Heroic land
From the center of Da Bac commune, we traveled over 40km along a winding mountainside to reach Quy Duc commune – home to the Muong Diem revolutionary base. This road, paved with concrete and completed nearly two years ago, has significantly facilitated the trade and purchase of agricultural products for the local people. This improved transportation infrastructure has played a crucial role in the positive changes and progress of the lives of the people in this revolutionary war zone.
Generations of veterans and youth union members of Quy Duc commune reminisced about the glorious history of the Muong Diem revolutionary base.
According to historical records, the Muong Diem revolutionary base was established in April 1945. Comrade Phan Lang was directly assigned to build the Muong Diem revolutionary base. With the help of the local people, Comrade Phan Lang and revolutionary cadres of the Provincial Party Committee opened military training and political education classes for members of the self-defense teams. The revolutionary forces of the base grew stronger with the support and assistance of the people, making an important contribution to the victory of the August 1945 uprising to seize power in the district capitals of Cho Bo, Suoi Rut, Pho Vang (formerly Hoa Binh province) and Moc Chau (Son La province). Under the command of Mr. Dinh Cong Doc, the Muong Diem revolutionary forces developed into a local army battalion, working with the people to intensify guerrilla warfare, contributing to crushing the French colonialists' plot to establish an "autonomous Muong region".
Continuing the tradition of victories during the resistance against the French, in the resistance against the Americans, with a spirit of unity and determination to defeat the American enemy, the militia of the Muong Diem revolutionary base once again made history. Recounting the glorious achievements of the local people and soldiers during the years of resistance against the Americans, veteran Luong Van Xuoi, from Bay hamlet, Quy Duc commune, said: In the years 1965-1967, enemy planes divided into many groups to bomb the Da Bac district. At that time, the Americans repeatedly sent reconnaissance planes into this area to spy and prepare to destroy vital transportation routes. At 1:24 PM on April 29, 1966, three RF-101C reconnaissance planes flew from Moc Chau into the airspace of Da Bac to conduct reconnaissance. Upon detecting the aircraft signals, the commune's militia quickly deployed an ambush. In the treacherous terrain, we used the mountain slopes and forest canopy as hiding places. When the plane came within firing range, we opened fire simultaneously. After a few bursts of gunfire, the plane was hit and crashed down the mountainside. The plane caught fire, and the pilot was captured alive by the militia and local people.
During the fierce war, many sons and daughters of Quy Duc bravely sacrificed their lives for national independence. With their unwavering fighting spirit and significant contributions to the revolution, Trung Thanh commune (now Quy Duc commune) was awarded the prestigious title of "Hero of the People's Armed Forces" by the State.
Efforts to build a new life
Continuing the tradition of their predecessors and upholding the revolutionary spirit in the era of reform, the Party Committee and people of Quy Duc commune today have strived to overcome difficulties and build a homeland that is increasingly prosperous.
With agriculture as its cornerstone, the commune actively applies scientific and technological advancements to production, transforming the structure of crops and livestock, and introducing high-yield, high-quality crop varieties. Areas for growing chayote and plums have been established in the commune, covering approximately 5 hectares; the total livestock and poultry population is nearly 80,000. The area of rice cultivation is maintained at over 420 hectares annually.
With support from the State budget and social contributions, the transportation infrastructure system at the commune, village, hamlet, field, and production area levels has been invested in, renovated, upgraded, and paved with a total length of over 80km, improving travel and trade conditions. The irrigation system and canals have been reinforced, ensuring water supply for production, with over 70% of the total cultivated area receiving proactive irrigation.
Health stations in the commune have received investment for construction, contributing to improved healthcare for the people.
The percentage of households using the national power grid reached 99%, 100% of hamlets have 4G coverage, and over 90% of households have internet access. The percentage of culturally exemplary families and residential areas is high; cultural and sports facilities are gradually being invested in and upgraded; 100% of primary school children attend school for two sessions per day, and the health insurance coverage rate reaches 100% of the population. Healthcare, education, and the environment have significantly improved, contributing to raising the quality of life for the people.
Comrade Duong Thi Thuy, Permanent Deputy Secretary of the Quy Duc Commune Party Committee, said: As a commune in a particularly difficult area, the people of Quy Duc commune have always received attention and investment from the government at all levels and relevant departments and agencies. Implementing the housing support program for the poor, eliminating temporary and dilapidated houses in the 2021-2025 period, the entire commune has supported 772 households, including 573 households building new houses and 199 households repairing existing ones. The Party Committee and people of Quy Duc commune have upheld the tradition of solidarity, strived to overcome difficulties, and achieved many important results in various fields. After the merger, the commune is focusing on developing its potential and advantages, gradually leading Quy Duc commune towards comprehensive and sustainable development.
