Fishing boats that are no longer going out to sea in Hue may receive support of 60 million VND to switch to other occupations.

On December 16th, the Hue City People's Council announced the issuance of a resolution stipulating policies to support the conversion and decommissioning of fishing vessels that are no longer needed for fishing activities in the city until 2030.

According to the resolution, the subjects of application include owners of fishing vessels that no longer need to operate, members of the vessel owners' households, crew members working on these fishing vessels, and agencies, organizations, and individuals involved in the implementation of the policy.

The support is provided according to the principles of openness, transparency, targeting the right beneficiaries, and adhering to the correct allocation, preventing profiteering, corruption, and waste.

In cases where multiple support policies overlap, beneficiaries may choose the most advantageous policy and will only receive support once for each policy.

The eligibility criteria for support are that the fishing vessel does not meet the registration and licensing requirements under current regulations, there are no ownership disputes, it is not mortgaged to a credit institution, and it is not subject to seizure for enforcement of judgments.

Fishing vessels must be dismantled (kept ashore) before or during the acceptance inspection by the competent authority, and the entire hull and main engine must remain at the site to determine the volume and the amount of financial support.

Regarding the level of support, for the hull of fishing vessels, the budget provides a subsidy of 19.07 million VND/ton, with a maximum of 60 million VND/vessel. For the main engine, if it passes the inspection, the subsidy will be 845,000 VND/HP, with a maximum of 60 million VND/vessel.

If the vessel cannot be registered, a subsidy of 591,500 VND/HP will be provided, up to a maximum of 40 million VND/vessel. In addition, the city will provide 1.8 million VND/person (equivalent to 90kg of rice) to members of the household of the dismantling vessel owner who are not of working age to help them stabilize their lives, and 10 million VND/vessel for dismantling costs.

Regarding procedures, individuals and organizations submit one set of documents directly, online, or via post to the Public Administrative Service Center of the commune/ward where the fishing vessel requesting support is located. Within 7 working days from the date of receiving complete and valid documents, the Economic Department or the Economic, Infrastructure and Urban Department at the commune level will coordinate the assessment and submit the application to the People's Committee of the commune/ward for the issuance of a support decision.

Funding will be disbursed within a maximum of 3 working days after the decision is made to implement the support as approved.
