Resolving administrative procedures for people at the Hue City Public Administration Service Center

According to the announced results, Hue City's PAR INDEX in 2024 reached 91.03 points, an increase of 2.66 points and an increase of 10 ranks compared to 2023, ranking 7th out of 63 provinces and cities nationwide. Meanwhile, Hue City's SIPAS Index reached 85.27%, an increase of 2.79% and an increase of 17 ranks, rising to rank 15th out of 63 provinces and cities.

2024 marks the 13th consecutive year that the Ministry of Home Affairs has coordinated with ministries, branches and localities to determine and publish the PAR INDEX and the 8th year of measuring SIPAS nationwide. These are two important tools to objectively and comprehensively assess administrative reform as well as the level of people's satisfaction with the services of state administrative agencies.

The 2024 provincial PAR INDEX is structured into 8 assessment areas, including: Administrative reform direction and administration; administrative procedure reform; apparatus organization reform; institutional reform; building and developing e-government, digital government; public finance reform; civil service reform; and the impact of administrative reform on people, businesses and socio-economic development.

Meanwhile, the SIPAS 2024 Index set includes 103 indicators, reflecting multi-dimensional views, feelings, expectations and actual satisfaction of people in the process of accessing and using public administrative services.

SIPAS is divided into 3 main content groups: Group 1 includes 42 assessment and evaluation indicators reflecting people's perceptions of government accountability, people's ability to participate in the process of policy formulation and implementation, quality of implementation and policy effectiveness. Group 2 includes 10 indicators of needs and expectations, recording people's legitimate expectations for public administrative services. Group 3 includes 51 satisfaction indicators, assessing people's satisfaction level in the process of using services, including accessibility, transparency of procedures, service attitude of officials, service quality and ability to handle feedback and recommendations.

The "champion" of the PAR INDEX and SIPAS in 2024 both belong to Hai Phong City.
