On the afternoon of March 27th, the Steering Committee for the Campaign to Support Housing Construction for Poor Households, Policy-Eligible Families, and Households Facing Housing Difficulties in the Province during the 2024-2025 period (hereinafter referred to as the Provincial Steering Committee) held an online conference to assess the situation of housing construction for poor households, policy-eligible families, and households facing housing difficulties in 11 mountainous districts of the province. Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, and Deputy Head of the Provincial Steering Committee, chaired the conference.
The meeting was chaired by the Standing Deputy Secretary of the Provincial Party Committee, Lai The Nguyen.
Attending the conference were: Ms. Pham Thi Thanh Thuy, Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, and Deputy Head of the Provincial Steering Committee; Mr. Dau Thanh Tung, Provincial Party Committee Member and Vice Chairman of the Provincial People's Committee; leaders of provincial departments and agencies; and members of the Provincial Steering Committee. The conference was connected online to 11 mountainous districts.
Comrade Pham Thi Thanh Thuy, Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, and Deputy Head of the Provincial Steering Committee, presented a report on the progress of housing construction for poor households, policy beneficiary households, and households still facing housing difficulties in Thanh Hoa province.
According to the Provincial Steering Committee's report, as of March 25, 2025, the entire province had supported the commencement of construction and repair of housing for 6,089 households/houses, including 4,691 new constructions and 1,398 repairs. Currently, mountainous districts still have 8,977 households in need of support for new construction or house repairs, including 5,930 new constructions and 3,047 repairs.
Deputy Chairman of the Provincial People's Committee, Dau Thanh Tung, delivered a speech at the conference.
At the conference, provincial leaders and leaders of mountainous districts reported on the progress in eliminating temporary and dilapidated houses, as well as the difficulties and obstacles encountered during implementation. Accordingly, the review, assessment, and approval of the list of eligible individuals in localities still contain many errors, inaccuracies, duplications, and multiple additions; there is also a lack of consistency in data between the advisory and compilation agencies.
Ms. Luong Thi Hoa, Secretary of the Nhu Xuan District Party Committee, reported on the progress of implementation and presented proposals and recommendations.
The opinions also proposed solutions to complete the construction of housing in accordance with Prime Minister 's Directive No. 42 and the Provincial Party Committee's Standing Committee Directive No. 22.

In his concluding remarks at the conference, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen acknowledged and highly appreciated the decisive spirit, determination, and responsibility of the Standing Committees of the District Party Committees in the mountainous districts in directing the implementation of the campaign to eliminate temporary and dilapidated houses.
However, the opinions expressed at the conference indicate that in the coming period, the task of building houses for eligible individuals remains very significant. On average, from now until October 30, 2025, the entire province must complete 43 houses per day, which is a considerable number. Without determination and decisive action, this task will not be completed.

Through two phases of implementation, seven groups of difficulties have emerged that need to be addressed: the total unallocated funds at all three levels remain very large; the total amount of funds that need to be mobilized is also very large; mountainous districts still have 8,977 households needing support for new construction or house repairs; the lists of households sent to the province contain many errors, and the districts are slow in reporting to the province; some districts are facing difficulties with land procedures; the mobilization of organizations, individuals, and associations in some localities to support construction labor has not been truly effective; and the implementation of the program for stabilizing the population and preventing flash floods under Project 4845 has been slow in disbursing funds.

Based on identifying the remaining obstacles, the Standing Deputy Secretary of the Provincial Party Committee requested that the 11 mountainous districts, after this conference, accurately review the list of households needing support and report it to the Department of Ethnic Minorities and Religion - the standing agency of the Provincial Steering Committee and the Provincial Fatherland Front Committee - to submit to the Provincial People's Committee for reporting to the Provincial Steering Committee for guidance and resolution.
Following this conference, the Department of Ethnic Minorities and Religions will receive the handover of work and tasks from the Provincial Party Committee's Propaganda and Mass Mobilization Department and the Provincial Fatherland Front Committee.
The Provincial Fatherland Front Committee, based on the list provided by the Provincial People's Committee, will promptly allocate the support funds to the districts for implementation according to regulations and will monitor and supervise the use of funds, as well as the overall progress of the entire province. In addition, it is responsible for advising the Provincial Steering Committee to issue a document requiring lowland districts to fully allocate the funds for house construction within their districts; any remaining funds should be transferred to the province for allocation to mountainous districts.
In addition, the Provincial Fatherland Front Committee is tasked with urging districts, units, businesses, and benefactors who have registered to provide support to transfer the funds.
Deputy Secretary of the Provincial Party Committee Lai The Nguyen delivered the concluding remarks at the conference.
Regarding land issues, the Standing Deputy Secretary of the Provincial Party Committee, Lai The Nguyen, instructed the Department of Agriculture and Environment to guide the districts in resolving difficulties and obstacles to implement the construction of houses for the people. Regarding the difficulties in disbursing funds from the poverty reduction program and the socio -economic development program in mountainous districts, the Department of Ethnic Minorities and Religion was tasked with researching and guiding the districts in resolving these issues.
The Deputy Secretary of the Provincial Party Committee once again requested that the funds allocated for the construction and elimination of temporary and dilapidated houses be used for their intended purpose and not for other purposes. With a sense of urgency, responsibility, high determination, and great effort, the districts strive to complete the elimination of temporary and dilapidated houses by October 2025.
