Encourage conversion of driving licenses to PET plastic cards

Due to historical factors and technological conditions, in the past, driving licenses were printed on cardboard and were widely used in many countries, including Vietnam. However, over time, cardboard driving licenses have revealed many limitations such as: difficult to preserve, easy to damage, low security, easy to counterfeit...

As of July 1, 2012, driving licenses printed on new PET material will be deployed nationwide. Previously issued cardboard driving licenses will still be valid and will be used in conjunction with driving licenses issued after July 1, 2012.

Paper driving licenses are fragile.

According to the Traffic Police Department, Tay Ninh Provincial Police, converting driving licenses from cardboard to PET plastic cards brings many practical benefits, is an important step in the national digital transformation and serves people better such as: PET plastic material has high security, integrates anti-counterfeiting elements and QR codes to help authorities easily check and verify information. PET plastic cards are water-resistant, anti-mold, durable, compact, overcoming the disadvantages of being easily torn, damaged, and difficult to store of cardboard driving licenses.

In addition, when converting the driving license from cardboard to PET plastic card, the driving license data will be updated and digitized into the database of the state management agency and the National Population Database. After conversion, the citizen's driving license has been digitized and entered into the national population database. At that time, the citizen will integrate the driving license into the national electronic identification application (VNeID) and can present it to the Traffic Police force and other authorities when requested for inspection. This helps people not to need to carry a lot of documents when conducting administrative transactions or participating in traffic.

“After converting to PET plastic cards, driver's license information will be digitized, so when people need to issue or reissue a driver's license, they can easily do it online on the Public Service Portal of the Traffic Police Department. People can do it anywhere, anytime, saving costs and avoiding wasting time and effort when going to the driver's license issuance and exchange points of the Traffic Police Department, Traffic Police Department and local commune-level police" - Lieutenant Colonel Cao Thanh Vu - Officer of the Traffic Police Department, Tay Ninh Provincial Police, shared.

The conversion to PET plastic cards not only improves the quality of state management but also brings convenience, safety and long-term usefulness to the people. The Traffic Police Department, Tay Ninh Provincial Police encourages local people to actively coordinate with the Commune Police in updating information, converting driving licenses from cardboard to PET plastic cards, joining hands with the Police force and local authorities to pioneer in digital transformation and administrative procedure reform.

Officers receive applications for issuing and exchanging driver's licenses from people

To create maximum convenience for people to come to do the procedures to convert paper-based motorcycle and car driving licenses to PET plastic cards, the Provincial Police have arranged 18 points to receive and exchange driving licenses at the Traffic Police Department and the Police of communes and wards in the province. In particular, for issuing and exchanging car driving licenses, citizens can issue and exchange them online at home via the Ministry of Public Security's Public Service Portal at: https://dvc-gplx.csgt.bocongan.gov.vn/./.
