On the afternoon of November 7th, the 15th National Assembly held a question-and-answer session on cultural and social issues, attracting the attention of a large number of voters nationwide.

Regarding the question-and-answer session in the National Assembly, voters in Hai Phong city and the provinces of Yen Bai and Dong Nai believe that the session's chairman conducted the proceedings clearly, democratically, and scientifically. The atmosphere during the question-and-answer session was lively, and the delegates' questions were frank and focused. The reports from the Government and ministries were meticulously prepared and presented quite thoroughly; Government members demonstrated high intellectual focus, engaging in frank and concise discussions and questioning, unafraid of confrontation, and clarifying pressing issues of concern to delegates and voters.

Ensuring consistency, uniformity, and taking into account the specific conditions of each locality.

Among the many issues raised during the questioning session, Lieutenant Colonel Nguyen Anh Tuan, Deputy Political Commissar of the Cat Hai District Military Command (Hai Phong City), expressed concern about the reorganization of administrative units, as it directly affects the lives of officials and citizens. He stated that the reorganization of administrative units will contribute to streamlining personnel, restructuring the apparatus, improving the quality of officials and civil servants, and reducing state budget expenditures.

Among the localities required to reorganize administrative units, the People's Committee of Hai Phong City has issued Plan 222/KH-UBND for the reorganization of district and commune-level administrative units in the area, giai đoạn 2023 - 2025, aiming to create a change in awareness and actions of officials, civil servants, employees, and workers in agencies, organizations, and sectors at all levels; and to create consensus and support from the people and public opinion in the reorganization of district and commune-level administrative units.

According to Lieutenant Colonel Nguyen Anh Tuan, in order to promptly institutionalize the Party's policy on rearranging administrative units at the district and commune levels in the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly, and the Government, relevant ministries, sectors, and localities are directed to promptly propose proactive and flexible solutions..., ensuring uniformity, comprehensiveness, caution, and adherence to the specific criteria and conditions of each locality.

Concerned about the field of education and training, voter Nguyen Thi Hoa from Gia Vien ward, Ngo Quyen district (Hai Phong city) commented: The Ministry of Education and Training's development of textbooks under the 2018 General Education Program did not pay enough attention to teacher resources, resulting in a shortage of teachers for integrated subjects in many schools during implementation. To overcome this situation, some schools sent teachers of Physics, Chemistry, or Biology to short-term training courses to obtain certificates for teaching subjects not covered in teacher training programs, leading to substandard teaching quality... The voter requested that the National Assembly and the Government pay attention to and direct the rectification of this inadequacy to ensure the quality of education and meet the requirements of educational reform.

Regarding schools lacking Natural Science teachers, voter Nguyen Thi Hoa suggested that the Ministry of Education and Training provide guidance and allow the teaching of Physics, Chemistry, and Biology in parallel within the Natural Science subject, according to the school's conditions, instead of teaching according to the textbook curriculum; and direct teacher training colleges nationwide to immediately train teachers to teach integrated Natural Science subjects to ensure a sufficient number of teachers for schools.

Emphasizing family culture and corporate culture.

Recognizing that some traditional values ​​are gradually fading, Mr. Nguyen Ngoc Tuan, Director of Viet A Law Firm (Bien Hoa City, Dong Nai Province), suggested that the Party and State should further emphasize family culture and corporate culture in their development strategies. To develop family culture, parents and elders need to set an example by practicing good habits such as reading, exercising, and waking up early every morning for their children and grandchildren to follow. Improving culture and living a healthy lifestyle helps people have good physical health and a cheerful spirit, thereby reducing illness and contributing to limiting social evils.

In 2016, the government decided to designate November 10th as Corporate Culture Day, but currently, the business community, especially small and medium-sized enterprises, are still largely unaware of this day. Media outlets and relevant authorities need to strengthen their efforts in promoting Corporate Culture Day; business owners should practice corporate culture, considering compliance with policies and laws as a positive aspect of their work.

According to Mr. Nguyen Ngoc Tuan, Vietnam has many beautiful landscapes and enormous tourism development potential. Relevant authorities need to develop plans to link and form tourism regions with distinctive products; and develop a highway system, as traveling by road offers many advantages and a different experience compared to other modes of transportation. In addition, the State needs to have policies to encourage businesses and organizations to pioneer in river tourism, as this type of tourism in Vietnam currently lacks investment, while developing river tourism will leverage the country's natural advantages.

In the healthcare sector, many voters in Yen Bai expressed concern about the misleading advertising of dietary supplements and medicines online.

Lawyer Hoang Duc Dung, from the Yen Bai Provincial Bar Association, agrees with the response of Minister of Information and Communications Nguyen Manh Hung regarding the primary responsibility for state management of cyberspace belonging to the Ministry of Information and Communications. However, he also believes that a coordinated effort from various ministries, localities, and functional agencies is needed to manage misleading advertising content.

Regarding sanctions for this issue, Lawyer Hoang Duc Dung stated: Currently, legal documents already have regulations on penalties in the field of advertising. Specifically, Decree No. 38/2021/ND-CP dated March 29, 2021, regulating administrative penalties in the field of culture and advertising, stipulates a fine of 60 million to 80 million VND for advertising that is inaccurate or misleading regarding the business capacity, ability to supply products, goods, and services of organizations and individuals trading in products, goods, and services; regarding the quantity, quality, price, uses, design, packaging, brand, origin, type, method of service, warranty period of registered or publicly announced products, goods, and services...; They are required to rectify the consequences by removing or deleting advertisements, correcting information, etc. However, whether these regulations are effectively applied in practice depends on the supervision and management of the relevant authorities.

Promoting vocational training and improving labor productivity.

Appreciating the response of the Minister of Labour, Invalids and Social Affairs, Dao Ngoc Dung, regarding one of the causes of low labor productivity in Vietnam today being the quality of vocational training, Mr. Ha Van Ve, Principal of Yen Bai Polytechnic Vocational College, said that Minister Dao Ngoc Dung frankly admitted that this is one of the targets that have not been met in the past 2-3 terms. In particular, the Minister also affirmed that one of the four important issues to improve labor productivity is related to the quality of vocational training, which is to create a high-quality workforce, especially in terms of expertise, professional skills, and organizational awareness of the workers. The five fundamental solutions to overcome this situation proposed by the Minister are appropriate, reasonable, and necessary for the future.

Concerned about the state's ordering mechanism for businesses, Mr. Nguyen Khanh Cuong, Principal of Lilama 2 International College of Technology (Long Thanh district, Dong Nai province), pointed out the reality: This mechanism is currently incomplete and lacks a pricing structure for ordering training from institutions, making implementation impossible. The tuition fee ceiling for vocational education at the college level is too low, only slightly over 18 million VND, while the actual cost of training a standard profession domestically is around 80 million VND, and internationally around 200 million VND.

Over the years, educational streaming at all levels has received attention and yielded initial positive results. Educational streaming is a sound policy, and relevant authorities need to intensify efforts to promote it, helping parents and students understand the importance and advantages of early vocational training.

To promote education and training, voter Nguyen Khanh Cuong suggested that the State should implement a comprehensive set of policies such as: investing in infrastructure for all levels of education; reforming teachers' salaries; and establishing mechanisms to mobilize social participation in vocational training, retraining, and advanced training...
