Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 517/CD-TTg dated June 6, 2023 on implementing solutions to ensure electricity supply in the dry season of 2023 and the coming time.
Telegram sent to the Minister of Industry and Trade ; Chairman of the State Capital Management Committee at Enterprises; Chairmen of People's Committees of provinces and centrally-run cities; Chairmen and General Directors of the following corporations: Vietnam Electricity, Vietnam Oil and Gas, Vietnam Coal and Mineral Industries Group, stating:
The severe heat and the impact of the El Nino phenomenon occurring in many places across the country in recent times have increased the demand for electricity for daily life of the people, combined with the lack of rain in the northern provinces, causing very low water levels in hydroelectric reservoirs, which has greatly affected the electricity supply in the dry season of 2023. The Prime Minister has directed in many forms from early on and from afar to ensure electricity supply in the dry season of 2023, in which it is absolutely required not to let power shortages occur as well as noting specific solutions to overcome difficulties in electricity supply in the past time, including Notice No. 185/TB-VPCP dated May 19, 2023. Although Vietnam Electricity (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV) and relevant ministries and agencies have made efforts to implement a number of urgent solutions, up to now, there have been factors that negatively affect the electricity supply. ensuring adequate electricity supply in the coming time, especially in the North. Given the current difficulties in electricity supply, the Prime Minister requests:
1. Ministry of Industry and Trade:
- Review and carefully evaluate the current electricity supply situation, especially emerging factors affecting the assurance of electricity supply to enhance the effectiveness and efficiency of state management, promptly guide EVN to develop proactive scenarios to promptly respond to difficulties in electricity supply and organize implementation according to regulations. Complete this work before June 10, 2023.
- Urgently complete the Prime Minister's Directive on enhancing electricity saving in the period of 2023 - 2025 and the following years, under the direction of Deputy Prime Minister Tran Hong Ha, focusing on practical and effective solutions in the current difficult period of electricity supply, and submit it to the Prime Minister for signing and promulgation before June 8, 2023.
- Urgently complete the Prime Minister's Directive on ensuring electricity supply, coal and gas supply for electricity production in the coming time according to the Prime Minister's direction in Official Dispatch No. 8230/VPCP-CN dated December 7, 2022, and report to the Prime Minister before June 15, 2023.
- Research and provide guidance on the final handling of wind power and solar power projects that have been invested in and constructed but have not met the deadline for applying the FIT price mechanism (expired); urgently provide guidance on negotiating electricity prices in the spirit of "harmonized benefits and shared risks" for wind power and solar power projects in the above categories according to regulations, to be completed in June 2023.
- Review the provisions of the law on electricity to provide guidance on investment in the transmission grid according to the approved electricity development plan, in which promoting investment in the form of public-private partnership during the construction process, submitting to the Prime Minister for promulgation the Plan to implement the VIII Electricity Plan.
- Urgently adjust the management and direction of the National Power System Control Center to the Ministry of Industry and Trade according to the regulations of the Party and the State in June 2023 and study and implement appropriate and effective policies.
2. The State Capital Management Committee at Enterprises, within the scope of its authority and legal provisions, directs EVN, PVN, and TKV to closely and effectively coordinate in implementing solutions to ensure electricity supply in the dry season of 2023 and the following period; promptly report to the Prime Minister on issues beyond its authority.
3. Vietnam Electricity Group:
- Focus on effectively mobilizing all resources, making the greatest efforts in directing and implementing synchronously and effectively solutions to ensure electricity supply; strictly implementing according to regulations and instructions of the Prime Minister and guidance of the Ministry of Industry and Trade on this issue.
- Proactively develop flexible scenarios to respond to difficulties in electricity supply and follow the instructions of the Ministry of Industry and Trade; at the same time, preside over and coordinate with ministries, branches and localities to organize implementation according to regulations.
- Urgently direct and directly resolve problems at power plants, especially power plants in the North, to put them into operation as soon as possible.
- Focus on effectively implementing solutions to increase electricity saving, especially in June 2023.
4. Vietnam National Coal - Mineral Industries Group and Vietnam Oil and Gas Group shall provide sufficient coal and gas for power plants as requested by EVN; closely coordinate with EVN in implementing solutions to ensure electricity supply in the coming time; promptly direct the immediate resolution of incidents at power plants under their authority, and put them into operation in June 2023.
5. People's Committees of provinces and centrally run cities closely coordinate with EVN and power corporations/companies in implementing electricity saving work at the local level to achieve the highest efficiency and implement scenarios to respond to difficulties in electricity supply in the coming time.
6. Assign the Minister of Industry and Trade to direct the establishment of a specialized inspection team in accordance with the provisions of law on electricity management and supply of Vietnam Electricity Group from January 1, 2021 to June 1, 2023.
