Changing the approach mindset, effectively implementing administrative procedure reform

On the morning of October 16, the Prime Minister 's Administrative Procedure Reform Working Group held its second online meeting to assess the situation and results of implementing innovative solutions in implementing administrative procedures and providing public services to people and businesses at ministries, branches and localities.

Deputy Prime Minister, Head of the working group Tran Luu Quang chaired the meeting.

Attending at the Dak Lak bridge point were Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Ha; representatives of leaders of relevant departments, branches and sectors.

According to the report at the meeting, in recent times, the implementation of administrative procedures and provision of public services have had many positive changes. Up to now, 100% of agencies and units nationwide have paid attention to upgrading and perfecting the Information System for handling administrative procedures; the digitization of records and results of handling administrative procedures has been deployed in 9,200/11,956 one-stop departments, accounting for 76.9%; the conversion from paper records to electronic records at the ministerial level reached 81.39% and at the local level reached 70.24%.

The Government Cipher Committee has ensured the provision of over 715,000 digital certificates to ministries, branches and localities nationwide. 15 ministries, branches and 63 localities have completed the connection of the online system for handling administrative procedures with national population data. In total, there have been 12 billion lookup cases, over 500 cases of synchronizing citizen information; 91.2 million demographic information cleaned between the national database on social insurance and population; 64.3 million electronic identification records, 42 million accounts activated...

In addition to positive results, delegates also pointed out limitations such as: Regulations on administrative procedures in many legal documents are still inadequate, not suitable to reality but are slow to be amended, supplemented and perfected. Discipline and administrative discipline are not strict; the role of reform and the potential of data in reducing and simplifying administrative procedures, improving service quality and enhancing labor productivity have not been promoted. The quality of online public services is still low and not user-centric. The work of detecting and handling difficulties, obstacles and shortcomings in implementation is still slow. Information technology infrastructure is still weak and lacks synchronization...

Concluding the meeting, Deputy Prime Minister Tran Luu Quang highly appreciated the implementation of administrative procedure reform by ministries, branches and localities nationwide in recent times. At the same time, he requested that each level and each branch must consider this an important task, focusing on implementing innovative solutions to implement administrative procedures and provide public services to serve people and businesses. First of all, we must change our own habits; change our approach; have flexible measures and appropriate responses to difficult situations.

Deputy Prime Minister Tran Luu Quang emphasized that where the leader cares, that place will do well and vice versa; therefore, the heads of agencies, units and localities need to enhance their roles and responsibilities. In addition, ministries and localities need to review old procedures and build new ones that are truly transparent, avoiding unnecessary and cumbersome procedures.

The process of implementing tasks needs to be flexible, reviewed, and prioritized to focus on; coordination needs to be strengthened, and specific implementation regulations need to be developed to clearly define the tasks and responsibilities of each agency and unit. Systems being deployed need to be connected, interconnected, and share data; and public services that have not generated any records in the past 3 years need to be urgently reviewed and reduced.

Localities, ministries and branches should pay attention to arranging qualified and competent people to perform tasks; strengthen inspection and supervision of task performance; effectively implement Project 06; regularly listen to opinions of people and businesses to promptly complete work contents...
