At the meeting, the Department of Finance presented a report on the implementation of the state budget revenue and local budget expenditure estimates in the first 6 months of 2025. Accordingly, the total budget revenue in the first 6 months of the year reached VND 7,061 billion, equivalent to 59.4% of the estimate assigned by the Provincial People's Council and increased by 124% over the same period last year. Budget expenditure was VND 17,458 billion, equivalent to 59.45% of the estimate and increased by 35.8% over the same period. Of which, development investment expenditure increased by 7.6% and regular expenditure increased by 60.9%.

However, budget collection has encountered difficulties due to a number of policies supporting taxpayers, leading to a reduction of VND246.2 billion in revenue. The tax law system is constantly changing, causing difficulties for businesses, especially small businesses.

Regarding budget expenditure, the public investment plan for 2025 is larger than previous years, but many projects have not been accepted for payment, affecting the disbursement progress. Some ODA projects are also slow to be implemented due to waiting for the completion of investment procedures from the Central Government.

At the meeting, delegates also gave their opinions on the Proposal for the Provincial People's Council to issue a Resolution on the initial charter capital for the Quang Tri Provincial Land Development Fund and the decentralization of authority on the management and use of public assets in Quang Tri province.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Le Vinh The emphasized that: State budget revenue and expenditure in 2025 plays a very important role, especially in the context of provincial arrangement and merger.

According to forecasts of specialized agencies, in 2025, the assigned budget will be achieved and exceeded. This is an important factor to promote socio-economic development and ensure spending tasks. Therefore, the viewpoint of the provincial leaders is to remove difficulties and obstacles to ensure the implementation of the set goals and targets. In particular, it is necessary to focus on removing difficulties and obstacles in disbursing public investment capital to promote capital flow.

Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Dang Anh requested the Department of Finance to absorb the comments to complete the reports and draft Resolutions to be submitted to the Provincial People's Council. In particular, it is noted that the budget allocation principles are applied according to the criteria of the People's Councils of Quang Binh province and the former Quang Tri province.

Regarding the decision on the initial charter capital for the Quang Tri Provincial Land Development Fund, it will be implemented based on the combined funds of the two provinces up to the time of merger. Regarding the authority to manage and use public assets in Quang Tri province, it will apply according to Resolution 123 of the People's Council of the old Quang Tri province in 2024 until the issuance of a new Resolution to replace it.
