On the morning of November 5, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep and Vice Chairman of the Provincial People's Committee Do Tam Hien chaired the Quang Ngai bridge to attend the national online conference focusing on responding to storm No. 13, chaired by Deputy Prime Minister Tran Hong Ha.

Deputy Prime Minister Tran Hong Ha noted that storm No. 13 moves quickly and is very strong, while many localities have not yet overcome the consequences of storm No. 12. Therefore, the response level this time must be higher and more urgent. The Deputy Prime Minister requested localities in the affected area to immediately update their response plans, calling on 100% of boats to come ashore, not leaving any people at sea. The evacuation of people from dangerous areas must be completed before 7:00 p.m. on November 6, and the scope can be expanded if necessary. Military Region 4 and Military Region 5 forces coordinate with localities, prepare means and human resources for rescue, and not be passive when landslides and floods occur. Localities need to increase food and medicine reserves, and ensure smooth communication. They must be proactive early, from afar, and determined to respond safely and effectively to storm No. 13.

In Quang Ngai, the total number of boats in the province is over 6,400. The number of boats operating in the sea is over 400. All have received information about the storm's developments and movement. The total number of boats anchored at the ports is over 6,000. At 7:00 p.m. tonight, Quang Ngai province will ban boats from the sea.
Quang Ngai has also developed a specific and detailed scenario to respond to storm No. 13. The total number of households that need to be evacuated is over 26,000. The evacuation must be completed no later than 4:00 p.m. on November 6. In particular, the coastal communes and wards in the southern part of the province and Ly Son special zone must be completed by 1:00 p.m. on November 6.
