital data; promote data connectivity and sharing, and complete this by the third quarter of 2026.
Data infrastructure development
The Ministry of Public Security is urgently completing and effectively operating National Data Center No. 1 according to the roadmap, and proposing research on the construction of National Data Centers No. 2 and 3. Ministries, sectors, and localities are urgently registering, developing roadmaps, and plans for transferring infrastructure to the National Data Centers, to be completed in the first quarter of 2026.
Developing high-quality human resources to drive the development of the data economy.
The Ministry of Public Security will develop and implement an intensive training program and workshops on data science for civil servants and officials working in database management and operation at ministries, agencies, and localities, to be completed in the third quarter of 2026.
The Ministry of Education and Training is promoting the training of human resources in data science and artificial intelligence; expanding overseas training and issuing international certifications; and strengthening cooperation with leading technology corporations and research institutes to develop high-level data science human resources.
The Ministry of Foreign Affairs, in coordination with the Ministry of Public Security, will establish and expand international cooperation with organizations and countries that have strengths in data governance, data sovereignty, AI, and national data infrastructure, to be completed in Q3/2026.
Ensuring cybersecurity and national data sovereignty.
Ministries, departments, and localities must develop plans to ensure cybersecurity and data security before connecting and synchronizing data to the National Data Center.
The Ministry of Public Security is urgently finalizing the legal framework, standards, and regulations on data protection; coordinating with ministries, sectors, and localities to inspect and review the work of ensuring cybersecurity and data security at the source; monitoring cross-border data flows; and reviewing and assessing the current status of cross-border data transfers related to the list of core and important data as specified in Decision No. 20/2025/QD-TTg of the Prime Minister.
