Demonstrate exemplary responsibility and take the lead in implementing the Resolution

Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, Secretary of the Party Committees of the Central Party agencies chaired the conference.

Reporting at the conference, comrade Nguyen Long Hai, alternate member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Central Party agencies, said that after 8 years of implementing Resolution No. 18-NQ/TW, the Party Committees of the Central Party agencies and the affiliated Party Committees have completed the review, arrangement of organizational apparatus, streamlining of staff and restructuring of leadership and management teams; reduced 110 department-level units and equivalent, reduced 440 department-level units, and reduced 35 public service units. The agencies and units in the Party Committee have basically completed the streamlined organizational model, with clear functions and tasks, promoting effective leadership, direction and administration.

Comrade Nguyen Long Hai, Alternate Member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee of the Central Party agencies presented a report at the conference.

Regarding staffing, 2,512 staffing levels will be reduced, including 466 central-level civil servants, 1,422 provincial-level and district-level civil servants (including district-level civil servants in the vertical sectors of the Supreme People's Procuracy and the Supreme People's Court); 624 civil servants and public employees of public service units will be reduced. Regarding leadership and management staff, the general department, department, division and equivalent levels will be reduced by 239 people; the department level will be reduced by 1,799 people.

The streamlining of staff was carried out in conjunction with the rearrangement of job positions, the arrangement of personnel according to capacity and qualifications, ensuring the principles of publicity and transparency. The results of the streamlining of staff have significantly contributed to reducing regular expenditures, increasing work efficiency, improving the quality of staff and management capacity in the Central Party agencies; clearly demonstrating the political determination and innovative spirit of the Party Committees of the Central Party agencies in concretizing the Resolution, building a streamlined organization, operating effectively and efficiently, suitable for leadership requirements in the new period.

Regarding the direction of Party congresses at all levels and the organization of the 1st Congress of Party Delegates of Central Party agencies for the 2025-2030 term, comrade Nguyen Long Hai stated that Party congresses at all levels in the Party Committee were conducted in accordance with principles and procedures. The basic contents of the Party congresses at all levels were fully implemented in accordance with regulations, ensuring the promotion of democracy, solidarity, safety, and thrift, achieving the objectives and requirements of Directive No. 45-CT/TW of the Politburo and Plan No. 08-KH/DU of the Party Committee Standing Committee.

Preparations in all aspects from drafting documents, Party committee personnel plans, personnel plans for the Delegation to the 14th Party Congress, propaganda work, preparation of facilities, and serving the Congress. The preparation of documents for the Congress was carried out meticulously, with many innovations in structure, content, and methods of collecting and receiving opinions, approved and highly appreciated by the Politburo.

Comrade Phan Thang An, Deputy Head of the Central Organizing Committee, Secretary of the Party Committee of the Central Organizing Committee spoke at the conference.

The Congress has effectively applied information technology and digital transformation in the process of preparing documents, promoting the Congress as well as organizing and presenting reports and illustrating information during the process of conducting and discussing, helping to reduce the procedures for printing and distributing documents at the Congress, saving time and costs for the Congress.

Delegates attending the conference discussed and agreed on key solutions and tasks to continue effectively implementing Resolution No. 18-NQ/TW, promptly completing the organizational apparatus of the political system; speeding up the effective implementation of the Resolution of Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress.

Concluding the conference, Standing member of the Secretariat Tran Cam Tu highly appreciated the spirit of innovation, courage, creativity and responsibility of Party committees and subordinate Party organizations in implementing the Central Committee's policy on restructuring and streamlining the apparatus. The Party Committee has promoted its role as a strategic advisory center, setting an example, contributing to creating strong changes in the political system, demonstrating the spirit of being exemplary, taking the lead, daring to think, daring to do, daring to advise and propose, daring to take responsibility. The direction of the organization of the congress has ensured compliance with regulations, progress, quality, practicality, efficiency and absolute safety, creating the premise and motivation to promote the early realization of the goals, solutions and tasks set out by the Congress.

Suggesting six key groups of tasks, comrade Tran Cam Tu suggested that the Party Committee continue to promptly and effectively implement the Conclusions of the Central Committee, the Politburo, and the Secretariat on the arrangement and organization of the apparatus; review and perfect the functions, tasks, and coordination regulations; build a streamlined organizational model, truly "clear of people, clear of work, clear of responsibilities, clear of results, clear of progress, and clear of completion time"; urgently complete the job position project; continue to perfect the team of cadres, civil servants, public employees, and workers to ensure inheritance and development.

From the success in organizing party congresses at all levels, the next step is to resolutely direct the implementation of the Action Program to implement the Resolution, especially the key tasks and breakthroughs.

The Standing Secretariat emphasized the need to promote digital transformation in the Party, including implementing digital signatures, digital assignment of tasks, digital reporting, standardizing document procedures, shortening processing time, especially standardizing business procedures..., while developing digital capacity among cadres and Party members in accordance with the direction of the General Secretary.

Party committees of the Central Party agencies should promptly summarize the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; associated with assessment, summary and classification of the quality of party organizations, cadres and party members; continue to improve the quality of strategic advisory work. Emphasizing that this is a key and continuous task of the Party committees of the Central Party agencies, comrade Tran Cam Tu suggested that each subordinate party committee and unit should proactively research, summarize practices, and promptly advise on major, strategic and important issues related to leadership, and coordinate leadership in implementing political tasks in accordance with the characteristics of each party committee and unit.

Strengthening Party building and rectification; strictly implementing regulations on setting examples, controlling power, preventing and combating corruption, waste and negativity; maintaining discipline and order, strengthening internal solidarity; promoting the pioneering and exemplary role of cadres and Party members, especially leaders in all areas of work and in life.

Actively, closely and promptly coordinate among agencies, affiliated Party Committees, between Party and State agencies, the Fatherland Front and mass organizations, and the 6 Party Committees directly under the Central Committee to ensure smooth and effective operations, in the spirit of all for the common work. Party Committees and affiliated units review and direct the comprehensive implementation of the tasks set out for 2025; review the entire progress, summarize the year, and set out tasks for 2026. This work must be completed before December 15, 2025; and do a good job of organizing to serve the 14th National Party Congress.

Comrade Tran Cam Tu stated that the subordinate Party committees and heads of organizations must strictly implement Regulation No. 366-QD/TW dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system and the Central Organizing Committee's Guidelines on this work.
