Deputy Prime Minister Tran Hong Ha has just signed Decision No. 647/QD-TTg dated March 18, 2025 on the establishment of the State Appraisal Council to appraise the Feasibility Study Report of Component Project 1: Investment in the construction of the North-South Expressway, West section, Gia Nghia (Dak Nong) - Chon

According to the Decision, the Minister of Finance is the Chairman of the Council.

The Vice Chairman of the Council is the Deputy Minister of Finance.

Council members include: Leaders of the Ministries of Construction; Agriculture and Environment; National Defense; Public Security; Leaders of the State Bank of Vietnam; Leaders of the provinces of Dak Nong and Binh Phuoc.

The Ministry of Finance is the standing body of the State Appraisal Council.

The responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the Council members, and the Council's standing body shall be implemented in accordance with the provisions of Articles 4, 5, 6, 7, and 8 of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government stipulating the order and procedures for appraising important national projects and monitoring and evaluating investment.

The Council is responsible for completing the Appraisal Report according to regulations, clearly affirming that the Project meets the conditions for the Prime Minister to approve the project.

The Council's appraisal costs shall be implemented in accordance with the provisions of Article 12 of Decree No. 29/2021/ND-CP. The Council shall use the seal and account (if necessary) of the Ministry of Finance to serve the Council's operations.

Agencies with members of the State Appraisal Council must send written nominations to the Council's standing agency (Ministry of Finance) before March 21, 2025.

Binh Phuoc Provincial People's Committee is responsible for providing complete documents related to the appraisal process of the Project Feasibility Study Report.

The Council shall dissolve itself after the Prime Minister decides to approve the Project.

This Decision takes effect from the date of signing and promulgation, March 18, 2025.
