The Presidium of the Vietnam General Confederation of Labor has just issued Decision No. 412/QD-TLD approving the Trade Union Project to promote the building of a workplace safety culture in the period 2025-2030. The project aims to support businesses in applying a set of criteria to assess the level of workplace safety culture, and at the same time, work with grassroots trade unions to develop annual improvement plans.

From 2025-2027, provincial and city labor federations, central industry trade unions, and trade unions of corporations under the Vietnam General Confederation of Labor will have to issue plans to implement the Project. At the same time, these organizations need to encourage at least one enterprise each year to build a model workplace safety culture. These model enterprises are expected to serve as a nucleus for dissemination, so that other units can learn from and replicate practices suitable to the specific characteristics of each industry.
During this period, 100% of provincial and sectoral units must intensify the dissemination of occupational safety culture to union members and workers. Approximately 70% of full-time union officials responsible for occupational safety and health will receive training and updated knowledge, along with at least 50% of occupational safety and health officers receiving training in building a safety culture in the workplace. This is considered the core force for conveying messages, guiding practices, and maintaining safety discipline in each work shift.
Complete the safety network.
To guide the implementation, the Vietnam General Confederation of Labor established a Project Implementation Team at the central level and developed a set of criteria for evaluating the level of occupational safety culture. Based on this, six to twelve enterprises representing various industries, sizes, and levels of commitment will be selected to partner throughout the Project. These enterprises will be surveyed on their current status, receive advice on improvement, and be supported in upgrading each criterion of the safety culture.
According to the plan, several local and industry-specific trade union organizations will directly implement a pilot model, selecting one to two enterprises to apply the criteria and support them throughout the entire process. These organizations include: the Provincial and City Federations of Labor including Quang Ninh, Khanh Hoa , and Ho Chi Minh City; and three central industry trade unions and corporations, namely the Vietnam Trade Union of Industry and Trade, the Vietnam National Energy and Industry Corporation Trade Union, and the Vietnam Electricity Trade Union.
The project is considered a significant step forward by placing safety, health, and community responsibility at the heart of trade union activities. Through pilot models, criteria sets, and a communication network, the Vietnam General Confederation of Labor hopes to create a working environment where safety is not just a mandatory regulation but becomes a shared culture, contributing to the foundation for sustainable economic development in the coming period.
