Thanh Hoa: Sustainable, inclusive, multidimensional poverty reduction

On the morning of October 10, the People's Committee of Thanh Hoa province held a mid-term review conference of the National Target Program (NTP) for sustainable poverty reduction for the 2021-2025 period. Comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for the implementation of NTPs in Thanh Hoa province for the 2021-2025 period chaired the conference.

Reduce 17,791 poor households in 2022

Speaking at the opening of the conference, Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee for the implementation of the National Target Programs Dau Thanh Tung said: “The National Target Program for Sustainable Poverty Reduction for the 2021-2023 period has focused on poverty reduction, improving people's intellectual level, developing the socio -economy and improving people's quality of life. Thanks to that, poor households in the province have been supported to overcome difficulties, improve their lives and create opportunities for development. Poor people have enjoyed many preferential policies such as: support for business capital, vocational training, health insurance, tuition exemption for children, especially solving housing problems. Along with that, the program has focused on developing infrastructure, contributing to improving people's quality of life, especially in rural, remote and disadvantaged areas. Thanks to this correct orientation, in 2022, Thanh Hoa has reduced 17,791 poor households (from 67,684 households down to 49,893 households), the poverty rate decreased by 1.79%; from 6.77% to 4.99% (applying multidimensional poverty standards for the period 2022 - 2025). It is estimated that in 2023, it will decrease to 3.49%, exceeding the target set by the Central and the province".

Vice Chairman Dau Thanh Tung emphasized: “The conference to review 2 years of implementing the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 is very important, an opportunity for all levels, sectors, localities and units to look back and objectively and comprehensively assess the implementation of the Program in the past period. To continue promoting the achieved results, he suggested that the delegates attending the conference, from practical work, promote their intelligence and practical experience, focus on researching, discussing, analyzing and evaluating the achieved results, shortcomings and limitations and unifying the goals and tasks, proposing feasible solutions suitable to reality to continue to lead and direct the effective implementation of the Program, striving to successfully complete the set goals and tasks”.

Arousing the spirit of self-reliance, self-improvement, and proactively striving to "escape poverty"

Reporting on the results of the implementation of the National Target Program on Sustainable Poverty Reduction at the conference, Director of the Department of Labor, Invalids and Social Affairs of Thanh Hoa province Vu Thi Huong said: In the period of 2021-2025, the total development investment capital from the central budget allocated to Thanh Hoa province is 1,640 billion 539 million VND. Of which, the central government has allocated 945 billion 033 million VND; the remaining 695 billion 506 million VND (implemented in 2024 and 2025) has not been allocated. Based on the central government's capital, the People's Council and People's Committee of Thanh Hoa province have issued Resolutions and Decisions to allocate 100% of the capital plan to units and localities.

The disbursement results of development investment capital allocated by the Central Government in 2022 and 2023 accumulated to September 30 are about 410 billion 102 million VND/945 billion 033 million VND. The disbursement rate of investment capital of the National Target Program for Sustainable Poverty Reduction of the province is higher than the disbursement rate of the Program of the whole country (the disbursement rate of the whole country is 36.46%). The disbursement results of career capital allocated by the Central Government in 2021 to 2023 accumulated to September 25 are 138 billion 216 million VND/685 billion 135 million VND, reaching 20.17%. Of which, in 2021 it is 37 billion 455 million VND; in 2022, 52 billion 103 million VND; in 2023, 48 billion 658 million VND.

At the conference, Mr. Cao Van Cuong, Director of the Department of Agriculture and Rural Development of Thanh Hoa province, said: "For many years, Thanh Hoa province has always identified agriculture and building new rural areas as a key program. Therefore, Thanh Hoa province has promptly implemented the Central's instructions from the perspective of agriculture - farmers - rural areas. Policy mechanisms and some specific policies to exploit the potential and advantages of land, trees, animals, and human resources to develop modern agriculture and civilized rural areas. In 3 years of building new rural areas, up to now, 13 districts, towns, and cities have met new rural standards, 359 communes have met new rural standards, 81 communes have met advanced new rural standards, 14 model new rural communes, 420 Ocop products, of which 1 Occop product has achieved 5 stars, 56 Occop products have achieved 4 stars, and 263 products have achieved 3 stars. In the first half of the journey of sustainable poverty reduction, the greatest success is to improve awareness, arousing the aspirations of poor households in rural areas".

Mr. Le Huu Quyen, Director of Thanh Hoa Province Social Policy Bank, also said: "The total lending turnover in the 3 years of 2021-2023 reached 11,272.7 billion VND with over 231.9 thousand poor households and other policy beneficiaries receiving loans. Social policy credit capital is invested in 100% of communes, wards and towns in the province, with priority given to ethnic minority and mountainous areas, remote areas, extremely difficult areas, and coastal areas. Through 6,520 Savings and Loan Groups entrusted by mass organizations and 559/559 Transaction Points at the People's Committees of communes, wards and towns, social policy credit capital has been safely and promptly transferred to poor households, near-poor households and other policy beneficiaries, creating new jobs for more than 26.6 thousand borrowers and workers; helping nearly 2.1 thousand workers. working abroad for a limited period; 4.8 thousand students were given loans to cover tuition fees to continue studying at universities and colleges...; more than 4 thousand students were given loans to buy computers; 235 houses were built for poor households and 1,203 social houses..."

Also at the conference, many opinions from localities and units were reported and presented by delegates to clarify difficulties and problems and at the same time propose specific solutions to effectively implement the National Target Program on Sustainable Poverty Reduction in Thanh Hoa province in the next phase.

Appreciating the results achieved by Thanh Hoa province in implementing the National Target Program on Sustainable Poverty Reduction, Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh emphasized: “In the period of 2021 - 2025, the Central Government has paid great attention and allocated many resources from the National Target Program on Sustainable Poverty Reduction for Thanh Hoa province. The total capital expected from the Central Government to support Thanh Hoa province in implementing the National Target Program on Sustainable Poverty Reduction in the period of 2021 - 2025 is about 3.6 trillion VND, accounting for 7.56% of the total capital of the entire program, of which the development investment capital is more than 1.6 trillion VND, and the career capital is nearly 2 trillion VND. This is a great priority, a lot of trust but also a big challenge for Thanh Hoa, because the pressure to organize the implementation and disbursement of the annual budget is very large.”

Deputy Minister Le Van Thanh shared: “It can be seen that in recent years, the work of poverty reduction in general and the implementation of the National Target Program on Poverty Reduction in particular has been paid attention to by Thanh Hoa province with synchronous solutions from leadership and direction and implementation organization, demonstrated by the fact that Thanh Hoa is the only province to establish a provincial-level Steering Committee with the Provincial Party Secretary as Head of the Committee, the Chairman and Vice Chairman of the Provincial People's Committee as Vice Chairman. Every year, the Provincial Party Committee has issued a Plan to implement the poverty reduction target in the province, the Provincial Party Committee, the People's Council and the Provincial People's Committee have issued many Resolutions, conclusions and mechanisms, policies, programs, plans and projects to support synchronous development, effectively implementing the emulation movement "For the poor - No one is left behind" which has received the support and positive response of the people of Thanh Hoa province.

In addition, a bright spot in the province's mechanism is the assignment of lowland districts, where there are good socio-economic development conditions, to cooperate with mountainous districts where socio-economic conditions are still difficult, and assign departments and branches to support particularly difficult communes. This is one of the good solutions worth studying for provinces across the country. Thanh Hoa has mobilized the political system to strongly participate in implementing the goal of sustainable poverty reduction in conjunction with the socio-economic development plan. Strengthen the leadership and pioneering role of Party committees; assign party members and cadres to participate in helping poor communities and poor households to escape poverty. Arouse the culture of rising up and the desire for creativity in society; people have the spirit of self-reliance, self-reliance, proactively rising up to "escape poverty", building a "prosperous and happy" life.

Reducing poverty with responsibility, intelligence and heart

Concluding the conference, Provincial Party Secretary Do Trong Hung emphasized: “Entering the 2021-2025 period, on the basis of inheriting the achievements and results of many previous periods; many support policies for the poor have expired; with the attention, direction and timely support of the Central Government, the synchronous, drastic and effective participation of the entire political system; the attention and active response of the business community and all classes of people; poverty reduction work in the province continues to achieve many important results, making Thanh Hoa a "bright spot" of the whole country in implementing sustainable poverty reduction work.

To achieve the goal of striving by 2025, Thanh Hoa will be among the leading provinces in the country - a new growth pole, together with Hanoi, Hai Phong, Quang Ninh forming a development quadrangle in the North of the country; by 2030, it will become an industrial province in a modern direction, with people having a higher standard of living than the national average, according to Resolution No. 58 of the Politburo and Resolution of the 19th Provincial Party Congress; the successful implementation of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 in the province is of great significance.

With the spirit of "Reducing poverty in the coming time with intelligence, responsibility and heart", Comrade Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Do Trong Hung believes that with the tradition of solidarity, high determination, great efforts, drastic and effective actions, Thanh Hoa province will successfully implement the National Target Program on sustainable poverty reduction in the province, contributing to the successful implementation of the goals and tasks according to Resolution No. 58 of the Politburo and Resolution of the 19th Provincial Party Congress.

On this occasion, 44 collectives, 26 individuals, and 17 households with many achievements in implementing the emulation movement "For the poor - No one is left behind" in the period of 2021-2023 were honored to receive certificates of merit from the Chairman of Thanh Hoa Provincial People's Committee.
