Ministry of Education Inspectorate 'reveals' violations at 2 universities training in medicine and pharmacy

The Inspectorate of the Ministry of Education and Training requested two medical and pharmaceutical training schools to organize a review and clarify the responsibilities of those who allowed shortcomings and violations in training and enrollment.

The Inspectorate of the Ministry of Education and Training has just announced two inspection conclusions pointing out many violations in enrollment, teaching staff, and training programs of Vo Truong Toan University (Hau Giang province) and Hai Phong University of Medicine and Pharmacy.

Vo Truong Toan University: Stopped training 3 majors, students dropped out and changed majors

Inspectors of the Ministryof Education and Training have pointed out many shortcomings and violations in the training program and teaching staff of Vo Truong Toan University.

The university-level medical and pharmaceutical training program that arranges the law subject in the basic knowledge block of the industry is not in accordance with the structure prescribed by the Ministry of Education and Training.

In addition, the school has many violations, such as the university-level majors (e-commerce, international business, state management) of the school when inspected do not ensure the team of permanent lecturers to preside over the organization and implementation of training programs according to regulations.

Notably, on August 10, 2024, the school stopped enrolling in university-level training for the three above-mentioned majors.

On August 15, 2024, the school announced the student training plan when it stopped enrolling and training 3 majors; 10 students of courses 15 and 16 were affected.

The school then decided to allow 3 students to drop out and 7 students to transfer to other majors at the school.

The Inspectorate of the Ministry of Education and Training requested the school to review and have a plan to supplement the permanent teaching staff to ensure the standard conditions of the training facility according to the prescribed roadmap.

Report to the Department of Higher Education on the plan to handle the number of students in majors that have terminated enrollment and training activities according to regulations.

At the same time, report to the Ministry of Health to propose a plan to determine working hours and main/part-time workload of full-time lecturers according to Government regulations on organizing practical training in health sector training.

From there, it serves as a basis for determining enrollment and training targets and ensuring training for facilities that provide training in the health sector.

Hai Phong University of Medicine and Pharmacy: Enrollment exceeds target for many health majors

According to the inspection conclusion, in 2023, Hai Phong University of Medicine and Pharmacy recruited 6.7% more students than the regular university-level pharmacy transfer quota determined by the school itself; and 5% more students than the nursing transfer quota determined by the school itself.

In 2024, the school's enrollment in full-time undergraduate programs in the health sector exceeded its self-determined target by 10.4%; reaching 64.2% compared to the regulations on determining targets. The part-time nursing program exceeded its self-determined target by 12.5%, but reached 62% compared to the target determined according to regulations.

In addition, the content of the law subject of the training program for bachelor of nursing, preventive medicine doctor, pharmacist, medical laboratory, and dentist is integrated into the general education curriculum when building the training program, which is incorrect.

In particular, the school lacks members of the appraisal council who are scientists outside the training institution for the book selection council (demography books, books on managing common health problems among the elderly in the community, basic medical teaching methods) as prescribed.

The Inspector of the Ministry of Education and Training recommends that Hai Phong University of Medicine and Pharmacy carry out the work of determining enrollment quotas, organizing enrollment, and organizing training management in accordance with the current regulations of the Ministry.

Review, revise, and supplement training programs for bachelors of nursing, preventive medicine doctors, pharmacists, medical laboratory technicians, and dentists, ensuring compulsory general education knowledge including subjects of political theory, law, physical education, and national defense and security education.

At the same time, review and develop plans and roadmaps to supplement the permanent teaching staff to ensure the training program meets the prescribed standards.
