On the morning of October 22, the workshop "Building a creative economy : Promoting the enforcement of copyright in Vietnam" was held in Ho Chi Minh City. The event was organized by the Vietnam Copyright Association (VIETRRO) in collaboration with the Copyright Office, Ministry of Culture, Sports and Tourism, Vietnam Publishing Association, and Ho Chi Minh City Education Association.

The workshop was attended by Ms. Anita Huss-Ekerhult - Executive Director and Secretary General of the International Federation of Reproduction Rights Organizations (IFRRO); Mr. Michael Healy - Executive Director, International Rights Relations, Copyright Licensing Center (CCC) of the United States; Mr. James Bennett - Head of Rights Relations, UK Copyright Licensing Agency (CLA)...
On the Vietnamese side, there were Ms. Nguyen Thi Ngoc Ha - Deputy Head of the Department of Management and International Cooperation on Copyright and Related Rights (Copyright Office); Mr. Hoang Trong Quang - Chairman of VIETRRO and representatives of ministries, branches, cultural and educational agencies.
Over the years, the right to copy - a core property right of authors, publishers and creative entities - has gradually become more deeply recognized in Vietnam.
From the sharing of international organizations, it can be seen that applying a copy licensing system will bring practical benefits, helping schools, libraries and businesses access documents legally and economically, while protecting the rights of creators.
A copy licensing system would be a solution to help educational institutions easily photocopy textbooks, share digital documents transparently, while ensuring authors and publishers receive their due benefits.

However, there are still some challenges including uneven awareness of copyright, widespread infringement; loopholes in law enforcement, few civil disputes brought to court and difficulties in compensation; high rate of copyright infringement in cyberspace; or legal difficulties for organizations like VIETRRO in enforcement.
Regarding solutions, international cooperation from IFRRO and many foreign organizations will pass on advanced control and licensing experience. Regarding difficulties in implementation, VIETRRO - with support from state agencies and the community - hopes to build a sustainable, long-term system.
Ms. Nguyen Thi Ngoc Ha, representative of the Copyright Office, commented: "In the digital age, knowledge and creative content are valuable assets and important production resources. The right to copy, a basic and important right of copyright, is a legal tool to enforce, protect, manage and commercially exploit intellectual property in copyright and related rights."
Gathering more than 120 delegates, the workshop aimed to raise awareness among representatives of state agencies, schools and the publishing industry about the right to copy and licensing of copying. At the same time, the workshop introduced the Vietnamese legal framework and international experience; affirmed economic and cultural benefits; proposed a flexible implementation roadmap in schools, libraries, businesses, etc.
