DTO - With effective creative solutions and models, after 5 years of implementing Conclusion No. 96-KL/TU dated February 8, 2018 of the Provincial Party Standing Committee, the quality of organization and operation of Youth Unions and Associations (CD, CH) in hamlets and villages in Thanh Binh district has gradually improved, becoming a bright spot of the province.

FOCUS ON INNOVATION IN OPERATING METHODS

In recent years, the Party committees, authorities, the Fatherland Front (VFF) and socio -political organizations (CT-XH) of Thanh Binh district have paid attention to leading and orienting the improvement of the quality of organization and operation of trade unions, hamlets and villages, contributing to diversifying the forms of gathering people in the area. There are more and more effective models of operation, the community autonomy is increasingly high, suitable to the needs and interests of union members, members and people, typically the models: Association Hall; Self-managed People's Group; Army - People's Tet; Green Shirts accompanying digital transformation; Farmers' Club with the internet; Self-managed People's Groups propagating and guiding online application submission at level 3 and level 4; promoting the role of religions in environmental protection and climate change response; social security work... Thereby, contributing to the successful implementation of the targets and tasks of socio-economic development, security and defense in the locality. The clearest evidence is that from 2018 to now, the whole district has mobilized to build and repair 19 bridges, 64km of rural roads; build and repair nearly 400 charity houses, charity houses, Great Unity houses... with a total cost of over 59.8 billion VND.

Comrade Tran Van Kha - Standing Deputy Secretary of Thanh Binh District Party Committee said that in organizing the movement, the sectors always pay attention to the grassroots, increase the down to the locality according to the motto "Close to the people, close to the people, grasp the people's situation"; diversify the forms of mobilization, gathering, uniting all classes of people into the Association organizations, meeting the needs and aspirations of Party members, members and people. Along with that, the authorities at all levels create all favorable conditions for the Fatherland Front and socio-political organizations of the district to perform well the functions of supervision, social criticism and participate in giving opinions on Party building, government building; ensure conditions on funding, facilities, equipment for the units to operate effectively.

“The Fatherland Front and socio-political organizations at all levels in the district are always the core in mass mobilization work, contributing to the implementation of local political tasks. The mass mobilization work column on radio (District Radio Station) is regularly maintained by the district, thereby promptly resolving issues that people are concerned about, contributing to creating people's trust in the Party Committee and government,” said comrade Tran Van Kha.

One of the outstanding results of Thanh Binh district is that the Fatherland Front and socio-political organizations from the district to the grassroots have proactively advised and proposed to the Party Committees at the same level to carry out many projects and tasks that have brought positive results, contributing to the construction of new rural areas and urban development in the locality. The annual assessment and classification of unions, hamlets and villages has been strictly implemented, most unions, hamlets and villages have achieved good and strong results; the quality of activities of each union and village has been gradually improved; the content and methods of activities have many innovations closely linking the responsibilities, rights and practical needs of union members and members. In addition, the district's socio-political organizations have built software to manage union members and members to promptly guide the content of activities in accordance with regulations and correct limitations and shortcomings. The management of union members and members is strict; the operational capacity of branch and association cadres has been improved. From there, it gathered union members and students into the Youth Union and Association (reaching nearly 73%).

PROMOTING THE ROLE OF THE FATHERLAND FRONT AND SOCIO-POLITICAL ORGANIZATIONS

Thanh Binh district has 55 Front Work Committees (FFCs) in hamlets and villages. In recent years, under the leadership of the commune and town Party Committees, the guidance and inspection of the Vietnam Fatherland Front of Thanh Binh district, the FFCs in hamlets and villages have effectively implemented the program of coordinated unified action; proactively propagated and mobilized Party members, members of the public and the people to implement the Party's guidelines, the State's laws and policies, and local regulations, especially participating in community investment supervision; coordinated in guiding the development of conventions in residential areas; and performed well in mediation work at the grassroots level. Thereby, the FFCs in hamlets and villages have all operated effectively, of which 98% of the FFCs in hamlets and villages have been classified as strong every year. Notably, the FFCs in hamlets and villages have effectively coordinated and implemented the movements: "The whole people unite to build new rural areas and civilized urban areas"; Assessment and classification results in 2022, the whole district has 49/51 hamlets achieving New Rural Cultural Hamlet; 10/12 communes achieving New Rural Cultural Standards; 3/4 hamlets achieving Urban Civilized Hamlet; nearly 97% of households achieving Cultural Families.

Identifying that improving the quality of activities of the Youth Union in hamlets and villages is an important content, contributing to improving the quality of the Youth Union's work, the Standing Committee of Thanh Binh District Youth Union focuses on building many effective models in supporting Youth Union officials, members, and youth to develop the economy , associated with the youth start-up movement and improving the quality of the Youth Union organization; implementing well the 1+1 policy of gathering and uniting youth; maintaining activities of clubs, groups, teams, and groups... Typically, the Youth Union chapters at all levels in the area have established and maintained 13 models: "Green shirts accompany digital transformation" in communes and towns to coordinate and support people in performing online public services; implementing the "50 days and nights" campaign to install and activate electronic identification accounts for citizens... As a result, by the end of 2023, the whole district has 55 Youth Union chapters in hamlets and villages that have completed their tasks well or better (reaching 100%); The rate of youth joining the organization reached over 73%.

With effective solutions and models, after 5 years of implementing Conclusion 96-KL/TU, Thanh Binh District People's Committee awarded Certificates of Merit to 25 collectives and individuals with outstanding achievements in their activities.

Comrade Cao Thanh Xuan - Member of the Provincial Party Committee, Secretary of Thanh Binh District Party Committee said that in the future, Party committees, Party organizations, authorities, Fatherland Front and socio-political organizations of the district will continue to consolidate and improve the organization, build a team of Fatherland Front officials, socio-political organizations with qualifications, skills in mass mobilization work, enthusiasm and dedication. Strengthen the direction of reviewing and strictly managing the number of union members and members; innovate and improve the quality of union and social activities associated with the needs and practical interests of union members and members. At the same time, well implement programs and plans of coordination between the government with the Fatherland Front and socio-political organizations of the district in deploying and implementing patriotic emulation movements, campaigns, programs and projects in the area.

Along with that, Thanh Binh district focuses on diversifying the content and topics of branch and group activities depending on the composition of the subjects, age, and gender; building self-management awareness. Timely praising and rewarding exemplary members and students with many achievements in the activities of the Youth Union and Association; organizing preliminary reviews and replicating effective models, creating a spreading effect in the community.
