
The old-style paper driver's license has revealed many limitations over time.
Due to historical factors and technological limitations, in the past, driver's licenses were printed on cardboard paper, a material widely used in many countries, including Vietnam. However, over time, cardboard driver's licenses have revealed several limitations, such as: difficulty in preservation, susceptibility to damage, low security, and ease of forgery.
From July 1st, 2012, driver's licenses printed on the new PET material were implemented nationwide. Driver's licenses issued on paper before that date remain valid and can be used alongside licenses issued after July 1st, 2012.
Cardboard driver's licenses are easily damaged.
According to the Traffic Police Department of Tay Ninh Provincial Police, the conversion of driver's licenses from paper to PET plastic cards brings many practical benefits, representing an important step in the national digital transformation and better serving the people. These benefits include: PET plastic material offers high security, integrates anti-counterfeiting features and QR codes, making it easy for authorities to check and verify information. PET plastic cards are waterproof, mold-resistant, highly durable, compact, and overcome the disadvantages of paper driver's licenses such as easy tearing, damage, and difficulty in storage.
Furthermore, when converting driver's licenses from paper to PET plastic cards, the license data will be updated and digitized into the state management agency's database and the National Population Database. After the conversion, citizens' driver's licenses will be digitized and integrated into the national population database. Citizens can then integrate their licenses into the national electronic identification application (VNeID) and present them to traffic police and other authorities upon request. This eliminates the need for citizens to carry multiple documents when conducting administrative transactions or participating in traffic.

The conversion of driver's licenses from paper to PET plastic cards offers many benefits.
“After the conversion to PET plastic cards, driver's license information will be digitized, so when people need to renew or reissue their driver's licenses, they can easily complete the entire process online through the Public Service Portal of the Traffic Police Department. People can do it anywhere, anytime, saving costs and avoiding wasting time and effort going to driver's license issuance and renewal points of the Traffic Police Department, Traffic Police Divisions, and local commune-level police stations,” shared Lieutenant Colonel Cao Thanh Vu, an officer of the Traffic Police Division, Tay Ninh Provincial Police.
The transition to PET plastic cards not only improves the quality of state management but also brings convenience, safety, and long-term benefits to the people. The Traffic Police Department of Tay Ninh Provincial Police encourages people in the area to actively cooperate with the commune-level police in updating information and converting driver's licenses from paper to PET plastic cards, joining forces with the police force and local authorities to pioneer digital transformation and administrative procedure reform.

Officers receive applications for issuing and renewing driver's licenses from citizens.
To provide maximum convenience for citizens applying to convert their paper-based motorcycle and car driver's licenses to PET plastic cards, the Provincial Police Department has set up 18 points for receiving and exchanging driver's licenses at the Traffic Police Department and the police stations of communes and wards throughout the province. In particular, for the issuance and exchange of car driver's licenses, citizens can complete the process online from home via the Ministry of Public Security's Public Service Portal at: https://dvc-gplx.csgt.bocongan.gov.vn/./.
