Hue City: Focusing efforts towards double-digit growth targets.

On December 9th, the Hue City People's Council discussed the socio-economic situation. City leaders set a target of double-digit growth in 2026, focusing on resolving obstacles related to infrastructure, tourism, and the operation of the new government model.

During the discussion session of the 11th meeting of the 8th term of the Hue City People's Council, delegates focused on analyzing three major issues: promoting production, developing culture and society , and perfecting the two-tiered local government model. Chairman of the City People's Council Le Truong Luu emphasized the need to find resources and solutions to operate the system effectively in order to achieve double-digit growth by 2026. By 2025, the city aims to complete 13 out of 14 key targets, with an estimated GRDP increase of approximately 9% and budget revenue reaching nearly 15,000 billion VND.

However, many delegates noted that the growth rate is still not commensurate with the potential, as tourism products remain monotonous and market purchasing power is declining.

According to the Director of the Department of Finance, La Phuc Thanh, the main reasons for the unmet targets are the low efficiency of some projects and the fact that the clean water infrastructure has not kept pace with the commune mergers. To create momentum for strong growth in the coming year, Mr. La Phuc Thanh proposed that the city needs to review and synchronize its planning to attract investment resources from outside the budget.

Financial sector leaders also proposed applying special mechanisms, accelerating industrial infrastructure development, and definitively resolving land clearance issues to support businesses.

Regarding the cultural and tourism sector, the Director of the Department of Culture and Sports , Phan Thanh Hai, highly appreciated the revenue collection results despite the prolonged natural disaster. However, Mr. Phan Thanh Hai frankly pointed out the limitations in coordination and administrative procedures that have narrowed the potential for growth.

He proposed five key solutions, including striving to shorten the time required for construction and land procedures by 30% to 40% to facilitate investment. In addition, the cultural sector will create a boost through night-time economy models, creative economy, and promoting the socialization of heritage.

Regarding urban infrastructure, Director of the Department of Construction Le Anh Tuan reported that the sector achieved a growth rate of over 10% with a series of key projects such as the bridge across Thuan An estuary and the Ring Road 3 currently being implemented.

Regarding the administrative apparatus, Director of the Department of Internal Affairs Nguyen Van Manh said that the city has reduced the number of specialized agencies and personnel by 30%. However, Mr. Nguyen Van Manh acknowledged that there are still network problems and a low rate of document digitization in some localities, so the information technology infrastructure needs to be improved soon.

Concluding the discussion session, the Deputy Secretary of the City Party Committee and Chairman of the Hue City People's Committee, Nguyen Khac Toan, affirmed that 2026 is a particularly important time when Hue officially operates as a centrally-administered city. The City People's Committee has identified eight key tasks, including proposing the addition of superior mechanisms and ensuring comprehensive zoning planning.

Mr. Nguyen Khac Toan emphasized the need for economic restructuring to make tourism a key sector, aiming to attract 7 to 7.5 million visitors. The Chairman of the City People's Committee pledged to aggressively disburse 100% of public investment capital, tighten public service discipline, and build a streamlined apparatus to propel Hue into a phase of rapid and sustainable development.
