Mr. Bui Xuan Cuong said that currently, the Ho Chi Minh City Urban Railway Management Board (MAUR) and Guangzhou Metro Group are actively implementing the cooperation contents according to the signed Memorandum of Understanding, bringing about practical results. On September 8, 2025, the Ho Chi Minh City Urban Railway Management Board signed a contract with the GMDI-TEDIS PCC ART Joint Venture to implement the consulting package for preparing the adjusted feasibility study report, FEED design and bidding for the Metro Line 2 Construction Project (Ben Thanh - Tham Luong).
These are the key areas of cooperation identified between Ho Chi Minh City and Guangzhou City, especially in the context that the new Ho Chi Minh City needs to develop a modern transport infrastructure connection system, completing the plan for 7 Metro lines with a total length of 355 km within the next 10 years.
Mr. Bui Xuan Cuong hopes to work with Guangzhou to promote cooperation in developing logistics chains and seaport systems based on taking advantage of Ho Chi Minh City's strategic position as a trade gateway for the Mekong sub-region, Guangzhou's important role as a maritime hub in the global supply chain, and a key link in the development strategy of the Guangdong - Hong Kong - Macao Greater Bay Area.
In addition, Ho Chi Minh City wishes to cooperate with Guangzhou City in key areas, contributing to improving innovation capacity and participating more deeply in the global value chain, especially in areas where Guangzhou has strengths such as: High-tech industry, healthcare and smart cities.
Guangzhou City Vice Mayor Lai Zhihong highly appreciated the initial cooperation between Guangzhou Metro Group and Ho Chi Minh City Urban Railway Management Board in implementing Metro Line 2 of the city. This shows that there is still much potential for cooperation between the two cities, especially in the fields of urban infrastructure development, smart transportation, and environment. Guangzhou City has strong state-owned enterprise groups in fields such as urban railways, environment and smart urban construction, etc.; and wishes to cooperate with Ho Chi Minh City, especially in waste treatment and waste incineration development, in which Guangzhou has a lot of experience.
“Guangzhou wishes to work with Ho Chi Minh City to promote cooperation in many fields, expand trade and connectivity, and enhance people-to-people exchanges in a practical, sustainable, and in-depth manner. Thereby, practically implementing the contents that the two countries' senior leaders have agreed on to promote the Comprehensive Strategic Cooperative Partnership,” Mr. Lai Chi Hong emphasized.
