Promoting comprehensive cooperation between Da Nang city and Sekong (Laos)

Within the framework of the visit and work in the Lao People's Democratic Republic, on October 28, the delegation of Da Nang city led by Standing Deputy Secretary of the Da Nang City Party Committee Nguyen Dinh Vinh visited and worked with the leaders of Sekong province (Laos).

Continue to accompany and support Sekong province

Speaking at the meeting, comrade Nguyen Dinh Vinh briefly informed about the results of the 1st Congress of the Da Nang City Party Committee, term 2025-2030, accordingly, with the permission of the Central Government, from September 16-18, 2025, the Da Nang City Party Committee successfully organized the 1st Congress of the Da Nang City Party Committee, term 2025-2030. Up to now, basically, the key personnel of Da Nang City have been stabilized.

On behalf of the Party Committee, Government and people of Da Nang city, comrade Nguyen Dinh Vinh congratulated Sekong province on successfully organizing the Provincial Party Congress for the 2025-2030 term; congratulated comrade Bun-lai But-thi on being elected to the position of Provincial Party Secretary and the comrades elected to the position of Deputy Provincial Party Secretaries, comrades in the Provincial Party Standing Committee and the Party Executive Committee of Sekong province for the 2025-2030 term.

Comrade Nguyen Dinh Vinh emphasized: Da Nang City has a close relationship with the central and southern provinces of Laos, especially with the border province of Sekong; during the period of fighting for national independence as well as during the period of building and developing the country, the two sides have always stood side by side and overcome all difficulties and challenges to develop stably and sustainably.

The close relationship between Da Nang city and Sekong province has existed for a long time and is rare in any other place. Da Nang city always accompanies and stands side by side with Sekong province to develop together sustainably and stably in the long term.

According to comrade Nguyen Dinh Vinh, Da Nang city has agreed on the policy and decided to increase the total scholarship from 50% to 100% for Lao students starting from the 2025-2026 school year. Sekong province is requested to complete the procedures and send students to study in Da Nang city in early November 2025.

Strengthening comprehensive cooperation between Da Nang city and Sekong province

According to Standing Deputy Secretary of the Da Nang City Party Committee Nguyen Dinh Vinh, in the work of managing and protecting the territorial border between the two sides, in recent times, the two sides have coordinated to seriously and properly implement regulations; closely coordinated to promptly resolve incidents arising in the border area.

Strengthen cooperation to support socio -economic development, improve people's lives in the border areas of the two localities; focus on coordination in national border protection work, ensuring national defense and security between the two sides.

Good coordination in bilateral patrol work, border lines and border markers on the two sides' border are protected intact, not moved or damaged. Timely coordination and sharing of relevant information serves well the work of managing and protecting the national border and territory of both sides.

Comrade Nguyen Dinh Vinh requested the leaders of Sekong province to continue to closely coordinate with Da Nang city to strictly implement the regulations of the two governments of Vietnam and Laos in the management and protection of national borders;

Coordinate to promptly resolve incidents arising in the border areas of the two provinces; build a border between our two sides that is secure, safe, united, and friendly; focus on investing in and supporting programs and projects to develop the socio-economy, improve the lives of people on both sides of the border, especially people in the border area of Sekong province.

Focus on preventing cross-border crimes, especially drug crimes; resolutely not allowing bad forces to take advantage of this border to sabotage the other border, causing instability in security and order on both sides of the border.

Focus on coordinating the implementation of unilateral inspections along the entire border line of both sides, completing all this work and reporting to the Foreign Ministries of the two countries in December 2026. Prepare relevant conditions to serve the bilateral inspection work along the entire border line of Da Nang city and Sekong province according to the time prescribed by the Foreign Ministries of Vietnam and Laos.

Coordinate inspection and field survey at the Tay Giang sub-border gate area (Da Nang - Ka Lum (Sekong) by the end of 2025 to discuss and agree on a report to advise the leaders of the City People's Committee and the leaders of the Sekong Provincial Government to sign a coordination plan to prepare relevant conditions according to regulations to report to the Governments of Vietnam and Laos to allow upgrading the Tay Giang - Ka Lum sub-border gate pair to the main border gate before 2030 according to the Prime Minister's approval of the border gate planning.

According to comrade Nguyen Dinh Vinh, Da Nang city is implementing the project to strengthen cooperation between Da Nang city and Lao localities, including Sekong province, for the period 2026-2030;

Regarding the commitments signed by Quang Nam province (old) and Sekong province for the period 2024-2026, the new Da Nang city continues to inherit and fully implement the commitments. The merger of Quang Nam province and Da Nang city does not affect the relationship and cooperation commitments with Sekong province but also creates conditions to further strengthen cooperation between the two sides in the coming time.

Speaking at the meeting, Comrade Bun-lai But-thi, Secretary of Sekong Provincial Party Committee, sincerely thanked the precious sentiments and support and assistance of Quang Nam province (old) and the new Da Nang city for Sekong province.

Regarding the local socio-economic situation, Comrade Bun-lai But-thi said: Sekong is a province in southern Laos, established in 1984, separated from Salavan province, bordering localities including Hue city, Quang Nam (old), Kom Tum (old) to the east, Attapeu province to the south, Salavan province to the north and Champasak province to the west.

Sekong is the second smallest province of Laos with a total area of nearly 11,570km2 ^, of which forest land accounts for 60%, including 4 districts: Thateng district on the Boulaven plateau, Lamam district in the midland plains, Dakcheung district and Kaleum district in the mountainous area bordering Vietnam.

Sekong is a province with a low population of about 135,000 people. The population density is sparse at 14 people/km2, scattered in villages and small towns. There are 14 different ethnic groups, but mainly Lao (3%), Co Tu (20%), Tarieng (19%) and Krieng (11%).

The agricultural land area is large but has not been exploited effectively. In particular, the Sekong River valley plain has very fertile land, favorable for the development of interspersed rice fields and fruit gardens. The average altitude is from 400m to 600m. The majority of people still live by farming and some shifting cultivation relationships still exist.

Sekong is a province with great potentials such as hydropower, minerals, industrial crops, infrastructure, eco-tourism areas with primeval tropical forests with rich flora and fauna, and the famous Tat May Hear waterfall. These are the potentials for the province to develop eco-tourism.

Through this working program, Comrade Bun-lai But-thi proposed that Da Nang city continue to increase support in education and healthcare for people in border areas, while at the same time increasing promotion and creating conditions for businesses of both sides to learn and cooperate in the fields of agricultural processing, minerals, etc.

Comrade Bun-lai But-thi believes and wishes that the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Vietnam and Laos in general and between Da Nang city and Sekong province in particular will forever be green and sustainable.

Within the framework of the program, the Da Nang City Border Steering Committee and the Sekong Province Border Steering Committee signed the Minutes of the meeting to evaluate the coordination in border management and protection between the two sides since the beginning of the year and agreed on the direction and tasks of border work from now until the end of 2025 and in 2026.
