On April 25, at the 23rd thematic session, term VIII, term 2021 - 2026, Hue City People's Council gave opinions and approved the policy on the Project on rearranging commune-level administrative units in 2025 of Hue City.
To ensure that the total number of administrative units at commune and ward levels after the rearrangement is reduced by about 60% to 70% of the total number of administrative units at commune level before the rearrangement in the city, the People's Committee of Hue city has developed a project to rearrange 133 existing administrative units at commune level (including: 48 wards, 78 communes, 7 towns) into 40 administrative units at commune level (including 21 wards and 19 communes), reducing 93 administrative units (including: 27 wards, 59 communes, 7 towns) equivalent to a reduction of 69.92%.
After the arrangement, the new commune-level administrative units in Hue city basically meet the standards prescribed by the Central Government. At the same time, the arrangement and reorganization of commune-level administrative units have ensured compliance with the City Planning and Hue Urban Master Plan approved and decided by the Prime Minister .
Hue City also organized a consultation with the People in 1,086 villages and residential groups of 132 communes, wards and towns on the plan to rearrange and reorganize commune-level administrative units and new names. As a result, the People agreed with the rearrangement of commune-level administrative units with a high rate: 99.21% compared to the total number of voters participating in the consultation.
Along with the arrangement and reorganization of commune-level administrative units, Hue city also developed a plan and roadmap for the arrangement of cadres, civil servants, public employees, and workers after the arrangement of administrative units.
According to statistics, the number of civil servants, public employees, and workers at district and commune levels in Hue city as of April 1, 2025 is 23,764 positions, of which 23,073 are present, and 691 are unused.
Hue City People's Committee said that in the immediate future, the current number of civil servants at district and commune levels will be maintained to arrange work at the commune level and to review and streamline the payroll in conjunction with restructuring and improving the quality of the team to meet the requirements of the task, ensuring that within 5 years, it will basically comply with the Government 's regulations; the average payroll of each commune level is expected to be about 32 (excluding the Party and mass organizations).
For 2,004 part-time workers at the commune level, the City People's Committee directed sectors and localities to consider and arrange those who meet the requirements of the task to participate in work in villages and residential groups and implement policies and regimes for cases where work is not arranged according to regulations.
In his closing speech, Secretary of the City Party Committee and Chairman of the Hue City People's Council Le Truong Luu requested the City People's Committee to promptly and effectively implement the resolutions passed by the City People's Council. Receive and complete the Project on rearranging the city's commune-level administrative units and send it to the Ministry of Home Affairs for appraisal and submission to the Government to ensure quality and progress, according to regulations.
Continue to strengthen propaganda and mobilization work for civil servants, public employees, non-professional workers at the commune level and people in localities to reorganize administrative units, creating a high level of consensus in implementing the policies of the Central and the city.
Mr. Le Truong Luu requested agencies, units, cadres and civil servants to strictly implement discipline and administrative discipline, focus on resolving administrative procedures, not to interrupt work that affects service to people and businesses; preserve records and documents of agencies and units during the arrangement process in accordance with regulations. Proactively plan the use of assets and headquarters to avoid waste and loss after the arrangement. Continue to strictly manage investment projects managed by the district level when there is no district-level administrative unit.
