Many targets exceeded the plan
In 2024, with the efforts of the entire political system from the province to the grassroots, the province's population and development work has had positive changes. In particular, many targets have been achieved and exceeded the set plan. Typically, the exceeded targets include: The number of women aged 15-49 who have recently married using modern contraceptive methods is 33,926 people, the plan is 33,000 people; short-term contraceptive methods are 27,302 people, the plan is 25,000 people; building a model of villages and neighborhoods with no third or more children in 33 villages, the plan is 30 villages.
The rate of newborns screened for 3 or more diseases is 52.8%, the plan is 40%; the rate of elderly people receiving periodic health check-ups at least once a year is 61.2%, the plan is 50%; the rate of young men and women receiving counseling and health check-ups before marriage is 24.8% higher than in 2023, the plan is 10%. The targets achieved are: Reducing the crude birth rate, controlling the sex ratio at birth, the rate of pregnant women screened for 3 or more diseases before birth.
In addition, the integrated communication campaign to provide population and family planning services in 61 communes, wards and towns has been strengthened. Models on population size, structure and quality improvement have been effectively implemented.
Typically, the model of villages and neighborhoods with no one giving birth to a third child or more is increasingly widespread; 6 villages have maintained 3 consecutive years without anyone giving birth to a third child or more and have been commended by the Provincial People's Committee. Direct propaganda and mobilization activities in the community have been promoted, attracting more than 5,500 couples of childbearing age and young men and women preparing to get married in coastal communes and ethnic minority areas to participate.
Projects: Screening, diagnosis, treatment of some diseases and disabilities before and after birth; control of gender imbalance at birth; health care for the elderly are maintained and promoted effectively. Communication activities on population and development are promoted, regularly innovated in content and form. Comprehensive solution of population problems
In addition to the achieved results, the population and development work of Quang Tri still has some difficulties and shortcomings. The coordination mechanism for directing, operating and organizing the implementation of population activities at the grassroots level is not sensitive to newly arising issues; the coordination of activities of sectors and organizations is not really synchronous and regular.
Some professional activities still lack flexibility and creativity to suit the requirements of population work in the new period as well as the actual situation of the locality. Grassroots population communication work has not really been innovated, the content and forms of propaganda are not suitable for each target group. The provision of contraceptives has encountered many difficulties, not fully meeting the needs of the people...
In 2025, the provincial health and population sector sets the following goals: Adjusting the birth rate to suit the region and target group; controlling the sex ratio at birth; providing health care for the elderly to adapt to population aging and improving population quality. Specifically: natural population growth rate reaches 0.85%; reducing the crude birth rate to 0.15- compared to 2024; controlling the sex ratio at birth to <110.3 boys/100 girls; average life expectancy (from birth) to 71.6 years.
Reduce the rate of giving birth to the third child or more by 1.0% compared to 2024; increase the rate of couples using modern contraceptive methods by 1.5% compared to 2024; 60% of pregnant mothers are screened for 3 or more diseases/total number of pregnant mothers in the year; 55% of newborns are screened for 3 or more diseases/total number of live births in the year; over 65% of the elderly receive periodic health check-ups at least once a year; increase the number of young men and women receiving counseling and health check-ups before marriage by 15% compared to 2024.
Head of the Provincial Population Department Truong Huu Thien said: To achieve the set targets and plans, in the coming time, the provincial health - population sector will continue to strengthen coordination to synchronously implement many solutions such as: promoting communication in all areas of scale, structure and improving population quality; strengthening communication activities on mass media; focusing on implementing direct intervention communication activities in the community: integrated communication campaign to provide Population - Family Planning services to communes with high birth rates and disadvantaged communes.
Maintain and replicate the model of villages and neighborhoods where no one has a third or more child. Organize specialized conferences to provide information to raise awareness and change behavior on controlling gender imbalance at birth, taking care of the health of the elderly and improving population quality. Strengthen and improve the quality of family planning services at public health facilities.
At the same time, expand the network of prenatal and newborn screening services; provide counseling and pre-marital health check-ups. Communicate and mobilize to raise awareness of elderly health care to adapt to population aging. Diversify activities to provide information and counseling on family planning services; focus on direct counseling activities in the community to encourage people to voluntarily pay for contraceptives and family planning services. Pay attention to improving the quality of the population in ethnic minority and mountainous areas.
