Supporting industry of Tay Ninh province is still facing many difficulties.
Tay Ninh province currently has many investment projects in the list of 6 groups of supporting industrial products prioritized for development according to Decree No. 111/2015/ND-CP of the Government , including textiles - garments, leather and footwear, mechanical engineering, electronics, automobile manufacturing - assembly and supporting industrial products (CNHT) serving high-tech industry.
However, reporting to the leaders of the Provincial People's Committee at a recent meeting, Director of the Department of Industry and Trade Huynh Van Quang Hung said that most of the supporting industry products in the province are still simple, do not meet the requirements of technology, design and are not highly competitive.
The reason is that large-scale production facilities with limited advanced technology have not been invested in developing systems and industry chains, and their contribution to the industrial sector is still low.
According to information from the Department of Industry and Trade, the provincial budget for supporting industry development from 2021 to 2025 is about 41.15 billion VND, however, the annual allocation rate for the Department of Industry and Trade to implement the program is still very limited.
The province has only implemented 2 projects under the Supporting Industry Development Program with a total budget of 114.6 million VND. Up to now, the province has only 2 enterprises that have been granted Certificates of Incentives and Post-Incentive Audits for projects producing Supporting Industry products by the Ministry of Industry and Trade.
One of the major problems currently is that the province does not have a complete database of enterprises and supporting industry products operating in the area. This leads to difficulties in connecting, promoting, supporting enterprises and building appropriate policies.
In addition, the province has not yet been able to issue Certificates of Incentives and Post-Incentive Verification for product manufacturing projects under local authority. The reason is partly due to the requirements, conditions and composition of the prescribed dossier to be confirmed to enjoy incentives for small and medium enterprises. Specifically, enterprises need a Certificate of Conformity to European Union Technical Standards or equivalent, which many small establishments find difficult to meet.
In addition, the annual budget allocation does not ensure the development of supporting industries; the allocation is not according to the approved program, affecting the planning and implementation.
To resolve the difficulties, the Department of Industry and Trade proposed that the Provincial People's Committee assign the Department to preside over and coordinate with relevant departments, branches, sectors and units to research, develop and implement a survey project, build a database of enterprises and supporting industry products in the province, as a basis for the development of the supporting industry, contributing to the overall development of the province's industry.
At the same time, the Department of Industry and Trade also proposed to pay attention to balancing the budget for the development of supporting industries to ensure the implementation of programs and plans, and timely support for small and medium enterprises.
With its strategic location and advantages in connecting to the Southern Key Economic Zone, Tay Ninh province is expected to become an attractive destination for supporting industry enterprises in the future.
However, to realize this goal, there needs to be more drastic and synchronous policies to remove barriers and promote the development of the supporting industry in the province./.
