(BGDT) - On May 18, the Bac Giang Real Estate Association held a conference to discuss difficulties and obstacles in the social housing business in the province. Attending were representatives of a number of real estate trading floors in the province.
At the conference, representatives of real estate trading floors discussed some issues related to difficulties and obstacles in the business practices of enterprises at the grassroots level; difficulties in legal policies that enterprises encounter. Specifically, the procedures for reviewing loan conditions and loan application approval still have many steps and many issues that need to be confirmed.
Notably, the policies and procedures of banks when lending to low-income people in districts are different, causing difficulties for people, business and distribution units; borrowers from other provinces have difficulty accessing loans. In Clause 5, Article 13 of Decree 100/2015/ND-CP of the Government, it is stipulated that customers borrowing to buy social housing must make monthly savings deposits at social policy banks for at least 12 months, with the deposit amount according to the regulations of the lender. This regulation has caused difficulties for customers in need.

In addition, the prescribed application form is not really suitable for the characteristics of social housing for workers, so when implemented, it leads to different requirements between investors, tax authorities and banks, causing difficulties for people when buying houses. Requiring the customer's business to confirm home ownership and confirm the conditions for buying a house is not appropriate. The loan credit package has a high interest rate, not really creating convenience for low-income people.

From the above difficulties, representatives of real estate trading floors proposed that the Provincial Real Estate Association recommend that functional agencies, local authorities and banks pay attention to removing the above difficulties and obstacles, creating conditions for low-income people, especially workers, to access social housing.
Representatives of real estate floors said that in order for each social housing project to promote its effectiveness, purpose, and reach the right target audience, when implementing the project, businesses and investors need to carefully research the market, the target audience, and the appropriate apartment size.
Regarding relevant authorities, the Provincial Labor Federation needs to pay more attention to promoting social housing projects in a more specific and clear manner so that people can better understand this preferential policy of the State, feel secure in buying social housing, and settle down.
