Hai Phong City deploys the construction of a socialist model associated with people

The workshop was chaired by comrades: Politburo member, Party Central Committee Secretary, Head of the Central Propaganda and Mass Mobilization Commission Nguyen Trong Nghia; Party Central Committee member, Hai Phong City Party Committee Secretary Le Tien Chau; Party Central Committee member, Editor-in-Chief of Communist Magazine Hoang Trung Dung.

In addition, there were also representatives of leaders of central ministries, departments and branches, representatives of leaders of some localities, experts, scientists, central and local press agencies.

The workshop aims to collect opinions from experts, researchers, and practical managers on the policy of building a socialist model associated with socialist people in Hai Phong city; thereby perfecting the set of criteria/characteristics of socialism and socialist people in Hai Phong city.

Speaking at the conference, Dr. Hoang Trung Dung, Editor-in-Chief of Communist Magazine, said that this is important content, contributing to providing scientific and practical arguments for our Party and our country to successfully build a model of Socialism associated with Socialist people in the new era.

At the same time, the Editor-in-Chief of Communist Magazine affirmed that at the Conference to disseminate and implement the contents of the 10th Central Conference, General Secretary To Lam requested that localities focus on building and ensuring the quality of documents of Party Congresses at all levels and documents of the 14th Party Congress, emphasizing that "Each locality needs to specify and clearly define the orientation and solutions for building a socialist model associated with socialist people in each locality, Hai Phong and Da Nang take the lead in implementing, creating a basis for drawing experience and replicating throughout the country".

During the visit and working session of General Secretary To Lam with the Executive Committee of the Hai Phong City Party Committee on November 14, 2024, the General Secretary requested that Hai Phong proactively discover new models and new factors to foster, train, and replicate in the implementation of building a socialist model associated with socialist people.

Dr. Hoang Trung Dung hopes that experts, scientists, managers, and delegates will focus on discussing and exchanging some key issues.

Firstly, to better understand the theoretical issues of Marxism-Leninism on socialism and socialist man; the theoretical development of the Communist Party of Vietnam, Ho Chi Minh thought and the theoretical awareness of the Hai Phong City Party Committee on socialism associated with building socialist man.

Clarifying the theoretical and practical basis of the socialist model associated with socialist people in the new context. In particular, clarifying the core content of the set of criteria for building socialism and socialist people at the local level, with the spirit of Hai Phong taking the lead, thereby summarizing, evaluating and replicating the model nationwide.

Second, contribute ideas to the Project on Building Socialism associated with socialist people of Hai Phong city and people of Hai Duong land, the locality that will be merged with Hai Phong city in the coming time regarding the existing criteria, typical characteristics and new criteria and characteristics.

Third, we hope that experts, scientists, managers, and delegates will contribute ideas on policies invested by the Central Government and internal policies and guidelines to build Hai Phong to meet the requirements and tasks in the new era, closely linked to the common development of the Northeast Red River Delta and the whole country.

Hai Phong is an important port city, industrial center, the largest seaport in the Northern region, and also the economic, cultural, medical, educational, scientific, technological, and commercial center of the Northern coastal region. After 40 years of renovation, Hai Phong city has achieved many important achievements.

The scale of the economy has consistently maintained the second position in the Red River Delta, rising to the fifth position in the country in 2024. The city's GRDP scale in 2024 is 6.32 times that of 2010, 3.4 times that of 2015 and 1.62 times that of 2020. Hai Phong is the only locality to maintain double-digit economic growth for 10 consecutive years with a growth rate of 11.01% in 2024 (about 1.55 times higher than the national average).

The economic structure continues to shift towards reducing the proportion of agriculture, forestry and fishery, and increasing the proportion of industry and construction. Average income per capita in 2024 will reach 8,665 USD/person. State budget revenue ranks 3rd, FDI attraction ranks 2nd nationwide.

Hai Phong ranks first in the country in terms of Competitiveness Index, Administrative Reform Index, People's Satisfaction Index and Provincial Green Index. New rural construction is promoted, in line with the urbanization process associated with expanding regional linkages, contributing to perfecting the development space.

Science and technology are given attention for development, strongly promoting the application of science and technology in production and life. Promoting green transformation, digital transformation, focusing on attracting investment in high-tech, environmentally friendly industries, strongly promoting value chain linkage and application of digital technology in production. Culture continues to develop, emphasizing and attaching importance to preserving and promoting the value of traditional cultural heritages with Hai Phong characteristics.

Hai Phong people with the tradition of "Loyalty - Determination to Win" are a community that always looks out to the sea, has a flexible vision and thinking, an open mind, a strong will, courageous actions, straightforward behavior, and loyalty, and has made and is making many great contributions to the cause of building and defending the country throughout the history of the nation.

With its achievements, Hai Phong city has been awarded the title “Heroic City” by the Party and State. This is not only a glorious milestone of the past, but also a reminder of the great responsibility of today and the future aspirations of the Party Committee, government and people of Hai Phong city.

On the basis of identifying the geographical, political, economic, cultural and human factors of Hai Phong - the especially important premises for Hai Phong city to become a bright spot in economic, cultural and social development, ensuring national defense, security and international integration in the new era of development, the era of national growth.

The Organizing Committee of the Conference received more than 50 papers. The papers focused on the following 3 main groups of issues:

The first group of issues : - Explain more clearly some theoretical issues of Marxism-Leninism on socialism and socialist people; the theoretical development of the Communist Party of Vietnam, Ho Chi Minh thought and the theoretical awareness of the Hai Phong City Party Committee on socialism associated with building socialist people.

- Factors affecting the process of building socialism and socialist people in Vietnam in general and Hai Phong city in particular in 40 years of renovation.

The second group of issues: - Clarifying the process of building socialism and socialist people in Vietnam in general and Hai Phong city in particular in 40 years of renovation (achievements, shortcomings and limitations that need to be overcome).

- Identify the content of the criteria for building socialism associated with socialist people in Hai Phong city in the new context.

Third group of problems:

- Propose and advise Hai Phong government on tasks and solutions to build socialism associated with socialist people in Hai Phong city.

Immediately after the workshop, the Hai Phong City Party Committee and the Communist Magazine will direct the collection of opinions from leaders, experts, scientists and delegates to continue perfecting the Project; develop a report and recommendations to send to the leaders of the Party, State, relevant departments, ministries and branches as a reference basis in developing and organizing the implementation of related policies and guidelines, especially specific mechanisms and policies for Hai Phong city in building the model.

At the same time, research and advise on organizing thematic conferences by content groups; organize to collect opinions widely among the city's people, discuss in party congresses at all levels before submitting to the 17th Congress of the City Party Committee, term 2025-2030 for approval. Create a basis for Hai Phong city to successfully implement the construction of a socialist model associated with socialist people, from which to evaluate, summarize, draw lessons, and replicate throughout the country.
