On the afternoon of December 16th, in Hanoi, the Government and the Central Policy and Strategy Committee jointly organized the high-level plenary session of the Vietnam Economic Forum 2025, Outlook 2026 (VEPF) with the theme “Vietnam’s economy develops rapidly, sustainably, and with a green transformation in the digital age”. Comrade Pham Minh Chinh, Member of the Politburo and Prime Minister, attended and chaired the forum. The forum was connected online to provinces and cities nationwide.

Following the opening speech by Comrade Nguyen Thanh Nghi, Member of the Central Committee of the Party and Head of the Central Policy and Strategy Committee, who emphasized the role, significance, and importance of the Vietnam Economic Forum 2025 and its prospects for 2026, delegates from central ministries and agencies, domestic and foreign economic organizations, and localities discussed, analyzed, and objectively and comprehensively assessed the achievements, shortcomings, limitations, and causes in macroeconomic management in 2025, especially the implementation of the requirement for rapid and sustainable economic development associated with the dual transformation process (green transformation and digital transformation).

The delegates also analyzed and clarified the international and domestic context; assessed the opportunities and challenges for economic development in 2026 and the 2026-2030 period towards the goal of double-digit growth. At the same time, they proposed strategic solutions and suggestions for achieving double-digit growth, green transformation linked to strong digital transformation in the 2026-2030 period, and specific directions and solutions for governance in 2026.

According to representatives from the Central Policy and Strategy Committee, the strategic solution to realize the "double-digit" growth target is to stabilize the macroeconomic situation in all circumstances, requiring synchronized and effective coordination between fiscal and monetary policies based on a more specific "role division." Along with that, it is necessary to remove policy obstacles such as: simplifying procedures, ensuring quick and efficient support for people and businesses; resolving outstanding projects and national projects. Furthermore, it is necessary to renew traditional growth drivers and promote new growth drivers such as: changing export strategies and models, and developing strategies that are appropriate for key economic sectors...

Chairman of the Provincial People's Committee Nguyen Hoai Anh attended the forum at the Thanh Hoa province's remote location.

At the forum, Vice Chairman of the National Assembly Vu Hong Thanh also delivered a speech emphasizing the task of creating and perfecting institutions, and building and implementing laws that are closely aligned with the new growth model.

In his keynote address at the forum, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the heartfelt and responsible opinions, reflecting the intellect and comprehensive vision of the delegates at the high-level plenary session as well as in the two thematic sessions held on the morning of December 16th. He also stated that the Party and State have always paid attention to and issued many mechanisms and policies to promote rapid and sustainable economic development based on the dual transformation of "greening and digitalization" – this is an objective requirement and a strategic choice. All levels, sectors, and localities must concretize the policies identified by the Party and State with the perspective of "not being overly perfectionist, not being hasty, and not missing opportunities."

The Prime Minister emphasized the outstanding and comprehensive achievements in all socio-economic fields of the country in 2025, with the determination and efforts of the entire political system to overcome all difficulties and challenges; and affirmed: "The results achieved in 2025 and in the past years show that the Vietnamese economy is strong enough to withstand external shocks such as the COVID-19 pandemic, monetary policy, etc."

The Prime Minister also pointed out the existing shortcomings, limitations, difficulties, and challenges in the new period, with the hope that all levels, sectors, and localities will continue to uphold the spirit of solidarity, responsibility, effort, and determination to successfully achieve the set goals and tasks, based on the perspective that rapid and sustainable development is an unstoppable driving force.

Prime Minister Pham Minh Chinh suggested several strategic solutions to realize the goal of "double-digit" growth in the new phase and requested ministries, sectors, and localities to focus on implementation in the spirit of: Party leadership, State creation, pioneering enterprises, public-private partnership, national development, and people's happiness.

Prior to the formal high-level plenary session, the Vietnam Economic Forum 2025, Outlook 2026 held two thematic sessions: the "Finance - Banking" session with the theme "Mobilizing and effectively utilizing financial resources for economic growth targets in the 2026-2030 period" and the "Circular Economy" session with the theme "Promoting green transformation, developing a circular economy to realize high growth and sustainable development goals".
