Reviewing some contents presented at the sessions of the 8th Provincial People's Council

This morning, June 26, the Economic - Budget Committee of the Provincial People's Council worked with the Department of Finance to review a number of contents submitted to the 25th session (special session) and the 26th session (regular session) of the Provincial People's Council, term VIII, 2021 - 2026.

At the working session, the leaders of the Department of Finance reported on a number of contents related to the implementation of local budget revenue and expenditure estimates in the first 6 months of the year and tasks and solutions for the last 6 months of 2024.

Proposing to supplement the 2024 revenue and expenditure estimates of non-refundable aid capital from the state budget revenue source; contributing comments to supplement a number of articles of Resolution No. 117/NQ-HDND dated December 7, 2023 on the land price adjustment coefficient (coefficient K) in 2024 applied in the province; proposing to amend and supplement a number of articles of Resolution No. 06/2019/NQ-HDND dated July 20, 2019 of the Provincial People's Council regulating the level of expenses for receiving foreign guests working in Quang Tri province, expenses for organizing international conferences and seminars and expenses for receiving domestic guests.

In the first 6 months of 2024, the total budget revenue in the locality is estimated to reach VND 2,200 billion/estimated VND 3,901 billion by June 30, reaching 56% of the local estimate and 56% of the central estimate, equal to 120% of the same period in 2023. Total local budget expenditure in the first 6 months of 2024 is estimated to reach VND 4,783,764 billion/estimated VND 9,376,646 billion, reaching 51% of the local estimate and 52% of the central estimate, equal to 96% compared to the same period last year.

According to the assessment of the Department of Finance, the state budget revenue in the area in the first 6 months of 2024 generally achieved positive results, increasing compared to the same period last year with 13/18 revenue items in the domestic revenue structure ensuring the progress of the revenue estimate assigned by the Provincial People's Council. Budget expenditure tasks are strictly managed, operated, and economical, closely following the estimate assigned by the Provincial People's Council, according to the budget collection progress, ensuring to meet the set requirements.

The leaders of the Department of Finance also pointed out a number of difficulties, limitations and factors affecting the results of the implementation of the state budget collection task in the past time, thereby proposing solutions to implement the state budget revenue and expenditure estimates for the last 6 months of 2024.

Regarding the proposal to supplement the 2024 budget revenue and expenditure estimates from foreign non-refundable aid capital from the state budget revenue, based on the proposal to prepare the aid capital estimates from the state budget revenue of agencies and units, the Department of Finance reviewed, synthesized and proposed the Provincial People's Committee to submit to the Provincial People's Council to supplement the 2024 budget revenue and expenditure estimates from foreign non-refundable aid capital from the provincial budget revenue in the form of recording revenue and expenditure for 6 projects of agencies and units with a total aid revenue of 15,563 billion VND, total non-refundable aid expenditure (regular expenditure) of 15,563 billion VND to create a basis for the agencies and units to carry out accounting and settlement procedures in accordance with the law.

Regarding the amendment and supplementation of a number of articles of Resolution No. 06/2019/NQ-HDND dated July 20, 2019, the Department of Finance advised the Provincial People's Committee to submit to the Provincial People's Council to amend a number of articles and clauses related to daily meal standards for international delegations, diplomatic reception standards and invited subjects... to create a legal basis for organizing the implementation of foreign affairs and diplomatic tasks for international and domestic guests in the province.

Regarding the content of amending and supplementing a number of articles of Resolution No. 117/NQ-HDND dated December 7, 2023, the Department of Finance also clearly reported the documents, procedures and main contents proposed for the Provincial People's Council to decide on the scope of application in Article 1 of this resolution applicable to the cases specified in Clause 3 and Clause 9, Article 1, Decree No. 12/2024/ND-CP dated February 5, 2024; adding the case of specific land prices in a number of land plots and land plots implementing projects in the province determined according to the land price adjustment coefficient method that is not consistent with the common land price on the market.

Based on the report of the Department of Finance and some comments from members attending the meeting, Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Dang Anh acknowledged the contents, opinions and proposals at the meeting.

At the same time, it is recommended that the Department of Finance continue to supplement a number of contents related to the reasons and necessity of supplementing and adjusting the 2024 revenue and expenditure estimates for non-refundable aid capital from the state budget revenue source; complete the draft resolutions for the synthesis committee to report to the Standing Committee of the Provincial People's Council before submitting them to the Provincial People's Council for consideration and decision.
