Focus on implementing solutions to improve GRDP growth index

At the meeting, Chairman of the Provincial People's Committee Nguyen Tan Tuan praised the efforts of departments, branches, sectors and localities in successfully organizing activities to celebrate the 50th anniversary of the Liberation Day of Khanh Hoa province (April 2, 1975 - April 2, 2025), towards the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025). Regarding the socio-economic situation, the economic indicators in the first quarter basically maintained the growth rate compared to the same period; the work of ensuring social security, gratitude activities, and taking care of the people during Tet were carried out promptly and effectively; Khanh Son and Khanh Vinh districts were recognized as having escaped poverty in 2025; the program to eliminate temporary and dilapidated houses achieved good results, striving to be completed before April 30... In addition, the work of arranging and streamlining the organizational apparatus was carried out drastically, ensuring progress; Administrative reform, improvement of the investment and business environment, and digital transformation continued to be strongly promoted; the set of tools for measuring and evaluating work results and efficiency (KPI) for cadres, civil servants, and public employees was issued and piloted; national defense and security were maintained; social order and safety were ensured.

However, Chairman of the Provincial People's Committee Nguyen Tan Tuan also pointed out the limitations. That is, the GRDP growth index in the first quarter only reached 6.72% (the proposed scenario was 10.5%); land valuation and site clearance work is still slow; the progress of disbursement of public investment capital and implementation of non-budget investment projects is still slow; the selection of strategic investors in Van Phong Economic Zone is not effective...

In April, the Provincial People's Committee set out the following main tasks: Departments, branches and localities focus on drafting documents and personnel work for Party Congresses at all levels and the 19th Provincial Party Congress, term 2025 - 2030; proactively prepare and be ready to carry out the task of rearranging administrative units; continue to arrange and streamline the apparatus, effectively arrange cadres of the political system; speed up the progress of completing all plans.

The Provincial People's Committee requested departments, branches and localities to remove difficulties for enterprises, improve production capacity, promote high growth, increase occupancy rate of existing industrial parks and industrial clusters; boost exports; strengthen trade promotion, accelerate implementation of promotional programs, stimulate domestic consumption, stimulate tourism; develop e-commerce; develop, diversify and improve the quality of tourism products; effectively implement tasks, regional linkage activities, international cooperation...

In addition, departments, branches and localities urgently deploy and implement Resolution No. 57 of the Politburo and Resolution No. 193 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation; promote disbursement of public investment capital, striving to reach a rate of 95% or more; speed up the progress of key projects and national target programs; strengthen the management of state budget revenue; call for strategic investors in the fields of industry, urban areas, tourism, logistics, innovation, etc.

In addition, departments, branches and localities carefully prepare to successfully organize activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025), Nha Trang - Khanh Hoa Sea Festival in 2025; well implement social security policies; maintain national defense, security, social order and safety...

To resolve the problems in the first quarter, especially to increase the GDP growth rate, Chairman of the Provincial People's Committee Nguyen Tan Tuan requested that in the coming time, the Department of Finance shall take the lead in advising on plans to implement the GDP growth scenario of sectors, localities, enterprises... in order to successfully achieve the double-digit growth target. In particular, it is necessary to focus on stimulating production, attracting non-budgetary capital and drastically disbursing public investment. In addition, local levels and sectors need to strengthen the inspection of the implementation of actual tasks, clearly define responsibilities, complete price lists, land use plans, and technical standards; counting... In which, leaders of districts, towns and cities need to resolve tasks well before implementing administrative unit arrangement... In the coming time, implementing the work of administrative unit arrangement, the entire political system needs to unite and be determined to successfully implement the goal of becoming a centrally-run city by 2030 in the spirit of Resolution No. 09 of the Politburo on building and developing Khanh Hoa province by 2030, with a vision to 2045.
