Defending the homeland "from early on, from afar"
In the jubilant atmosphere of celebrating the 50th anniversary of the liberation of the South and the reunification of the country, General Secretary To Lam expressed his joy and respectfully sent his warmest greetings and best wishes to the generals, Heroes of the People's Armed Forces, and those who directly participated in the historic Ho Chi Minh Campaign.
The General Secretary emphasized that the victory of April 30, 1975, was not only a triumph of indomitable will and the strength of national unity under the leadership of the Party, but also a symbol of the aspiration for national independence, freedom, and peace. It was the culmination of the blood and heroic sacrifices of millions of compatriots and soldiers from all over the country.
Today's and future generations will always cherish, be grateful for, and be proud that in the overall achievements of the country, there has always been the contribution and dedication of the generals and Heroes of the People's Armed Forces who participated in the historic Ho Chi Minh Campaign, especially the immense sacrifices of the officers, soldiers, and people from all walks of life who have made the nation resound with triumphant songs, ensuring its enduring existence and development.
The General Secretary stated that looking back over the past 50 years, we are even more proud of and appreciative of the victories and achievements of previous generations; we deeply understand the invaluable value of national independence and freedom, the happiness of the people; and the value of peace, unity, and development of the country.
We are increasingly confident in the cause of national renewal and development, and in the strength derived from the historical roots of the Vietnamese nation, enabling our country to steadily advance towards socialism in this era of national progress.
That is the will and aspiration of our entire Party, people, and army; it is the responsibility of today's generation to our ancestors and future generations.
At the meeting, informing the delegates about some key aspects of the Party's and the People's Army's major orientations in the coming period, the General Secretary clearly stated that the task of maintaining peace, stability, security, and order for development is also a strategic issue for us.
Given the rapid, dynamic, and unpredictable changes in the current global and regional situation, we must be wise, decisive, steadfast, and calm in handling all situations, both geopolitically and geoeconomically.
To safeguard national sovereignty, independence, and self-reliance, the task of enhancing national defense and security capabilities must never be neglected. The People's Army and the People's Police must be nurtured to ensure they are strong enough to fight and win in any war, must be a pillar of support for the people, and must truly be a fighting force, a working force, and a productive labor force.
In the field of national defense, building on the spirit of the great victory of Spring 1975, the People's Army has strived to excellently fulfill the task of firmly protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland and national interests; national defense and security potential has been consolidated and strengthened in many aspects.
Building a comprehensive national defense posture linked with a people's security posture and a solid foundation of public support. The People's Army and People's Police forces are built to be revolutionary, regular, elite, progressively modern, and politically strong, serving as the core forces to protect the Fatherland "from early on and from afar".
Having appropriate countermeasures and solutions, handling situations promptly and effectively, avoiding passivity and surprises, and maintaining independence and a peaceful and stable environment for national construction and development.
The Party Congress of the Army must be truly exemplary and outstanding.
The General Secretary stated that, with a sense of urgency, seriousness, scientific approach, caution, and certainty, the relevant agencies of the Ministry of National Defense are currently reviewing the Project on organizing local military forces to be "lean, efficient, and strong" to meet the requirements of the new situation, and will report to the Central Military Commission for submission to the Politburo and the Secretariat for consideration and decision.
The General Secretary emphasized several issues, including: researching and proposing the elimination of district-level military agencies and the merger of provincial-level military agencies and Border Guard units; reviewing military agencies in administrative units located in border areas and key defense zones; directing the construction of military defense zones in accordance with the two-tiered local government organizational model; and organizing and building militia and self-defense forces in administrative units undergoing restructuring and reorganization, in sync with the local military agency system at all levels.
Maintain and strengthen the absolute and direct leadership of the Party over the Vietnam People's Army in all aspects; leverage the strength of the entire political system in the process of implementing the adjustment of the organization of local military agencies at two levels to suit their functions, tasks, and weapons, equipment, and technology.
Building a lean, efficient, and powerful army with a balanced and rational organizational structure and troop numbers across all force components, in accordance with the requirements and tasks of national defense in the new situation; ensuring the army has sufficient strength to defeat all enemies in all forms of warfare.
The General Secretary shared that the Central Military Commission and the Ministry of National Defense have actively implemented Resolution No. 8 of the 13th Central Committee on the Strategy for National Defense in the New Situation; strengthened leadership and guidance of the entire army to maintain and enhance combat readiness, ensuring victory in all situations; led the effective implementation of Resolution No. 05 of the Politburo on the organization of the armed forces until 2030 and beyond; and continued to effectively promote the core role of the army in building a national defense system, civil defense, building a "people's defense posture," and firmly protecting the airspace, sea areas, borders, inland areas, and cyberspace.
Actively participate in building a strong local political foundation; proactively implement all plans and take the lead in disaster prevention and mitigation, search and rescue operations, socio-economic development linked with strengthening national defense and security, building new rural areas, and achieving sustainable poverty reduction in strategic areas, remote areas, border regions, and islands.
The General Secretary emphasized the need for proactive innovation to enhance the effectiveness and efficiency of building a politically strong army; and to further improve the effectiveness of international integration and defense diplomacy in accordance with the spirit of the Politburo's Conclusion on international integration and defense diplomacy until 2030 and beyond.
Enhancing defense cooperation, both bilateral and multilateral, creates an interplay of interests and strengthens strategic trust with partners, especially neighboring countries, major powers, and traditional friends.
Continue to maintain, deeply integrate, and enhance the effectiveness of foreign relations in several areas, including United Nations peacekeeping operations, contributing to raising Vietnam's international standing and prestige; complete quality work in logistics, finance, planning and investment, and defense economics, while promoting thrift, combating corruption, negative practices, and waste...
The General Secretary noted that the Central Military Commission must pay special attention to leading the building of a clean, strong, exemplary, and outstanding Party organization within the Army; meticulously prepare in all aspects, especially regarding documents and personnel; and organize well the Party Congresses at all levels for the 2025-2030 term and the 12th Congress of the Party Committee of the Army – the Army Party Congress must truly be a model and exemplary congress.
Closely integrate the planning and strengthening of key personnel with the strengthening of Party committee members for the Party Congresses at all levels.
The General Secretary stated that the People's Public Security force, after three restructurings since 2018, has become significantly streamlined and operates effectively and efficiently. Currently, the Ministry of Public Security does not organize district-level police forces, has taken on several new tasks, especially the policy of deploying police to communes, which has received public support.
In addition to ensuring political security and social order, the Ministry of Public Security makes significant contributions to strategic planning and socio-economic development, maintaining peace and safety for the lives of every citizen. The People's Army and the People's Police are increasingly closely bound together, like brothers in one family, and a solid support for the people.
